According to Politico, however, Rep. Tom Marino told FOX News that he has not apologized, and has no plans to apologize to her.
Of course, this begs the question: is Pelosi lying, or is she simply confused?

WASHINGTON — President Barack Obama signed a bill granting an additional $225 million in funding for Israel’s Iron Dome missile defense system.

The defense system has been highly effective in the current round of violence between Israel and Hamas, intercepting hundreds of rockets headed toward major population centers in Israel. Israeli officials say it has a success rate as high as 90 percent.
The US has provided hundreds of millions of dollars for Iron Dome in the past. The new package is intended to replenish Israel’s capabilities.
Congress approved the money last week before lawmakers left for their annual summer break. Obama signed the bill late Monday in the Oval Office with a handful of photographers present.
During a marathon session devoted largely to passing immigration legislation, the House of Representatives had voted late Friday night by a landslide majority to provide the funding.
“Israel is our friend and Israel’s enemies are our enemies,” House Speaker John Boeher tweeted shortly after the measure passed its final legislative hurdle by a vote of 395-8. Four Republicans and four Democrats voted against the funding, and an additional 29 did not vote.
No debate was held on the bill, which had passed the Senate earlier Friday with unanimous consent.

Israel requested the additional $225 million for the partially US-funded project, which is credited with saving dozens, possibly hundreds, of lives. The Iron Dome has intercepted hundreds of rockets during Operation Protective Edge, but is notable for its high operating costs which have heretofore largely been covered by the US.
After Israel requested more aid for the missile defense system, the Department of Defense approved the request.
Rep. Lois Frankel (D-FL) said shortly after the resolution’s passage that the additional funding “is crucial to the defense of Israeli citizens from Hamas terrorism” as well as “a testament to the United States’ long standing and deep friendship with Israel.”
Iron Dome intercepts over the course of Operation Protective Edge have likely cost Israel tens of millions of dollars.
For much of the past week, it seemed as though the additional funding would be tied up in partisan bickering, but on Friday, senators agreed to support a standalone bill that did not tie the funding to other budgetary allocations.
A number of organizations which had pushed Congress to approve the additional funding before it left for a month-long recess greeted the bill’s passage with enthusiasm.
The American Jewish Committee expressed “heartfelt appreciation to the United States Congress for approving additional funding for Israel’s Iron Dome missile defense system.”
“Iron Dome has been a genuine life-saver for Israelis enduring round-the- clock barrages of Hamas rockets and missiles from Gaza,” said AJC Executive Director David Harris in a statement late Friday evening. “Thankfully, Congress, in the spirit of its long support for the U.S.-Israel relationship, recognizes the essence of the ruthless Hamas threat to Israelis of all ages. And Israel’s experience with this system will also no doubt prove invaluable to the U.S. and other democratic countries that may face the threat of violence from both state and non-state actors.”
Shortly after the resolution’s passage, AIPAC circulated an email to supporters suggesting that they launch a letter writing campaign to thank members of Congress individually for their support of Iron Dome.

But the guest list still included several other African leaders with only slightly better human rights records.
The White House promoted the summit as the largest-ever gathering of African leaders in the United States, with more than 50 countries represented.
The red carpet was rolled out for Equatorial Guinea's Teodoro Obiang Nguema Mbasogo, who shot or jailed virtually all his political opponents, Gambia’s Yahya Jammeh, who threatened to ‘cut off the head’ of any homosexuals in the country and for Cameroon’s Paul Biya, who has the dubious honor of ranking 19th on author David Wallechinsky's 2006 list of the world's 20 worst living dictators.
Many of the leaders were later photographed in the White House, posing for individual portraits with Obama and the First Lady.
The President's opening speech avoided the prickly issues of homophobia and torture and instead sought out similarities between the two continents.
He opened with: ‘I stand before you as the president of the United States, a proud American. I also stand before you as the son of a man from Africa’.
Before going on to say: ‘Our faith traditions remind us of the inherent dignity of every human being and that our work as nations must be rooted in empathy and compassion for each other, as brothers and as sisters.’

