How the U.S. Navy and Air Force will Watch North Korea’s Next Missile Launch April 6, 2013

The two services use a variety of ground based, sea-going, and aerial assets to gather intelligence on foreign missile tests.For decades, the U.S. Air Force has relied on its small group of RC-135S missile tracking aircraft, code-named COBRA BALL. These aircraft are based at Offutt Air Force Base, outside Omaha, Neb. and are flown by the 45th Reconnaissance Squadron.
COBRA BALL is used to track ballistic missiles reentry vehicles and warheads during the final phase of flight.
The aircraft has a powerful radar array on the starboard side of the fuselage, just aft of the cockpit. Several optical quality windows are mounted on the starboard side as well, allowing infrared and visible spectrum cameras to record the warheads during their final moments of flight.
Take special note of the black low-glare paint used on the starboard wing, to improve image quality and prevent glare during photography.

RC-135S crews are augmented by several ground based, phased-array radar systems.
The COBRA DANE radar at Eareckson Air Station in Shemya Alaska is used to provide radar coverage over the Northern Pacific. While the system is accurate enough to track small objects in space, its utility depends on the direction, or azimuth, of the missile launch. The last test of a North Korean missile featured a southern trajectory, launching south over the East China Sea.
In the past few days, Korean media outlets reported the movement of Musudan IRBM launchers and vehicles to Eastern portions of North Korea.
These missiles, if launched on a test flight, would likely be launched in an easterly direction, overflying Japan and landing in the Philippine Sea.
To provide additional coverage, the U.S. Navy is able to use its missile tracking ship, the USNS Observation Island (T-AGM-23). The Observation Island features the legacy COBRA JUDY phased array radar system. The ability to position in advance of a launch provides excellent flexibility to place Observation Island in the idea position to gather high quality radar intelligence and telemetry data.
Observation Island is schedule to be replaced in the near future by USNS Howard O. Lorenzen (T-AGM-25). However, Lorenzen experienced significant difficulties during acceptance trials, and has not yet become operational. The new ship will be equipped with an upgraded variant of the legacy radar, code-named COBRA KING.

On April 1, 2013 I attended training in La Junta, Colorado hosted by the Colorado State Patrol (CSP). The training was from 12:00 pm to 4:00 pm and covered two topics, Sovereign Citizens, and Outlaw Motorcycle Gangs. I was pretty familiar with motorcycle gangs but since we often deal with the so-called sovereign citizen groups I was interested to see what they had to say. The group consisted of police officers, deputies, and CSP troopers. There were about 20 people in attendance.
Trooper Joe Kluczynski taught a 2-hour section on sovereign citizens. Kluczynski spent most of his two hours focusing on how, in his view and apparently the view of Homeland Security, people turn to the sovereign citizen movement. Kluczynski started off by saying there are probably some sovereign citizens in this room and gave a generalized list of those groups that have sovereign citizen views. Among those groups, Kluczynski had listed, were those who believe America was founded on godly principles, Christians who take the Bible literally, and “fundamentalists”. Kluczynski did not explain what he meant by “fundamentalists” but from the context it was clear he was referring again to those who took the Bible literally or “too seriously.”
While Kluczynski emphasized that sovereign citizens have a right to their beliefs, he was clearly teaching that the groups he had listed should be watched by law enforcement and should be treated with caution because of their potential to assault law enforcement. Kluczynski explained why he believed these groups were dangerous saying they were angry over the election of a black president. When someone in the group suggested the failing economy was probably much more to blame, Kluczynski intimated that those who are not going along with the changes in America will need to be controlled by law enforcement. Kluczynski even later questioned some of the troopers present if they were willing and prepared to confiscate “illegal” weapons if ordered to.
Kluczynski’s assignment with the CSP was an Analyst for the Colorado Information Analysis Center, (CIAC). CIAC is funded by Homeland Security funds and run by the CSP. Kluczynski said he gets his information from the Department of Homeland Security. Kluczynski said he was leaving the CSP at the end of that week (March 29, 2013) to begin his new career with Homeland Security. I thought he was perfect for the job.

