This announcement constitutes the only solicitation; proposals are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, effective 03 September 2013. USDA Rural Development (RD) Michigan anticipates awarding up to five (5) Blanket Purchase Agreements (BPA's) to small business firms capable of providing tenant leasing and services, financial management, and property maintenance services for government-managed/owned multi-family properties. The prospective agent must have experience managing all three areas. Approximately 14 properties are located throughout the state, in five management areas. The total requirement for all three FYs is estimated less than $150.000. Individual call orders shall be submitted in accordance with the terms in the BPA. Government personnel authorized to place call orders under the BPA will be identified on the BPA by name and telephone number. The contractor will be expected to furnish the services specified in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work that accompanies the order. A BPA is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. PERIOD OF PERFORMANCE: The contract base period is from time of award (anticipated as November 1, 2013) to September 30, 2014, with two optional fiscal years ending September 2016. The options may or may not be exercised by the Contracting Officer. The BPA may be cancelled by either party in writing at any time according to the terms of the agreement. PERFORMANCE REQUIREMENTS AND STANDARDS: Provided in the Performance Work Statement (PWS), in Section C. QUALIFICATIONS FOR SOLICITATION AND AWARD 1) Management agents must be qualified to provide financial administration, tenant management, and physical management and maintenance of multiple project/properties according to RD-HB-2-3560. 2) Obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). The online process at www.dnb.com (d-u-n-s number link) is free of charge and should be completed the same day. 3) System for Acquisition Management (SAM) REGISTRATION: All vendors must complete maintain an active registration in SAM, at https://www.sam.gov/, registered to be eligible for government contracts. The Representations and Certifications section must be completed. This process can take a week or more to complete. To make the process as efficient as possible, please review the online Quick Start guides and the overview video. 4) This is a Total Small Business Set Aside. The applicable NAICS code for this work is 531311 "Residential Property Managers", with a business size standard of $7.0 million average revenue. This size represents the previous three years revenue as defined at this Small Business Administration page: http://www.sba.gov/content/table-small-business-size-standards. Your firm plus all affiliates must have total average revenue at or below this size. This NAICS code must be included in your SAM registration with a code of "Y", regardless of other codes you include in your registration. EVALUATION PROCEDURES: RD staff will evaluate proposals received according to Section L instructions. The factors listed in Section M shall be used to evaluate offers: 1) Experience and Past Performance - Include recent similar experience in performing the work described in the Statement of Work, demonstrating a commitment to customer satisfaction and timely delivery of quality services at fair and reasonable prices. The Agent's Management Plan should highlight the offeror's technical ability to provide qualified personnel to perform the work described; the ability to provide quality work simultaneously on multiple projects and to comply with the performance schedules. 2) Qualification of Personnel - The submission should highlight relevant knowledge, skills and experience of the Agent and principal employees. 3) Management Plans - Will be the primary means to assess technical capability and experience. 4) Price - Section B discusses the required cost parameters. The offeror's PUPM quotes should include all administrative requirements described in section C of the contract schedule. Maintenance estimates will also be considered. Technical capability and past performance when combined are equal to price.