A remarkable document published July 31 on US military planning calls for the Pentagon to prepare to wage as many as half a dozen wars at the same time, including wars in which the antagonist possesses nuclear weapons.
The document, titled “Ensuring a Strong Defense for the Future,” was drafted by the National Defense Panel, a group of former top civilian and military officials, commissioned by Congress to provide a critical review of the official Pentagon planning document released early this year, the 2014 Quadrennial Defense Review.
The National Defense Panel is co-chaired by William Perry, defense secretary in the Clinton administration, and General John Abizaid, former head of the US Central command. Its members include four other retired generals, as well as Michele Flournoy, former deputy defense secretary under Obama, and Eric Edelman, a leading neo-conservative and defense undersecretary in the George W. Bush administration.
The group is thus bipartisan, representing the entire spectrum of the security establishment in official Washington. Its report was issued under the auspices of a federally funded agency devoted to the study of war, whose name, with impeccable Orwellian logic, is the US Institute of Peace.
The document warns of the dangers facing the United States, listing in first place the growing power of China and Russia, followed by North Korea, Iran, Iraq, Syria, the Middle East as a whole, then Africa. China and Russia have thus been moved to the top of the list of potential targets for US military action, ahead of the three countries singled out by George W. Bush in his notorious “Axis of Evil” speech in 2002.
The document notes that for the past two decades, since the collapse of the Soviet Union in 1991, US defense doctrine has called for being able to wage two major wars at the same time. It then calls for a radical change in this doctrine:
“Given the worsening threat environment, we believe a more expansive force sizing construct—one that is different from the two-war construct, but no less strong—is appropriate.”
Later this is spelled out in more detail:
“We believe … a global war-fighting capability to be the sine qua non of a superpower and thus essential to the credibility of America’s overall national security strategy. In the current threat environment, the United States could plausibly be called upon to deter or fight in several regions in overlapping time frames: on the Korean peninsula, in the East or South China Sea, in the Middle East, South Asia, and quite possibly in Europe. The United States also faces the prospect of having to face nuclear-armed adversaries. Additionally, the spread of al Qaeda and its spin offs to new areas in Africa and the Middle East means that the U.S. military must be able to sustain global counterterrorism operations and defend the American homeland even when engaged in regional conflict overseas.” [emphasis added]
This list suggests that the United States be prepared to fight five or six major wars simultaneously. This is nothing less than the demand that US imperialism begin preparing to wage a world war, which would threaten the extinction of humanity.
The elevation of China and Russia as likely targets of US military action has the most ominous implications, since these two countries have the second and third-largest nuclear arsenals on the planet, following that of the United States itself.
The report backs the Obama administration’s posture of “rebalancing” US military forces to confront China, describing this strategic initiative as an effort to reassert “the primacy of the Asia-Pacific region among US security interests.”
As for the likelihood of such a war breaking out, it should be pointed out that the National Defense Panel discusses the possible triggers for a major conflagration, especially in the Far East. The language may be jargon-filled, but the perspective is nonetheless chilling:
“The proliferation of unmanned and increasingly autonomous systems in the Asia-Pacific as well as the Middle East, for example, will have a detrimental impact on the ability to maintain stability during a crisis, or to manage escalation if conflict erupts. These systems, combined with the proliferation of offensive and defense cyberspace and counter-space capabilities, will greatly affect the relationship between offensive and defensive military capability in key regions, increasing the risk that a crisis erupts rapidly into conflict before policymakers and military commanders have adequate time to react.”
To put it plainly, a major war can erupt through the interaction of drone weapons and automated response systems on both sides, even without any human intervention.
The report does not openly question the all-volunteer military force, but it focuses on its rising cost, and calls for “sensible and cost-effective pay and benefits reforms” to make it more affordable. The logic of the combined pressures of rising costs and expanded military deployments is inexorable, however: it means, sooner rather than later, that the US ruling class must move towards some form of conscription, even beyond the current economic draft in which poorer sections of the working class are disproportionately enrolled in the “volunteer” military.
The defense report expresses concern that the financial constraints on American imperialism, and in particular such self-imposed limitations as the “sequester” of selected military spending imposed under the Budget Control Act of 2011, cut across the Pentagon’s war preparations.