Wow! This is a powerful letter, written incredibly well and I was blown away when I read it. My question for Kluczynski would be this: “If we look at recent mass murderers such as former officer Chris Dorner, who went on a rampage and killed 5 people and wounding others, Adam Lanza, the shooter at Newtown, James Holmes, who killed 12 and wounded many more, Nidal Hasan, who killed 13 fellow servicemen, or even Gabby Gifford’s shooter , Jared Lee Loughner, all were liberals except Hasan who is a Muslim terrorist. Why are you lecturing on Christians, who do not commit these type of killings? Why are you not lecturing officers on Muslims and liberals?”
Obviously, it was not his intent to prevent any further killings in the future but to defame Christians and to label them as racists because they oppose the disastrous policies of President Barack Obama. In my personal opinion, we have more to fear from propaganda merchants like Kluczynski, than we would ever have from Christians. Thank God we have men such as Sheriff Trowbridge, who cannot be corrupted or silenced. I will monitor the situation, in case he is harassed or faces reprisals and I hope I can count on all of you to make your voices heard, should he need our help

By the sounds of it, Colorado is being targeted with an attempt to set up loopholes that will allow the U.S. Secret Service to arrest and remove an elected sheriff for refusing to enforce the law, or anyone breaking the law. This means ALL Secret Service including uniformed division officers, physical security technicians, specialists, and other ‘special officers’.
In short they want to,
…establish federal authority police powers in a State, enabling an enforcement arm reporting directly to the president (Secret Service). It would enable the president / executive branch to theoretically override the actions and preventative measures that are now being taken by many States throughout the country who are trying to preserve 2nd Amendment gun rights and who are prohibiting the enforcement of unconstitutional law passed by Congress or pushed by executive order.Most of us are well aware that just about every Sheriff across the country, including our own Weld and Larimer Sheriffs, (about 350 in all) have all said they will not enforce any mandate from Washington if it violates the Second Amendment, which these future mandates do.
Many states are trying to pass gun control bills, but politicians in Colorado have all but passed Senate Bill SB-13-013 which will give “police powers” and “arrest authority” to the federal/executive branch of government (Secret Service) within the State.

According to a letter written by Ron Trowbridge, undersheriff with the Prowers County, Colo., Sheriff’s Office, Christians
who believe the Bible is the literal word of God and others who do not
agree with the changes taking place in America could find themselves
under scrutiny by law enforcement authorities and Homeland Security, Steven H. Ahle wrote at Red Statements Friday.
Trowbridge, a law enforcement officer with many years of experience, told Ahle that he recently attended a training session in La Junta, Colo., where, he says, Colorado State Police Trooper Joe Kluczynski gave a 2-hour presentation on the "sovereign citizen" movement.
"Kluczynski spent most of his two hours focusing on how, in his view and apparently the view of Homeland Security, people turn to the sovereign citizen movement," he wrote.
According to the FBI, the "sovereign citizen movement" is made up of "anti-government extremists who believe that even though they physically reside in this country, they are separate or 'sovereign' from the United States."
These people, the FBI says, do not believe they have to answer to any government authority and can cause a number of problems for law enforcement authorities.
But according to Trowbridge's letter, Kluczynski went much further, including "those who believe America was founded on godly principles, Christians who take the Bible literally, and 'fundamentalists'."
"Kluczynski did not explain what he meant by 'fundamentalists' but from the context it was clear he was referring again to those who took the Bible literally or 'too seriously,'” he added.

N.Y. Man Has Gun License Suspended For 8 Years Over Something His 10 Year Old Son Said
Every time you think you’ve seen it all at American public schools, it gets worse. I mean, it didn’t seem as if it could get worse than schools suspending or otherwise punishing the boy who chewed his pastry, into a gun shape, the 5-year-old girl who talk about her “Hello Kitty” bubble-blowing gun, or the exemplary young man who was almost suspended for bringing a photograph of his BB gun to school. Now, though, in an event eerily similar to the New Jersey man whose home was raided because of his son’s Facebook picture, or the Mom whose guns were confiscated for reading the Constitution at a public meeting, school tentacles are reaching into parent’s homes. School officials and police in Commack, New York, wildly overreacted to a 10-year-old boy’s mere mention of toy guns, setting into motion a chain of events that saw police confiscate all of the father’s legal weapons and suspend his pistol license for as many as eight years.It all began on March 1, when John Mayer sent his 10-year-old son to Pines Elementary School. Later that same day, a school official called to tell him that his son and two other boys were heard talking to each other about going to another boy’s house with a water gun, a paint gun, and a BB gun. The boys were toying with ways to even the score against some boys who had been involved in a shoving match the day before that did not involve Mayer’s son
Chris Matthews: Ted Cruz To Blame For Texas Prosecutor Murders
The two Texas prosecutor murders are suspected of being committed by members of the Aryan Brotherhood of Texas, a white supremacist offshoot of the California-based prison gang Aryan Brotherhood. About two weeks prior to those murders, a prison official was killed in Colorado. Authorities think that the two might be related and ordered by the same gang.
