A Department of Homeland Security program intended to give "trusted traveler" status to low-risk airline passengers soon will be extended to Saudi travelers, opening the program to criticism for accommodating the country that produced 15 of the 19 hijackers behind the Sept. 11, 2001, terrorist attacks.
Sources voiced concern about the decision to the Investigative Project on Terrorism, which issued a report Wednesday on the under-the-radar announcement -- which was first made by Homeland Security Secretary Janet Napolitano after meeting in January with her Saudi counterpart. According to the IPT, this would be the first time the Saudi government has been given such a direct role in fast-tracking people for entry into the United States.
"I think you have radical Wahhabism in certain elements in Saudi Arabia, and I think to be more lenient there than in other places would be a mistake," Rep. Frank Wolf told the Investigative Project on Terrorism. "There were 15 [hijackers] from that country, and there is a lot taking place in that region."
Only an exclusive handful of countries enjoy inclusion in the Global Entry program -- Canada, Mexico, South Korea and the Netherlands. According to the IPT, some officials are questioning why Saudi Arabia gets to reap the benefits of the program, when key U.S. allies like Germany and France are not enrolled; Israel has reached a deal with the U.S., but that partnership has not yet been implemented.
Any Saudi travelers cleared through the program will be able to bypass the normal customs line after providing passports and fingerprints. The status lasts for five years. Read more via Jihad Watch...

Homeland Security Explains Plan To Purchase More Than 1.6 Billion Bullets: Buying In Bulk Is Cheaper

WASHINGTON -- Online rumors about a big government munitions purchase are true, sort of.
The Homeland Security Department wants to buy more than 1.6 billion rounds of ammunition in the next four or five years. It says it needs them – roughly the equivalent of five bullets for every person in the United States – for law enforcement agents in training and on duty.
Published federal notices about the ammo buy have agitated conspiracy theorists since the fall. That's when conservative radio host Alex Jones spoke of an "arms race against the American people" and said the government was "gearing up for total collapse, they're gearing up for huge wars."
The government's explanation is much less sinister.
Federal solicitations to buy the bullets are known as "strategic sourcing contracts," which help the government get a low price for a big purchase, says Peggy Dixon, spokeswoman for the Federal Law Enforcement Training Center in Glynco, Ga . The training center and others like it run by the Homeland Security Department use as many as 15 million rounds every year, mostly on shooting ranges and in training exercises.
Dixon said one of the contracts would allow Homeland Security to buy up to 750 million rounds of ammunition over the next five years for its training facilities. The rounds are used for basic and advanced law enforcement training for federal law enforcement agencies under the department's umbrella. The facilities also offer firearms training to tens of thousands of federal law enforcement officers. More than 90 federal agencies and 70,000 agents and officers used the department's training center last year.
The rest of the 1.6 billion rounds of ammunition would be purchased by Immigration and Customs Enforcement, the federal government's second largest criminal investigative agency.
ICE's ammunition requests in the last year included:
_450 million rounds of .40-caliber duty ammunition
_40 million rounds of rifle ammunition a year for as many as five years, for a total bullet-buy of 200 million rounds
_176,000 rifle rounds on a separate contract
_25,000 blank rounds
The Homeland Security ammo buy is not the first time the government's bullets purchases have sparked concerns on the Internet. The same thing happened last year when the Social Security Administration posted a notice that it was buying 174,000 hollow point bullets.
Jonathan L. Lasher, the agency's assistant inspector general for external relations, said those bullets were for the Social Security inspector general's office, which has about 295 agents who investigate Social Security fraud and other crimes.
Jones the talk-show host did not immediately respond to requests for comment.