The authors repeatedly complain of the limitation on US military spending because of the burden of domestic social programs, pointing to “the large and growing gap between the amount collected to support entitlement programs, principally Social Security and major health programs, and the amount being spent on those programs.”
They declare, “America must get her fiscal house in order while simultaneously funding robust military spending. Aggressive health care cost containment should certainly be pursued both within the Department [i.e., for the soldiers and their families] and more broadly across all government programs.”
To reiterate again: this is a bipartisan report. Democrats as well as Republicans, liberals and conservatives, endorsed its demand that the social programs upon which working people depend should be slashed to ensure that trillions are available for the insatiable maw of the American military machine.
This bipartisan character of this document testifies to the unity of all sections of the American ruling class on the use of unprecedented violence to safeguard its wealth and its domination of vast sections of the globe. It confirms that the struggle against imperialist war can only be waged by the working class breaking free of the existing political system in the United States, and building an independent mass political movement based on a revolutionary socialist and internationalist program.

WASHINGTON -- Bonus pay is being cut for most Marines reporting to special duty assignments.
The rate cuts will affect a wide range of Marines, including recruiters, drill instructors, combat instructors and embassy security guards, according to a Marine Corps news release announcing the changes.
The Special Duty Assignment Pay reductions will go into effect Oct. 1. However, troops who began their assignments before that date will not see their SDAP slashed as long as they remain in their positions.
SDAP provides enlisted servicemembers with extra compensation for taking on duties that are "extremely difficult or carry an unusual degree of responsibility," according to the Defense Department. The money is intended to attract high-quality troops to fill key billets.
SDAP currently ranges from $75 to $450 per month, according to the following pay scale:
  • Level 1: $75
  • Level 2: $150
  • Level 3: $225
  • Level 4: $300
  • Level 5: $375
  • Level 6: $450
Although not tied to specific jobs, the level of bonus pay will increase for "extremely demanding duties or duties demanding an unusual degree of responsibility," according to the Marine Corps.
Marines subject to the pay cuts will be placed at lower SDAP levels than their predecessors. However, some service members impacted by the reductions will later be bumped up one SDAP tier after serving 12 months in their new billets, depending on their assignment. Despite the general decline in funding, every billet that currently offers SDAP will continue to do so at some level, according to the Marine Corps.
The SDAP drops come at a time when the Pentagon is facing large, congressionally mandated budget cuts in the coming years.
"As the Department of Defense and Marine Corps move into a more resource-constrained environment, we must fully evaluate each of our programs by weighing total costs and benefits of the current programs," 1st Lt. John Krahling said in the press release.
The Marine Corps estimates the the SDAP changes will save $35 million over five years.
This isn't the first time this year that troops have lost bonus money. In June, DoD decertified many areas of the world where service members previously qualified for Imminent Danger Pay.

Background: Three Years of Progress in the War on Terror

Protecting Our Homeland
  • Almost three years have passed since the last attack on American soil, but the danger is still clear. As President Bush reminded the Nation in his State of the Union address, “[I]t is tempting to believe that the danger is behind us. That hope is understandable, comforting – and false.” President Bush has made winning the War on Terror and securing our homeland a top priority.
  • Creating the Department of Homeland Security (DHS): The President has led the most extensive reorganization of the Federal government in 50 years by creating DHS. DHS brought together 22 entities and over 180,000 employees with critical homeland security missions and provided the Nation with a single Federal department with the primary mission to protect the homeland against terrorist threats.
  • FBI Reform: The President transformed the FBI into an agency focused on preventing terrorist attacks through intelligence collection and other key efforts, while improving its ability to perform its traditional role as a world-class law enforcement agency.
  • Homeland Security Funding: Since 2001, the President has:
    • Proposed a near tripling of FY 2001 funding for homeland security. The FY 2005 budget will increase homeland security funding by 9.7% over FY 2004 – not counting homeland security funding in the Department of Defense and Project BioShield.