But not if you ask Chris Matthews. He thinks these murders happened because Ted Cruz “won’t let the Senate hold a democratic vote on gun safety.” Here was his rant:
“In Colorado, a top prison official was
gunned down in his home. In Texas, two prosecutors were killed, a third
has now pulled out of a case against the Aryan Brotherhood of Texas for,
quote, ‘security reasons.’ So, we have people using guns to settle
their disputes with public officials, using their Second Amendment
remedies. Don’t like the sound of this? Think it’s an overstatement?
Well, there come times when overstatement becomes the truth out there. We’ve got a Texas senator, Ted Cruz, who won’t let the Senate hold a democratic vote on gun safety.
So, no democracy. We’ve got people out there using guns to get even
with public officials, intimidating those they don’t kill. This is where
we are with guns in this country. Second Amendment remedies being
executed on public officials. Refusal by some elected officials [Senator
Cruz] to let us have a democratic vote on what to do about it. And this is where we live in April of 2013.”
In the earlier part of his rant, he mentioned former Nevada Senate candidate Sharron Angle, who had made comments about “2nd
Amendment remedies” against a tyrannical government. She made these
comments during her campaign to unseat Harry Reid. It was this “militant
rhetoric” (and Sarah Palin’s bull’s eye map) that many claimed caused
the shooting of Gabrielle Giffords.Matthews connected Sharron Angle’s references to “remedies” to the slayings of two Texas prosecutors and one Colorado prison official. And because pro-2nd Amendment Senators like Ted Cruz have vowed to filibuster any federal gun-grabbing legislation, they’re to blame for any deaths of government officials. The murderers of these prosecutors were obviously white, right-wing, pro-2nd Amendment gun nuts.
So, once again, those right-wing radicals (say that ten times fast) are to blame for others’ acts of violence. But we could just as easily blame Matthews for Aurora and Sandy Hook, because they were both committed in gun-free zones, something that Matthews advocates and clamors for everyday. In fact, I think he wants more Sandy Hooks and Auroras so that he and the rest of his team can justify more control over people’s self-defense tools.

Sexual orientation change efforts.
Existing
law provides for licensing and regulation of various professions in the
healing arts, including physicians and surgeons, psychologists,
marriage and family therapists, educational psychologists, clinical
social workers, and licensed professional clinical counselors.
This
bill would prohibit a mental health provider, as defined, from engaging
in sexual orientation change efforts, as defined, with a patient under
18 years of age. The bill would provide that any sexual orientation
change efforts attempted on a patient under 18 years of age by a mental
health provider shall be considered unprofessional conduct and shall
subject the provider to discipline by the provider’s licensing entity.
The bill would also declare the intent of the Legislature in this regard.

The people of the State of California do enact as follows:
SECTION 1.
The Legislature finds and declares all of the following:
(a) Being
lesbian, gay, or bisexual is not a disease, disorder, illness,
deficiency, or shortcoming. The major professional associations of
mental health practitioners and researchers in the United States have
recognized this fact for nearly 40 years.
(b) The
American Psychological Association convened a Task Force on Appropriate
Therapeutic Responses to Sexual Orientation. The task force conducted a
systematic review of peer-reviewed journal literature on sexual
orientation
change efforts, and issued a report in 2009. The task force
concluded that sexual orientation change efforts can pose critical
health risks to lesbian, gay, and bisexual people, including confusion,
depression, guilt, helplessness, hopelessness, shame, social withdrawal,
suicidality, substance abuse, stress, disappointment, self-blame,
decreased self-esteem and authenticity to others, increased self-hatred,
hostility and blame toward parents, feelings of anger and betrayal,
loss of friends and potential romantic partners, problems in sexual and
emotional intimacy, sexual dysfunction, high-risk sexual behaviors, a
feeling of being dehumanized and untrue to self, a loss of faith, and a
sense of having wasted time and resources.