The lessons of history clearly demonstrate that dictatorial regimes, whether they be Socialists, Communists, and Marxists will not hesitate to use food as a weapon against their own people in order to solidify power and impose absolute autocratic control. Food can be withheld from the masses by preventing it from being grown and harvested, by contaminating it and rendering it unfit for human consumption or by simply preventing food from being distributed to a targeted population.
The two most notable examples of dictators using food a weapon in order to destroy the free will of their people comes from the regimes of Stalin and Hitler.
Josef Stalin engaged in his own Soviet style Holocaust when, in 1932 and 1933, and estimated six to 20 million people in the Ukraine died from starvation when Stalin implemented his prescription of “hope and change” policies in order to eliminate the Ukrainian’s desire for becoming their own nation-state.
Upon assuming power, the Stalinist Communist regime rapidly nationalized the food industry and forced all of the region’s farms into collectives. Thus, Stalin’s version of the Holocaust came to fruition in what history has dubbed, the “Holdomor,” in which millions perished in only a two year period when the Soviet government began to exterminate the Ukrainian population by taking control of food and food production.
Hitler proclaimed that food could be used as a tool “…to discipline the masses” and he did not hesitate to use the control of food as a type of carrot and stick in which he would reward accomplishment and punish failure as well as to ferment preferential class distinctions in which his armed forces received the largest food ration cards. Skilled workers who were engaged in industries critical to the building of the German war machine, received food ration cards which were slightly less in value. And, finally, the prisoners and the Jews received the lowest valued Nazi food ration cards. Food ration cards were also utilized as incentives to increase industrial production and were also increased in value when productive Nazi workers would be promoted. Food ration cards were diminished in value for the failure to meet Nazi production goals. Hitler’s use of what psychologists refer to as classical conditioning techniques reduced the will of the German population to a pack of Pavlovian dogs who were conditioned to be totally dependent upon the government for their survival.
Most recently, Somalia thug, Farah Aideed, systematically starved his people into submission as a brutal civil war raged in both Darfur and Rwanda where the Islamic regimes sought the annihilation of ‘infidels’ and the use of food was one of the primary weapons designed to force compliance. And of course, Pol Pot, Castro and Mao all used food deprivation to quarantine their political opposition and exact absolute allegiance to their respective dictatorial regimes.
I venture to say that most individuals who get their “news” from FOX and CNN would hold fast to the belief that the benevolent U.S. government would never use food as a weapon against the American people. Someone should remind these “sheeple” that this is the same U.S. government which has been caught shipping drugs into Mexico under Operation Fast and Furious which has resulted in the deaths of a half dozen U.S. law enforcement officials. Yes, this is the same government which has turned a blind eye to HSBC bank setting up fictitious bank accounts in order to launder money derived from the profits of drug trafficking and running guns and then turning around and sending this money to fund various terrorist organizations. Yes, this is the same government which permits the Federal Reserve to send trillions of American dollars in order to bail out their own personal banking interests in Europe. Yes, this is the same U.S. government , through the TSA, which commits second degree sexual assault on airline travelers under the guise of protecting Americans from the very terrorists that they are complicit in funding through organizations such as the HSBC bank. Therefore, it is prudent to ask the question, would the United States use food a tool of governmental policy in order to control its population? Unfortunately, this question has already been answered in the affirmative.
The use of food by the U.S. government has been a matter of official U.S. governmental covert policy since 1974-1975.
In December, 1974, National Security Council directed by Henry Kissinger completed a classified study entitled, “National Security Study Memorandum 200: Implications of Worldwide Population Growth for U.S. Security and Overseas Interests.” The study was based upon the unproven claims that population growth in Lesser Developed Countries (LDC) constituted a serious risk to America’s national security.
In November 1975 President Ford, based upon the tenets of NSSM 200 outlined a classified plan to forcibly reduce population growth in LDC countries through birth control, war and famine. Ford’s new national security adviser, Brent Scowcroft, in conjunction with CIA  Director, George H. W. Bush, were tasked with implementing the plan and the secretaries of state, treasury, defense, and agriculture assisted in the implementation of these insane genocidal plans.