    • Strengthened counterterrorism efforts through the Department of Justice, proposing a 19% increase in homeland security funding over FY 2004 to $2.6 billion. The FY 2005 budget also brings overall FBI funding to $5.1 billion, a $1.9 billion (60%) increase over the FY 2001 level.
    • Allocated more than $13 billion to help state and local governments prepare for terrorism. President Bush has sought and secured historic and massive increases in funding for first responder terrorism and public health preparedness since September 11, 2001. The President feels strongly that these funds should be spent on training and equipping first responders for terrorism preparedness and response, which is one of our nation’s top homeland security priorities.
  • Transportation Security: The Administration instituted a multi-layered strategy to enhance aviation security, from the curb to the cockpit. The Transportation Security Administration (TSA) screens 100% of commercial air passengers and checked bags; TSA has trained and authorized hundreds of pilots to carry firearms in the cockpit, directed the hardening of cockpit doors on 6,000 commercial aircraft and stationed explosives detection canine teams at each of the Nation’s largest airports; and Federal Air Marshals ride aboard tens of thousands of flights each month.
  • Border Security:
    • Three years ago, there were inspectors from three different Federal agencies at our ports of entry. Today, through DHS, the Bureau of Customs and Border Protection (CBP) consolidates all port inspection activities into a single workforce to create "one face at the border." The Border Patrol is also part of CBP, creating synergy between inspectors at the ports and those patrolling between them. More than 18,000 CBP Officers, 1,400 CBP Agriculture Specialists, and 11,000 Border Patrol Agents guard our Nation’s borders.
    • The US-VISIT entry-exit system uses cutting-edge biometric technology to help ensure that our borders remain open to legitimate travelers but closed to terrorists. US-VISIT was launched at 115 airports and 14 seaports across the country and is expanding to all land ports of entry. This program has been very successful, processing more than 6.2 million travelers since January and over 850 individuals have been matched who are the subjects of a look out.
  • Port and Cargo Security:
    • The President has significantly increased funding for the Coast Guard, including dramatic increases for port security and acquisition of new resources. The Coast Guard is creating thirteen 100-person Maritime Safety and Security Teams, to provide point defense for critical infrastructure and high value shipping; employed armed helicopters to provide waterside security; and reviewed thousands of new vessel, facility, and port security plans. Funding for Coast Guard port security efforts has increased over 500% from the beginning of this Administration through 2004. The Coast Guard’s Deepwater fleet modernization project has received a total of $1.5 billion over the last three years, and the President has requested $678 million in his FY 2005 budget.
    • DHS has strengthened measures to protect the Nation from smuggled radioactive materials and nuclear devices, by equipping CBP inspectors, Coast Guard boarding personnel, and Border Patrol agents with portable radiation detectors and installing radiation detection portals at sea, land, rail, and air ports of entry, including mail processing facilities. The first radiation portals were installed in March 2003.
    • DHS established the National Targeting Center (NTC), which uses computer-assisted analytical protocols to determine which cargo and passengers destined for the United States present the greatest threat, focusing examinations and inspections on them. The NTC screens data on 100% of inbound seaborne shipping containers (nine million per year) to identify those posing a “high risk;” CBP personnel conduct examinations of 100% of high-risk containers.
    • DHS established the Container Security Initiative (CSI), deploying CBP officials to 17 major international seaports to pre-screen shipping containers for illicit or dangerous materials before they are loaded on vessels bound for the United States. CSI includes the ports that ship roughly two-thirds of inbound containers to the United States. Additional ports are being added over the next two years.
  • Biodefense: Keeping Americans safe from the threat of bioterrorism has been a priority since the outset of the Administration. Since 2001, over $10 billion has been invested across all aspects of biodefense. In addition to BioShield, the President has pursued aggressively a broad range of efforts to confront the biological weapons threat.
    • Approved “Biodefense for the 21st Century” – the first-ever national strategy against bio threats – that provides a roadmap for development of comprehensive U.S. biodefense capabilities.
    • Expanded international efforts to secure and keep dangerous biological materials out of the hands of terrorists.
    • Deployed early warning environmental sampling systems – the BioWatch program -- making it possible to detect biological weapons attacks against major cities. To date, the BioWatch program has analyzed more than half a million samples.