(c) The
American Psychological Association issued a resolution on Appropriate
Affirmative Responses to
Sexual Orientation Distress and Change Efforts in 2009, which
states: “[T]he [American Psychological Association] advises parents,
guardians, young people, and their families to avoid sexual orientation
change efforts that portray homosexuality as a mental illness or
developmental disorder and to seek psychotherapy, social support, and
educational services that provide accurate information on sexual
orientation and sexuality, increase family and school support, and
reduce rejection of sexual minority youth.”
(d) The American Psychiatric Association published a position statement in March of 2000 in which it stated:
“Psychotherapeutic
modalities to convert or ‘repair’ homosexuality are based on
developmental theories whose scientific validity is questionable.
Furthermore, anecdotal reports of
‘cures’ are counterbalanced by anecdotal claims of psychological
harm. In the last four decades, ‘reparative’ therapists have not
produced any rigorous scientific research to substantiate their claims
of cure. Until there is such research available, [the American
Psychiatric Association] recommends that ethical practitioners refrain
from attempts to change individuals’ sexual orientation, keeping in mind
the medical dictum to first, do no harm.
The
potential risks of reparative therapy are great, including depression,
anxiety and
self-destructive behavior, since therapist alignment with societal
prejudices against homosexuality may reinforce self-hatred already
experienced by the patient. Many patients who have undergone reparative
therapy relate that they were inaccurately told that homosexuals are
lonely, unhappy individuals who never achieve acceptance or
satisfaction. The possibility that the person might achieve happiness
and satisfying interpersonal relationships as a gay man or lesbian is
not presented, nor are alternative approaches to dealing with the
effects of societal stigmatization discussed.
Therefore,
the American Psychiatric Association opposes any psychiatric
treatment such as reparative or conversion therapy which is based upon
the assumption that homosexuality per se is a mental disorder or based
upon the a priori assumption that a patient should change his/her sexual
homosexual orientation.”
(e) The
American School Counselor Association’s position statement on
professional school counselors and lesbian, gay, bisexual,
transgendered, and questioning (LGBTQ) youth states: “It is not the role
of the professional school counselor to attempt to change a student’s
sexual orientation/gender identity but instead to provide support to
LGBTQ students to promote student achievement and personal well-being.
Recognizing that sexual orientation is not an illness and does not
require treatment, professional school counselors may provide
individual student planning or responsive services to LGBTQ students
to promote self-acceptance, deal with social acceptance, understand
issues related to coming out, including issues that families may face
when a student goes through this process and identify appropriate
community resources.”
(f) The
American Academy of Pediatrics in 1993 published an
article in its journal, Pediatrics, stating: “Therapy directed at
specifically changing sexual orientation is contraindicated, since it
can provoke guilt and anxiety while having little or no potential for
achieving changes in orientation.”
(g) The
American Medical Association Council on Scientific Affairs prepared a
report in 1994 in which it stated: “Aversion therapy (a behavioral or
medical intervention which pairs unwanted behavior, in this case,
homosexual behavior, with unpleasant sensations or aversive
consequences) is no longer recommended for gay men and lesbians. Through
psychotherapy, gay men and lesbians can become comfortable with their
sexual orientation and understand the societal response to it.”
(h) The
National Association of Social Workers prepared a 1997 policy
statement in which it stated: “Social stigmatization of lesbian, gay
and bisexual people is widespread and is a primary motivating factor in
leading some people to seek sexual orientation changes. Sexual
orientation conversion therapies assume that homosexual orientation is
both pathological and freely chosen. No data demonstrates that
reparative or conversion therapies are effective, and, in fact, they may
be harmful.”
(i) The American
Counseling Association Governing Council issued a position statement in
April of 1999, and in it the council states: “We oppose ‘the promotion
of “reparative therapy” as a “cure” for individuals who are
homosexual.’”
(j) The American
Psychoanalytic Association issued a position statement in June 2012 on
attempts to change sexual
orientation, gender, identity, or gender expression, and in it the
association states: “As with any societal prejudice, bias against
individuals based on actual or perceived sexual orientation, gender
identity or gender expression negatively affects mental health,
contributing to an enduring sense of stigma and pervasive self-criticism
through the internalization of such prejudice.