NSSM 200 formally raised the question, “Would food be considered an instrument of national power? … Is the U.S. prepared to accept food rationing to help people who can’t/won’t control their population growth?” Kissinger has answered these questions when he stated that he was predicting a series of contrived famines, created by mandatory programs and this would make exclusive reliance on birth control programs unnecessary in this modern day application of eugenics in a scheme that would allow Henry to have his cake and eat it too in that the world would finally be rid of the “useless eaters!”
Third world population control, using food as one of the primary weapons, has long been a matter of official covert national policy and a portion of President Obama’s Executive Order (EO), National Defense Resources Preparedness is a continuation of that policy. Only now, the intended target are not the LDC’s but, instead, the American people.
With the stroke of his pen, Obama has total and absolute control over all food where his EO states:
e)  “Food resources” means all commodities and products, (simple, mixed, or compound), or complements to such commodities or products, that are capable of being ingested by either human beings or animals, irrespective of other uses to which such commodities or products may be put, at all stages of processing from the raw commodity to the products thereof in vendible form for human or animal consumption.  “Food resources” also means potable water packaged in commercially marketable containers, all starches, sugars, vegetable and animal or marine fats and oils, seed, cotton, hemp, and flax fiber, but does not mean any such material after it loses its identity as an agricultural commodity or agricultural product.
(f)  “Food resource facilities” means plants, machinery, vehicles (including on farm), and other facilities required for the production, processing, distribution, and storage (including cold storage) of food resources, and for the domestic distribution of farm equipment and fertilizer…”
This unconstitutional EO is particularly disturbing in that it clearly states that the government has control over anything that is “capable of being ingested by either human beings or animals…”  If you thought that you and Fido were going to get through coming food crisis by storing and consuming dog food, think again.
How will farmers maintain the nation’s food supply when all fertilizer, their farm equipment and all of their vehicles are under the control of this sociopathic  President or the next power-hungry President?
The term “all food storage facilities” includes your refrigerator, your pantry and even the very food in your cabinets as well as what is on your kitchen table. In short, anywhere you keep food is now under the control of the government and can be redistributed.
Have you recently been scratching your head in bewilderment as you watch on the news as the Amish have had their farms raided, raw milk producers have been jailed and the kids running lemonade stands have been shut down and ticketed? Now you know why these abuses are being perpetrated by the government in that it represents a mere conditioning process designed to get all U.S. citizens used to the idea that the government owns all food and food production.
The most clever aspect of this EO is that no Hegelian Dialectic (i.e., false flag event) is needed as a pretense to seize food and imperil survivability. Section 201(b) of the Obama EO clearly states that this EO is enforceable under both emergency and non-emergency conditions.”
Even Ray Charles could see that Obama is setting the table to take his place among Stalin, Hitler, Pol Pot, Castro and Mao as another despot in the long line of tyrannical leaders who would grant themselves the authority to subjugate the masses by using food as a weapon. Americans desperately need to look at history in order to understand what happens every time the people of a government allows the government to control its food supplies and farms. It was with great forethought that the second part of the title of this article reads “…systematic population reduction.”
In hindsight, I have often wondered how prophetic was Obama’s campaign speech when he promised to fundamentally transform America? This was actually one campaign promise that Obama is trying to keep. NSSM 200 has come full circle, but in this case, it is specifically aimed at the American people.  History show us that Socialists, Communists, Islamists and Marxists, use food and the production of food as a weapon against their own people in order to solidify power and control. Hitler himself said that using food as a weapon was “a beautiful instrument . . . for maneuvering and disciplining the masses.”
Through the National Defense Preparedness Act, Obama is following in the footsteps of Hitler and Stalin and we should all be worried, very worried.