    • Increased biodefense medical research and development within the Department of Health and Human Services to more than $1.5 billion per year since 2003, thirty times the investment in 2001.
    • Expanded the Strategic National Stockpile of medicines for treating victims of terror attacks, ensuring that “push packages” can be anywhere in the United States within 12 hours.
    • Stockpiled enough smallpox vaccine for every American and vaccinated nearly 500,000 members of the armed services.
    • Trained hundreds of thousands of first responders to recognize and respond to the effects of WMD.
    • Created the National Biodefense Analysis and Countermeasure Center to systematically apply, for the first time, cutting-edge science to the study of classified intelligence about foreign weapons programs and develop first-class forensics in support of law enforcement investigations of biological crimes.
  • Protection of Critical Infrastructure: Since its inception, DHS has visited several of the top chemical sites of concern nationwide and identified measures to improve their security. The Administration continues to work with Congress and the private sector to develop security standards for all chemical facilities.
  • Intelligence and Coordination: Since 2001, the President has improved intelligence collection, analysis, and sharing to obtain the best picture of the terrorist threat to the Nation.
    • The President established the Terrorist Threat Integration Center, integrating and analyzing terrorism threat-related information collected domestically and abroad, ensuring that intelligence and law enforcement entities are working together. Elements of the Central Intelligence Agency, Department of Defense (DoD), Department of Justice, DHS, and FBI work to close the “seams” in our intelligence analysis.
    • The Terrorist Screening Center was established to consolidate terrorist watchlists and provide 24/7 operational support for Federal and other government law enforcement personnel across the country and around the world. The Center ensures that government investigators, screeners, and agents are working off the same unified, comprehensive set of anti-terrorist information – and that they have access to information and expertise that will allow them to act quickly when a suspected terrorist is screened or stopped.
    • DHS launched the Homeland Security Information Network (HSIN), a real-time collaboration system to report incidents, crimes, and potential terrorist acts to one another and the DHS Homeland Security Operations Center. The HSIN is now linked to all 50 states and more than 50 major urban areas.
    • DoD created U.S. Northern Command, to provide for integrated homeland defense and coordinated DoD support to Federal, state, and local civilian governments.
    • The President signed the USA PATRIOT Act, which strengthens law enforcement's abilities to prevent, investigate, and prosecute acts of terror, facilitating Federal government efforts to thwart potential terrorist activity throughout the United States. President Bush continues to call on Congress to take action to ensure that these vital law enforcement tools do not expire.

Progress in the Global War on Terror

  • Three Commitments in Our Strategy for Peace: To overcome the dangers of our time, America is also taking a new approach in the world. We are determined to challenge new threats – not ignore them and simply wait for future tragedy. Our strategy for peace has three commitments:
    • First, we are defending the peace by taking the fight to the enemy – confronting them overseas so we do not have to confront them here at home by destroying the leadership of terrorist networks in sudden raids; disrupting their planning and financing; and shrinking the space in which they can freely operate by denying them territory and the support of governments.
    • Second, we are protecting the peace by working with friends and allies and international institutions to isolate and confront terrorists and outlaw regimes. America is leading a broad coalition of nations to disrupt proliferation. We are working with the United Nations, the International Atomic Energy Agency, and other international organizations to take action to preserve our common security.
    • Third, we are extending the peace by supporting the rise of democracy – and the hope and progress that democracy brings – as the alternative to hatred and terror in the broader Middle East. In democratic and successful societies, men and women do not swear allegiance to malcontents and murderers; they turn their hearts and labor to building better lives. And democratic governments do not shelter terrorist camps, or attack their peaceful neighbors.
  • Three Years of Progress: We have followed this strategy – defending the peace, protecting the peace, and extending the peace – for nearly three years, and the results are now clear for all to see.
    • Afghanistan: Three years ago, Afghanistan was the home base of al-Qaida – a country ruled by the Taliban, one of the most backward and brutal regimes of modern history. Today, a presidential election is scheduled for this fall, the terror camps are closed and the Afghan government is helping us to hunt the Taliban and terrorists in remote regions. Today, because we acted to liberate Afghanistan, a threat has been removed, and the American people are safer.