Psychoanalytic
technique does not encompass purposeful attempts to ‘convert,’
‘repair,’ change or shift an individual’s sexual orientation, gender
identity or gender expression. Such directed efforts are against
fundamental principles of psychoanalytic treatment and often result in
substantial psychological pain by reinforcing damaging internalized
attitudes.”
(k) The American Academy
of Child and Adolescent Psychiatry in 2012 published an article in its
journal, Journal of the American Academy of Child and Adolescent
Psychiatry, stating: “Clinicians should be aware that there is no
evidence that
sexual orientation can be altered through therapy, and that attempts
to do so may be harmful. There is no empirical evidence adult
homosexuality can be prevented if gender nonconforming children are
influenced to be more gender conforming. Indeed, there is no medically
valid basis for attempting to prevent homosexuality, which is not an
illness. On the contrary, such efforts may encourage family rejection
and undermine self-esteem, connectedness and caring, important
protective factors against suicidal ideation and attempts. Given that
there is no evidence that efforts to alter sexual orientation are
effective, beneficial or necessary, and the possibility that they carry
the risk of significant harm, such interventions are contraindicated.”
(l) The
Pan American Health Organization, a regional office of the World Health
Organization, issued a statement in May of 2012 and in it the
organization states: “These supposed conversion therapies constitute a
violation of the ethical principles of health care and violate human
rights that are protected by international and regional agreements.” The
organization also noted that reparative therapies “lack medical
justification and represent a serious threat to the health and
well-being of affected people.”
(m) Minors
who experience family rejection based on their sexual orientation
face especially serious health risks. In one study, lesbian, gay,
and bisexual young adults who reported higher levels of family rejection
during adolescence were 8.4 times more likely to report having
attempted suicide, 5.9 times more likely to report high levels of
depression, 3.4 times more likely to use illegal drugs, and 3.4 times
more likely to report having engaged in unprotected sexual intercourse
compared with peers from families that reported no or low levels of
family rejection. This is documented by Caitlin Ryan et al. in their
article entitled Family Rejection as a Predictor of Negative Health
Outcomes in White and Latino Lesbian, Gay, and Bisexual Young Adults
(2009) 123 Pediatrics 346.
(n) California
has a compelling interest in protecting the
physical and psychological well-being of minors, including lesbian,
gay, bisexual, and transgender youth, and in protecting its minors
against exposure to serious harms caused by sexual orientation change
efforts.
(o) Nothing in this act is
intended to prevent a minor who is 12 years of age or older from
consenting to any mental health treatment or counseling services,
consistent with Section 124260 of the Health and Safety Code, other than
sexual orientation change efforts as defined in this act.
SEC. 2.
Article 15 (commencing with Section 865) is added to Chapter 1 of Division 2 of the Business and Professions Code, to read:Article 15. Sexual Orientation Change Efforts
865.
For the purposes of this article, the following terms shall have the following meanings:
(a) “Mental
health provider” means a physician and surgeon specializing in the
practice of psychiatry, a psychologist, a psychological assistant,
intern, or trainee, a licensed marriage and family therapist, a
registered marriage and family therapist, intern, or trainee, a licensed
educational
psychologist, a credentialed school psychologist, a licensed
clinical social worker, an associate clinical social worker, a licensed
professional clinical counselor, a registered clinical counselor,
intern, or trainee, or any other person designated as a mental health
professional under California law or regulation.
(b) (1) “Sexual
orientation change efforts” means any practices by mental health
providers that seek to change an individual’s sexual orientation. This
includes efforts to change behaviors or gender expressions, or to
eliminate or reduce sexual or romantic attractions or feelings toward
individuals of the same sex.
(2) “Sexual orientation change efforts” does not include psychotherapies
that: (A) provide acceptance, support, and understanding of clients or
the facilitation of clients’ coping, social support, and identity
exploration and development, including sexual orientation-neutral
interventions to prevent or address unlawful conduct or unsafe sexual
practices; and (B) do not seek to change sexual orientation.
865.1.
Under no circumstances shall a mental health provider engage in sexual orientation change efforts with a patient under 18 years of age.865.2.