Tamerlan Tsarnaev was not on terrorism watch list or “no-fly” list

WASHINGTON (CNN) — Boston bombing suspect Tamerlan Tsarnaev was not on a terrorism watch list or a “no-fly” list when he traveled to Russia last year, a federal law enforcement official told CNN on Tuesday.
The source, who spoke on condition of not being identified, noted the FBI found no suspicions of terrorist ties when it interviewed Tsarnaev and his family members and friends in 2011 after Russia asked U.S. authorities for information on the immigrant from the Caucasus region.
Because the United States “never deemed him a threat,” Tsarnaev “was not on a terror watch list or any ‘no-fly’ list,” according to the official.
The information added to questions over the FBI’s handling of Tsarnaev, 26, the older of two brothers accused of setting off two bombs that killed three people and injured more than 260 others near the finish line of last week’s Boston Marathon.
Tsarnaev and his brother, Dzhokhar, also allegedly killed a university policeman on Thursday, three days after the bombings, to set off an unprecedented Boston-area manhunt.
Tamerlan died after a shootout with police on Thursday night, and Dzhokhar was captured on Friday.
Some members of Congress have questioned how someone the FBI questioned two years earlier because Russia was concerned about his shift toward Islamic extremism could have avoided closer scrutiny since then.
After being briefed Tuesday by FBI Deputy Director Sean Joyce, the leaders of the Senate Intelligence Committee said they don’t believe the FBI “dropped the ball” in its handling of Tsarnaev.
However, both Democratic Sen. Dianne Feinstein of California, who chairs the panel, and its top Republican, Sen. Saxby Chambliss of Georgia, said potential problems revealed by the Tsarnaev case needed to be addressed.
Chambliss cited an apparent lack of information-sharing between the federal law enforcement and intelligence agencies, a problem he said was believed to have been remedied in the aftermath of the 9/11 terrorist attacks almost 12 years ago.
“We’re going to continue to look at whether or not all of the information was adequately shared,” he told reporters.
Separately, FBI Director Robert Mueller, Homeland Security Secretary Janet Napolitano and Matt Olsen, director of the National Counterterrorism Center, briefed House members on the Boston bombings, said Republican Rep. Peter King of New York.
None of the legislators who spoke to reporters after the briefings provided details of the ongoing investigation, saying it was too soon to draw conclusions.
“Who knows what will be found tomorrow?” Feinstein said.
A focus of the briefings was Tamerlan Tsarnaev’s six-month trip to Russia in 2012 that family members said included visits to Chechnya and Dagestan, regions known for radical Islamic insurgency.
At a hearing earlier on Tuesday before the Senate Judiciary Committee, some GOP panel members challenged Napolitano about reported discrepancies in the Tsarnaev case.
Republican Sen. Chuck Grassley of Iowa cited reports that U.S. authorities were unaware Tsarnaev had left the country for Russia in January 2012 even though his name was misspelled on his airline ticket by Russian carrier Aeroflot, which would normally trigger increased scrutiny.
Napolitano responded that Tsarnaev’s departure did “ping” in the homeland security screening system, but she noted that because the FBI’s investigation in 2011 found no suspicious activity, there was no reason to follow up.
“There was a missed match there” involving the incorrect spelling of Tsarnaev’s name, Napolitano said, adding that “even with the misspelling, in our current system there are redundancies and so the system did ping when he was leaving the United States.”
The federal law enforcement official told CNN that such a hit in the system doesn’t prompt automatic action. In Tsarnaev’s case, the Russian government knew he would be traveling to Russia and had family there, so there was nothing to follow up, the official said.
CNN law enforcement analyst Tom Fuentes, a former FBI official, offered a similar explanation Tuesday.
“By the time he comes back, the FBI case is closed and, again, no additional information comes back from the Russians to keep an eye on him or that he’s on his way back to your country,” Fuentes said. “Once the FBI case is closed, there is no further monitoring by the FBI of his activity or whether he’s going to these Jihadi Web sites or becoming increasingly radicalized.”
However, Republican Sen. Lindsey Graham of South Carolina told CNN on Tuesday that the episode showed that the Department of Homeland Security never notified the FBI that Tsarnaev had left the country.
“It was clear to me that the homeland security shop had information about the travel to Russia, the FBI did not, and they’re not talking to each other and they’re going back to the pre-9/11 problems here,” Graham said.
He also questioned why the FBI investigation of Tsarnaev in 2011 failed to bring his name up as someone to check out in the immediate aftermath of the Boston bombings.
Tsarnaev and his brother were only identified three days later when authorities released photos and video footage of them at the scene of the blasts.
“I just find it really unnerving that we could have had him in FBI custody in 2011 and did a whole profile of him, and after the attack that his name not surface, that we didn’t check the database or the database had him missing,” Graham said.
Tsarnaev was an immigrant from the volatile Caucasus region of southwest Russia who had legal residence in the United States and sought last year to become fully naturalized, like his brother Dzhokhar, 19.
However, the Department of Homeland Security rejected the citizenship request due to the FBI questioning before the Russia trip.
An FBI statement Friday said a foreign government — later identified by legislators as Russia — asked for information on Tsarnaev “based on information that he was a follower of radical Islam and a strong believer, and that he had changed drastically since 2010 as he prepared to leave the United States for travel to the country’s region to join unspecified underground groups.”
In response, the FBI said, it “checked U.S. government databases and other information to look for such things as derogatory telephone communications, possible use of online sites associated with the promotion of radical activity, associations with other persons of interest, travel history and plans, and education history.”
“The FBI also interviewed Tamerlan Tsarnaev and family members,” said the FBI statement. “The FBI did not find any terrorism activity, domestic or foreign, and those results were provided to the foreign government in the summer of 2011.”
In addition, the FBI “requested but did not receive more specific or additional information from the foreign government,” its statement said.
The lengthy travel to Russia by Tsarnaev, who’s ethnically Chechen but came to the United States from Kyrgyzstan, caused some legislators and analysts to speculate he may have received training during the trip.
Fuentes detailed how the FBI employs what amounts to “triage” to deal with what he said were tens of thousands of similar inquiries a year that require some level of bureau investigation.
“If you are getting this from a hot place like Afghanistan or the tribal area of Pakistan or places where we have had specific training camps and people deployed on purpose to come and attack us, then that is the highest priority,” he said. “And even there, many of the people that go back and forth are visiting family. I mean, they are not always going back to be trained to be terrorists or always going back for refresher courses on terrorism.”
Regarding Russia, Fuentes noted the ongoing conflict with Chechen separatists that may have caused Moscow’s request for information on Tsarnaev.
“That’s been an ongoing fight, but it’s been localized,” he said, adding that he couldn’t recall a case in which a Chechen trained at home came to attack the United States.