    • Pakistan: Three years ago, Pakistan was one of the few countries in the world that recognized the Taliban regime, and al-Qaida was active and recruiting in Pakistan without serious opposition. Yet the United States was not on good terms with Pakistan’s military and civilian leaders – the very people we would need to help shut down al-Qaida operations in that part of the world. Today, the United States and Pakistan are working closely in the fight against terror, and Pakistani forces are rounding up terrorists along their nation’s western border. President Musharraf is a friend of our country, who helped us capture Khalid Sheik Mohammed, the operational planner behind the 9/11 attacks. Today, because we are working with Pakistani leaders, Pakistan is an ally in the war on terror, and the American people are safer.
    • Saudi Arabia: Three years ago, terrorists were well established in Saudi Arabia. Inside that country, fundraisers and other facilitators gave al-Qaida financial and logistical help – with little scrutiny or opposition. Today, after attacks in Riyadh and elsewhere, the Saudi government knows that al-Qaida is its enemy. Saudi Arabia is working hard to shut down the facilitators and financial supporters of terrorism, and they have captured or killed many first-tier leaders of the al-Qaida organization in Saudi Arabia – including one last month. Today, because Saudi Arabia has seen the danger and joined the war on terror, the American people are safer.
    • Iraq: Three years ago, the ruler of Iraq was a sworn enemy of America, who provided a safe haven for terrorists, had used weapons of mass destruction, and turned his nation into a prison. Saddam Hussein was a proven mass murderer who refused to account for his weapons of mass murder.
      • The Bush Administration, Members of Congress, and the United Nations Security Council looked at the intelligence on Iraq and saw a threat. The previous Administration and the Congress looked at the intelligence – and made regime change in Iraq the policy of our country.
      • In 2002, the UN Security Council yet again demanded a full accounting of Saddam Hussein’s weapons programs. As he had for over a decade, Saddam Hussein refused to comply. So we had a choice to make: either take the word of a ruthless dictator, or take action to defend America. Faced with that choice, President Bush will defend America every time.
      • We were right to go into Iraq, although we have not found stockpiles of weapons of mass destruction. We removed a declared enemy of America, who had defied the international community for 12 years, and who had the capability of producing weapons of mass murder, and could have passed that capability to terrorists bent on acquiring them. In the world after September 11th, that was a risk we could not afford to take.
      • Today, the dictator who caused decades of death and turmoil – who twice invaded his neighbors, who harbored terrorist leaders, and used chemical weapons, is finally before the bar of justice. Iraq is now becoming an example of reform to the region. Iraqi security forces are fighting beside coalition troops to defeat terrorists and foreign fighters. Today, because America and our coalition helped to end the violent regime of Saddam Hussein, and because we are helping to raise a peaceful democracy in its place, the American people are safer.
    • Libya: Three years ago, Libya, a longtime supporter of terror, was spending millions to acquire chemical and nuclear weapons. Today, thousands of Libya’s chemical munitions have been destroyed and equipment to produce nuclear materials that could ultimately have threatened the lives of hundreds of thousands is stored in Oak Ridge, Tennessee. Today, because the Libyan government saw the determination of the civilized world, and correctly judged its own interests, the American people are safer.
    • Weapons Proliferation: Three years ago, a private weapons proliferation network, operated by Pakistani nuclear scientist A. Q. Khan, was selling nuclear plans and equipment to countries like Libya, Iran, and North Korea. Today, the A. Q. Khan network has been exposed, we have ended one of the most dangerous sources of proliferation in the world, and the American people are safer.
      • Breaking this proliferation network was possible because of outstanding work by the CIA. Dedicated intelligence officers were tireless in obtaining vital information, sometimes at great personal risk. Our intelligence services do an essential job for America.
      • The Senate Intelligence Committee has identified some shortcomings in our intelligence capabilities – and the Committee’s report will help us in the work of reform. President Bush believes that intelligence reform efforts should: 1) increase the number of intelligence agents to cover the globe; 2) invest in the best, cutting-edge technology to listen and look for dangers; and 3) result in better coordination among intelligence services.