have the capability and willingness to protect our interests and our allies in
the region,” according to deputy White House press secretary Josh Earnest. He
said that the U.S. military exercises with South Korea should offer “pretty
clear evidence” that the U.S. can defend its interests and those of its allies
in the region.
Sources say that sending the B-2s
was in response to the recent North Korean threats to send a message – a
message which Russia and China called a “provocative act.”
Russia and China have asked the
U.S. to continue talking to North Korea and not to take military action against
North Korea.
In response to North Korea’s
initial bellicose rhetoric, Hagel ordered the deployment of additional Aegis
anti-missile systems for the U.S. West Coast. They originally were destined for
Europe. And a second anti-ballistic missile radar is to be installed in Japan.
However, the Aegis anti-missile
systems won’t be operational until 2017, although there are some systems
already deployed along the West Coast.
North Korea’s continuing threats
of a pre-emptive nuclear strike against U.S. targets suggest to U.S. officials
that its military is confident in the capability of its missiles and that its
recent nuclear testing for miniaturization of a warhead to be placed on a
missile similarly was successful.
These officials are looking at
the prospect that upon launch of the missile and a potential nuclear payload,
it would take a polar path, clearly out of range of U.S. Aegis anti-missile
systems.
The fact that U.S.military
officials are expressing quiet but increasing concern that North Korea could
launch an EMP attack has raised alarms over the preservation of the U.S.
national grid and such critical infrastructures as communications, energy, food
and water delivery and space systems.
This concern recently has been
reinforced by a little-publicized study by the U.S. Army War College that said
a nuclear detonation at altitude above a U.S. city could wipe out the
electrical grid for hundreds, possibly thousands of miles around.
The impact would be catastrophic.
“Preparing for months without a
commercial source of clean water (city water pressure is often dependent on
electric pumping to storage towers) and stoppage of sewage treatment facilities
will require net methods of survival particularly in populated areas,” the
military study said.
The May 2011 study, titled, “In
the Dark: Military Planning for a Catastrophic Critical Infrastructure Event,”
concluded that there is “very little” in the way of backup capability to the
electric grid upon which the communications infrastructure is vitally
dependent.
Analysts say that it is apparent
that Kim has ignored any advice from its closest friend, China, to stop any
further missile or nuclear testing suggesting, as one official described Kim,
as a “loose cannon.”
Kim also has been defiant of any
United Nations Security Council resolutions similarly condemning the recent
missile and nuclear tests. China had joined in approving those resolutions.
“The time has come to settle
accounts with the U.S.,” the KCNA agency declared.
“The Obama administration is
either clueless or deceiving the American people with false assurances that
North Korea’s recent threats to destroy the United States are merely ‘empty
rhetoric’ because they allegedly ‘lack the capability,’” one former U.S.
official told WND.
Some regional analysts, however,
believe that Kim is seeking to leverage the U.S. for further concessions while
attempting to win favor with his own military to show how tough he can be.
These analysts say that until now
Kim has not had the support from the military that his father, Kim Jong-Il,
had.
His war-like tone may be
indicative of attempts to solidify military support within his country.
At the moment, experts are
looking at efforts for preparations at known long-range missile launch sites.
Those signs may be appearing.
“North Korea’s launch sites to
fire off mid- and long-range missiles have recently shown increased movement of
vehicles and forces,” according to one South Korean official who described the
activity at the sites as “brisk.”
“We are closely watching
possibilities of missile launches,” the official said.
In this connection, officials
have seen several vehicles moving to the Tongchang-ri missile site on the
western coast, in what appeared to them to be preparations for testing its
long-range missiles.
Some observers, however, believe
the latest threats of a pre-emptive nuclear strike against the U.S. remain for
now just domestic posturing and efforts to establish military credentials on
Kim’s part to show that he is more forceful than his father.
In other efforts to determine
warnings and indications of an attack, analysts are looking for major troop
movements, although none has been detected to date.
Late last week, a North Korean
Mig-21 fighter jet flew near South Korea’s front line airspace, known as the
Tactical Action Line,but returned to base, according to a South Korean military
official. In response, the South Koreans scrambled a KF-16 fighter.
The TAL is the point between 20
and 50 kilometers north of South Korean airspace that will prompt the South
Korea to scramble its fighter jets.

between North and South Korea remain open, for now.