DHS Preparing For A Total Police State Takeover

(Thomas Dishaw) The Department of Homeland Security, better known as the liberty destroying arm of the Government, is not fiscally responsible or Constitutionally correct.
Founded in 2002 as a  response to the Governments false flag attack on 9/11, the Department of Homeland Security has quickly eroded your personal rights at an extremely alarming rate.
The TSA has single-handedly turned airports into prisons. Where else in America do you lose all of your God-given rights upon entering a building?
Not to mention the humiliating molestation you receive by  lowly TSA agents who don’t understand the implications of their actions. And since we are talking about policies, let us not forget the TSA’s “no fly, no buy” list. Getting on this list should be fairly easy if you’re a liberty loving, pro gun Constitutionalist, or if your name resembles a Middle Eastern terrorist (who was probably funded by rogue elements of the United States Government.)  Getting off the list is a whole different story and nearly impossible thanks to the abandonment of our judicial system.
The TSA is also making the transition from airports to Amtrak stationssporting events and eventually to policing the streets of America. And don’t worry, if you get out of line the DHS is working on electronic shock bracelets that will keep us slaves in check.

One of the biggest stories of the year has to be the DHS purchasing billions of rounds of ammunition. Why would our beloved and trusted Government go to the extreme of drying up the nations ammunition supply?  Are they preparing for a massive civil unrest? Are they purposely driving up the prices to punish economically challenged Americans? Its gotten so bad that prices are at all time highs and local law enforcement is having a hard time filling orders.
You know truth and transparency is not the Obama Administration’s strong point, so don’t expect any legitimate  answers in the near future. Luckily there are a few pulses of liberty left in congress who are challenging the administration’s stance of stonewalling the very important question, “Why are we buying all this ammunition?”

Paul Joseph Watson recently reported on a 12 million dollar DHS study that characterizes Americans who are:
“suspicious of centralized federal authority,” and “reverent of individual liberty” as “extreme right-wing” terrorists.
The report also identifies the following characteristics are used to identify potential threats.
  • Americans who believe their “way of life” is under attack
  • Americans who are “fiercely nationalistic (as opposed to universal and international in orientation)
  • People who consider themselves “anti-global” (presumably those who are wary of the loss of American sovereignty)
  • Americans who are “suspicious of centralized federal authority”
  • Americans who are “reverent of individual liberty”
  • People who “believe in conspiracy theories that involve grave threat to national sovereignty and/or personal liberty.”