      • The President proposed the establishment of the Proliferation Security Initiative (PSI). PSI is a broad international partnership of countries which, using their own laws and resources, will coordinate their actions to interdict shipments of dangerous technologies to and from states and non-state actors of proliferation concern – at sea, in the air, and on land.
      • The President proposed and the United States led the effort to pass UN Security Council Resolution 1540 which requires states to criminalize proliferation of weapons of mass destruction and their means of delivery by non-state actors, enact and implement effective export controls, and secure proliferation sensitive materials.
    • Missile Defense: The United States will soon begin the operational deployment of an initial capability to defend against long-range ballistic missiles from rogue states such as North Korea. While this initially will be a limited capability, it will provide a basis for improvements as the threats and technologies evolve.

In the next several months, the president and members of Congress will decide whether to continue the funding and authorities associated with Project BioShield, which seeks to expand the U.S. stockpile of medical countermeasures for potential chemical, biological, radiological and nuclear (CBRN) attacks. Congress established Project BioShield in 2004 and provided it with 10 years of guaranteed funding. Two years later, it created the Biomedical Advanced Research and Development Authority (BARDA) to oversee BioShield’s advanced development and procurement efforts. To date, BioShield has developed and procured more than 50 million doses of vaccines and drugs against several CBRN threats, and its investments have provided ancillary benefits as well. Renewing Project BioShield funding and authorities would enable continued research, development and procurement of many promising treatments, which could prove critical if the United States were ever attacked with CBRN weapons.
Introduction
When President George W. Bush signed the Project BioShield Act on July 2, 2004, he declared that it would “help America purchase, develop and deploy cutting-edge defenses against catastrophic attack.” The act authorized the secretary of Health and Human Services (HHS) to conduct and support research, development and procurement activities for medical countermeasures (MCMs) “to treat, identify, or prevent harm from any biological, chemical, radiological or nuclear (CBRN) agent that may cause a public health emergency affecting national security.” It provided an advance appropriation of $5.593 billion over 10 years, from Fiscal Year (FY) 2004 to FY 2013, in order to create a guaranteed market incentive for pharmaceutical companies to produce CBRN MCMs for which there is no commercial demand.
To date, eight MCMs against anthrax, smallpox, botulinum toxin and radiological threats have been procured. Eighty other candidate MCMs are undergoing advanced development. Unless Congress acts, the authorities and funds contained in the Project BioShield Act will expire at the end of FY 2013. The legislative experiment of BioShield is now subject to evaluation and reconsideration in the House and the Senate, which have both passed versions of reauthorization legislation.
In order to help inform this decision, this policy brief examines the history of Project BioShield. It starts by highlighting the CBRN risks that motivate the U.S. government’s preparedness efforts, providing a historical context for America’s CBRN MCM efforts and highlighting congressional legislation that has complemented or facilitated Project BioShield implementation. The brief also describes the types of MCMs that HHS has invested in and purchased for the Strategic National Stockpile (SNS) and highlights other significant benefits of BioShield funding.