the region,” according to deputy White House press secretary Josh Earnest. He
said that the U.S. military exercises with South Korea should offer “pretty
clear evidence” that the U.S. can defend its interests and those of its allies
in the region.
Sources say that sending the B-2s
was in response to the recent North Korean threats to send a message – a
message which Russia and China called a “provocative act.”
Russia and China have asked the
U.S. to continue talking to North Korea and not to take military action against
North Korea.
In response to North Korea’s
initial bellicose rhetoric, Hagel ordered the deployment of additional Aegis
anti-missile systems for the U.S. West Coast. They originally were destined for
Europe. And a second anti-ballistic missile radar is to be installed in Japan.
However, the Aegis anti-missile
systems won’t be operational until 2017, although there are some systems
already deployed along the West Coast.
North Korea’s continuing threats
of a pre-emptive nuclear strike against U.S. targets suggest to U.S. officials
that its military is confident in the capability of its missiles and that its
recent nuclear testing for miniaturization of a warhead to be placed on a
missile similarly was successful.
These officials are looking at
the prospect that upon launch of the missile and a potential nuclear payload,
it would take a polar path, clearly out of range of U.S. Aegis anti-missile
systems.
The fact that U.S.military
officials are expressing quiet but increasing concern that North Korea could
launch an EMP attack has raised alarms over the preservation of the U.S.
national grid and such critical infrastructures as communications, energy, food
and water delivery and space systems.
This concern recently has been
reinforced by a little-publicized study by the U.S. Army War College that said
a nuclear detonation at altitude above a U.S. city could wipe out the
electrical grid for hundreds, possibly thousands of miles around.
The impact would be catastrophic.
“Preparing for months without a
commercial source of clean water (city water pressure is often dependent on
electric pumping to storage towers) and stoppage of sewage treatment facilities
will require net methods of survival particularly in populated areas,” the
military study said.
The May 2011 study, titled, “In
the Dark: Military Planning for a Catastrophic Critical Infrastructure Event,”
concluded that there is “very little” in the way of backup capability to the
electric grid upon which the communications infrastructure is vitally
dependent.
Analysts say that it is apparent
that Kim has ignored any advice from its closest friend, China, to stop any
further missile or nuclear testing suggesting, as one official described Kim,
as a “loose cannon.”
Kim also has been defiant of any
United Nations Security Council resolutions similarly condemning the recent
missile and nuclear tests. China had joined in approving those resolutions.
“The time has come to settle
accounts with the U.S.,” the KCNA agency declared.
“The Obama administration is
either clueless or deceiving the American people with false assurances that
North Korea’s recent threats to destroy the United States are merely ‘empty
rhetoric’ because they allegedly ‘lack the capability,’” one former U.S.
official told WND.
Some regional analysts, however,
believe that Kim is seeking to leverage the U.S. for further concessions while
attempting to win favor with his own military to show how tough he can be.
These analysts say that until now
Kim has not had the support from the military that his father, Kim Jong-Il,
had.
His war-like tone may be
indicative of attempts to solidify military support within his country.
At the moment, experts are
looking at efforts for preparations at known long-range missile launch sites.
Those signs may be appearing.
“North Korea’s launch sites to
fire off mid- and long-range missiles have recently shown increased movement of
vehicles and forces,” according to one South Korean official who described the
activity at the sites as “brisk.”
“We are closely watching
possibilities of missile launches,” the official said.
In this connection, officials
have seen several vehicles moving to the Tongchang-ri missile site on the
western coast, in what appeared to them to be preparations for testing its
long-range missiles.
Some observers, however, believe
the latest threats of a pre-emptive nuclear strike against the U.S. remain for
now just domestic posturing and efforts to establish military credentials on
Kim’s part to show that he is more forceful than his father.
In other efforts to determine
warnings and indications of an attack, analysts are looking for major troop
movements, although none has been detected to date.
Late last week, a North Korean
Mig-21 fighter jet flew near South Korea’s front line airspace, known as the
Tactical Action Line,but returned to base, according to a South Korean military
official. In response, the South Koreans scrambled a KF-16 fighter.
The TAL is the point between 20
and 50 kilometers north of South Korean airspace that will prompt the South
Korea to scramble its fighter jets.
In addition, border crossings
between North and South Korea remain open, for now.