Our personal privacy is being invaded.  Its bad enough we are recorded by security cameras, traffic cameras and red light cameras on a daily basis.  Now the eyes in the sky, better known as  drones,  are the latest way the Department of Homeland Security wants  to keep us safe. The Obama Administration has stated they have authority to use drone strikes to kill US citizens.  Remember Anwar al-Awlaki?  A United States asset who visited the Pentagon  on occasion only to be double crossed and killed by a drone strike in Yemen. He was an American citizen.
The capability of the DHS’s drone fleet is something right out of a science fiction novel. They can detect guns, eavesdrop on phone conversations and kill you with a single shot.  U.S Senators  have even introduced the idea of a drone court where all drone killings will be decided on.  Thankfully Senator Rand Paul took a stance against the drone language and filibustered for 13 hours.
The police state is here. The sellout Government we have elected has incrementally taken away liberty’s without most people knowing or caring. If getting molested at the airport doesn’t upset you, nothing will.  If you don’t find the Governments massive ammunition buys a little intriguing or suspicious, something is wrong.  If you are not instantly enraged that the Government now classifies you as a terrorist and is planning to fill the sky’s with drones to spy on you then maybe you should reevaluate what it means to be an American.

The Anti-Counterfeit Trade Agreement (ACTA): U.S. Dictating Canada’s Intellectual Property Laws

In March, the Canadian government introduced a bill that would bring about sweeping changes to its copyright and trademark laws. This includes giving more power to customs and border protection agents without any judicial oversight. The move is intended to prevent counterfeit goods from entering the country, but has been criticized for being less about protecting Canadians and more about caving to American demands. With the U.S. dictating global intellectual property standards, the new legislation represents the return of ACTA and would pave the way for Canada to ratify the controversial international treaty.
Over the years, the U.S. has been critical of Canada’s efforts in addressing trade in counterfeit goods and has been pressing for intellectual property reform. In the 2009 United States Trade Representative (USTR) Special 301 Report, Canada was placed on a priority watch list of countries that do not provide adequate intellectual property enforcement. As part of its 2013 Trade Policy Agenda, the USTR is now pushing Canada to comply with the Anti-Counterfeit Trade Agreement (ACTA). The multinational treaty is designed to standardize intellectual property laws around the world. Although it has been signed by a number of countries, including Canada, so far only Japan has ratified ACTA. It was the result of public pressure associated with risks internet privacy and online freedom of speech which lead to ACTA being rejected by the European Parliament in July of 2012. At the time, many assumed that ACTA was dead, but it still remains a top priority for the U.S. and they are attempting to revive the discredited agreement by trying to get the six necessary ratifications for it to come into force. In an effort to satisfy U.S concerns, Canada recently announced legislation which is aimed at bringing them in line with ACTA.
Last month, the Conservative government introduced Bill C-56, also known as the Combating Counterfeit Products Act. Academic researcher and law professor Michael Geist explained how the proposed legislation would, “ensure that Canada is positioned to ratify ACTA by addressing border measures provisions. The core elements of the bill include the increased criminalization of copyright and trademark law as well as the introduction of new powers for Canadian border guards to detain shipments and work actively with rights holders to seize and destroy goods without court oversight or involvement.” He emphasized that, “Customs officials are not copyright and trademark experts, yet they may now be forced to assess infringement cases including determining whether any copyright exceptions apply.” Mike Masnick of techdirt acknowledged that, “For many years, Canada has strongly resisted U.S.-style copyright laws, despite tremendous pressure to do so. Watching them cave on ACTA is certainly a disappointment.” He went on to say, “It shows a Canadian government who doesn’t seem to care about what the public wants, but rather feels the need to kowtow to U.S. entertainment and pharmaceutical lobbying interests.”
The Council of Canadians have questioned whether the anti-counterfeiting bill, “is one of the conditions the U.S. government put on Canada joining the Trans-Pacific Partnership (TPP) trade negotiations.” The group is urging that intellectual property rights be taken out of the TPP and the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA) talks. There have already been attempts to use CETA negotiations to sneak in parts of ACTA. Stuart Trew, trade campaigner with the Council of Canadians wondered since, “The Harper government seems to have just collapsed in front of U.S. demands for border enforcement of Hollywood’s intellectual property rights despite the global controversy with ACTA. Can we expect Harper to bend this easily to European demands in CETA and U.S. demands in the TPP that will increase the price of drugs and undermine access to affordable medicines?” ACTA also favours Big Pharma with patent protections that would limit generic competition and would lead to higher drug costs.
On March 20, the USTR officially notified Congress of its intention to enter into negotiations with the EU on a Transatlantic Trade and Investment Partnership (TTIP) agreement. In the letter, they also outlined specific goals in different areas such as intellectual property rights. As part of the transatlantic talks, the USTR, “Seek to obtain, consistent with U.S. priorities and objectives, appropriate commitments that reflect the shared U.S.-EU objective of high-level IPR protection and enforcement, and to sustain and enhance joint leadership on IPR issues.” A Civil Society Declaration signed by European and U.S. groups is insisting that the upcoming negotiations, “exclude any provisions related to patents, copyright, trademarks, data protection, geographical indications, or other forms of so-called intellectual property. Such provisions could impede our rights to health, culture, and free expression and otherwise affect our daily lives.” Some have warned that the TTIP could be used as a way to implement ACTA through the backdoor.
ACTA is part of the international agenda of patent, trademark and copyright lobbies. The agreement favours big businesses over individual innovators and creators. It was designed to protect the interests of multinational corporations at the expense of fundamental civil rights. ACTA is being used by the U.S. to pressure other countries into adopting a new global standard for intellectual property enforcement. The supranational treaty would impose draconian laws which threaten the sovereignty of member nations.