The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. This project will be funded in whole or in part with Federal funds from the Biomedical Advanced Research and Development Authority (BARDA), DHHS, in conjunction with the NIAID, NIH. The NIAID, Division of Microbiology and Infectious Diseases (DMID) has a requirement for the development of a prophylactic multivalent filovirus vaccine that is capable of protecting against both Ebola and Marburg viruses, utilizing platform technology such that the same basic development and manufacturing process is used to develop each component of the final multivalent vaccine. NOTE 1: This solicitation will NOT support the development of devices for the delivery of vaccines; the development of therapeutic agents and therapeutic vaccines; the development of new animal models or refinement of existing animal models; the design and conduct of Phase 3 clinical trials; nor the development of any adjuvants which are not currently used in FDA-licensed vaccines. NOTE 2: BSL-4 facilities for animal model development, animal model vaccine efficacy testing, and assay development are to be proposed by the offeror(s). However, the Government retains the right to negotiate the most effective and efficient mechanisms for providing such facilities. This solicitation seeks to fund organizations with demonstrated vaccine product development experience to advance development of a prophylactic candidate multivalent filovirus vaccine that protects against both Ebola and Marburg viruses. For the purposes of this solicitation, candidate vaccines need not have been tested in a multivalent manner nor have shown protection against all desired strains of Ebola and Marburg. Candidate vaccines eligible for support must have two characteristics: First, a candidate vaccine must utilize a platform technology such that the same basic development and manufacturing process can be used to develop each component of the final multivalent vaccine; and Second, the proposed platform technology must have been used successfully to demonstrate the efficacy of the vaccine candidate in non-human primate (NHP) Ebola and Marburg challenge models. It is sufficient for the platform technology to have demonstrated protection in a monovalent vaccination/challenge study design, that is, a monovalent Marburg vaccine tested in the Marburg NHP challenge model and a monovalent Ebola vaccine tested in the Ebola NHP challenge model. The target multivalent vaccine must contain/express antigens of SEBOV, ZEBOV, ICEBOV, RAVN, and either Ci67, Musoke, or another closely related strain of Marburg, and must provide for a relatively rapid onset of protection following no more than two doses, post-exposure prophylaxis will also be considered. Protection is defined as proof of concept efficacy (greater than 80% survival) in the NHP challenge model (i.m. route of infection with greater than or equal to 100 pfu of challenge virus). Offerors must propose a well-defined and feasible Product Development Plan for advancing the vaccine candidate by carrying out the following research and development activities as specified in the negotiated Statement of Work: 1) development and update of the Product Development Plan for a multivalent filovirus vaccine candidate, including regulatory, clinical, non-clinical, and manufacturing activities to be undertaken; 2) manufacturing and formulation process development; 3) manufacturing of pilot lot cGMP material; 4) real time and accelerated vaccine stability studies; 5) conduct of non-clinical studies, including all Investigational New Drug (IND)-enabling toxicology studies and multivalent immunogenicity interference studies; 6) development, qualification and, where necessary, validation of all assays and reagents necessary to support product development; 7) development, submission, and sponsorship of an Investigational New Drug (IND) application, including compliance with all regulatory requirements; 8) design, conduct, completion, and analysis of a Phase 1 dose-escalating clinical trial of the multivalent vaccine candidate in healthy subjects ages 18 to 40; 9) the provision of clinical and non-clinical samples from all studies to NIAID and, for clinical trials, obtaining future use consent from volunteers for their samples; and 10) the provision to NIAID of cGMP final container vaccine and all necessary supporting documentation/letters of cross-reference to allow NIAID to perform subsequent clinical trials. OPTIONS: Contracts awarded under this Broad Agency Announcement will include three Options that may be exercised at the discretion of the Government. Options 1 and 2 may be undertaken concurrently. However, Option 3 may not be undertaken until successful completion of the tasks described in Option 1 as determined by the Government. Option 1 provides for performance of all activities associated with the transfer and scale-up from pilot scale to large-scale cGMP manufacturing and release of 200,000 doses minimum target scale of the candidate vaccine for use in further clinical trials. Option 2 provides for the conduct of studies to develop a lyophilized final container formulation to improve vaccine shelf-life and stability. Option 3 provides for the design, conduct, completion, and analysis of a Phase 2 clinical trial to evaluate further the safety and immunogenicity of the candidate multivalent vaccine. It is anticipated that multiple cost-reimbursement, completion type contracts will be awarded. Funding will be consistent with the nature and complexity of the proposed research. It is anticipated that the period of performance for the BASE period will be five years beginning on or about September 20, 2008, with Options to be exercised at the Government?s discretion for a maximum period of performance of 9 years. It is anticipated that each OPTION will cover a period of two years. Options 1 and 2 may be undertaken concurrently. However, Option 3 may not be undertaken until successful completion of Option 1, as determined by the Government. It is estimated that the provision of total FTEs will be as follows: Base Period: 13.85 total FTEs for a 5-year period; Option 1: 3.75 total FTEs for a 2-year period; Option 2: 4.65 total FTEs for a 2-year period; and Option 3: 9.1 total FTEs for a 2-year period. Any responsible offeror may submit a proposal which will be considered by the Agency.