New survey shows significant improvement in maternal and child health - challenges remain

Many more Afghan women are receiving skilled care today during pregnancy and delivery than a decade ago, and more women and children are surviving today than ever before as a result of greater access to health facilities and better care according to the Afghanistan Mortality Survey (AMS) 2010. Despite the challenging situation implementing this survey, the AMS 2010, released today, represents some 87 percent of the population and provides needed data on the current state of healthcare in Afghanistan, confirming the remarkable achievements made in the health sector over the past decade.

"The AMS 2010 is the most comprehensive national survey carried out in Afghanistan to assess mortality levels and their causes to date," said Dr. Suraya Dalil, Acting Minister of Public Health.

According to the AMS 2010, 60 percent of Afghan women are now receiving antenatal care from a skilled provider and over one-third are giving birth with assistance from a skilled birth attendant. The AMS 2010 also confirms that investments in infrastructure, education and health in the past decade have paid off. According to the AMS, fewer women are dying from pregnancy-related causes than they did seven years ago, and adult mortality has also declined.

Despite the many positive trends, the survey still documents substantial gaps. For example, two in three births still take place at home. Likewise, lack of money and distance to health care facilities remain major barriers to accessing health care.

"Pregnancy-related conditions remain a frequent cause of death among Afghan women," said Dr. Dalil." About one in 50 Afghan women will die of pregnancy-related causes. Throughout Afghanistan, one woman dies about every two hours from pregnancy-related causes."

Dr. Dalil added, "About one in thirteen children will die before their first birthday and about one in ten children die before age 5, mostly from acute respiratory infection and other preventable causes."

The survey also shows positive changes in marriage practices and knowledge about contraception. According to the AMS 2010, Afghan women have just over five children on average. Although marriage occurs at relatively young ages, there is evidence from the AMS 2010 that age at marriage, particularly for females, is rising.

In addition to providing comprehensive information on health, the AMS documented improvements in access to clean water, sanitation, and electricity. More than half of all households now have access to improved sources of drinking water, though only one in five has improved sanitation facilities that are not shared with other households. Only about 40 percent of households have access to electricity.

While great strides have been made in the healthcare sector, there is still work to be done. "We must continue our efforts through government programs the work of NGOs, and our partnership with donors to bring quality health care to every family in Afghanistan," Dr. Dalil said.

The AMS 2010 gathered information about 22,351 households, 47,848 women and 3,157 deaths in the three years before the survey. The survey was implemented by the Afghan Public Health Institute (APHI) and the Central Statistics Organization (CSO) with technical assistance from ICF Macro, a U.S.-based research organization, the Indian Institute for Health Management Research (IIHMR), and the World Health Organization (WHO). Funding was provided by the United States Agency for International Development and the United Nations Children's Fund (UNICEF) and the United Nations Population Fund (UNFPA.)

The Ministry of Health would like to express its deep appreciation to the thousands of community health workers, midwives, nurses, pharmacists, lab technicians, physicians and health care managers for all their efforts, under difficult circumstances, to improve health care in Afghanistan.
