On his AFA radio show Thursday afternoon, Bryan Fischer theorized that the White House digitally inserted President Obama into the iconic situation room photograph from the night of the 2011 raid on Osama bin Laden‘s compound.
As the evangelical host sees it, Obama initially did not want to be in the room in case the raid went poorly. But when it was successful, Fischer posited, the president had himself photoshopped into the image to look “on-point” and like he had “just left the golf course” to tend to the momentous raid.
“If you go look at that picture, I believe the odds are good that he was photoshopped,” the radio host said. “Look at the size of his head compared to the size of the head of everyone else standing in the room. Even people standing in the back of the room; their heads are bigger than his head.”

New Trust Fund Facility Adds Momentum to Arms Trade Treaty



NEW YORK, 7 June (Office for Disarmament Affairs) ‑ In this week, which saw the opening for signature of the Arms Trade Treaty, the United Nations Office for Disarmament Affairs launched the multi-donor United Nations Trust Facility Supporting Cooperation on Arms Regulation (UNSCAR).  The Facility will work closely with complementary international assistance initiatives to ensure better coordination, coherence and information sharing.

The Facility is a flexible, results-focused facility to support all aspects of the Arms Trade Treaty’s implementation, including small arms and ammunition controls.  Aside from at the Treaty’s implementation needs, the Facility will also support projects focused on implementation of the United Nations Programme of Action to combat the illicit trade in small arms and light weapons, as determined by the yearly priorities set by the Facility.

Lastly, there is provision for the Facility to fund rapid-response activities, both in conflict prevention and immediate post-conflict situations specifically related to the Arms Trade Treaty and the Programme of Action’s implementation.  In this way, the Facility will assist countries around the world to prevent armed conflict and violence.

The Facility will set annual priority areas for grant-making.  The priority for 2014 will be supporting early ratification of the Treaty by as many countries as possible.  This will include measures such as legal or legislative assistance, institutional capacity-building and technical assistance.  The following organizations are eligible to submit proposals for funding to the Facility:  relevant United Nations agencies; international organizations, in particular regional organizations; non-governmental organizations; and research institutes, including universities.

To date, partners of the Facility include Australia, Germany, Denmark, Spain, the Netherlands and the United Nations Office for Disarmament Affairs.  Interested States are invited to join.

Applications for funding from the Facility will be welcome from 1 September to 31 October 2013.   Application forms, required documentation and further information will soon be accessible at www.un.org/disarmament.

United Nations document shared on social media says civilian gun confiscation is in the works for United States

A reader recently sent us a realistic-looking document from the United Nations with a pretty explosive claim -- that the world body is moving forward with plans to help member nations disarm their civilian populations of "military grade," "concealable" and "hunting grade" firearms, and even "ammunition and components to manufacture ammunition."
Americans who support the right to bear arms have long expressed worry that the U.S. government is on the verge of taking away lawful citizens’ guns, and that concern has only increased when a U.N. body is believed to play a supporting role.
The document sent to us by the reader would seem to be (pardon the expression) a smoking gun.
Superficially, the document has the trappings of officialdom -- a blue U.N. logo at the top, along with the name of the United Nations Office for Disarmament Affairs, a real office. It’s dated Aug. 5, 2013, and labeled "restricted." The headline reads, "Disarmament Commission -- Civilian Weapons Confiscation Study Group." And it’s filled with believable bureaucratic jargon, such as creation of a "codification framework" and the need to undergo a "full review by the Office of the Secretary General."
Here’s the full text:
"The issue of military grade weaponry in the hands of civilians looms ever larger in the face of the global implementation of 22/Agenda 21 by member nations. In particular, the United States of America has an estimated 500 million weapons in the hands of its civilian population. This is not just a static problem, it is a massive dynamic problem for the process of confiscation as there will be those who refuse to surrender their firearms.
"The conclusion of discussions by the CWCSG led to the adoption of a proposed agenda to begin the process for introducing to member nations a framework by which they can begin codification of national laws to disarm civilians within their borders through a graduated process.
"Within the discussion framework, we have identified several problem areas that must be addressed, they are:
"1. Classification of military grade weapons to be made illegal for possession.
"2. Creation of programs to provide reasonable compensation for voluntary surrender of said arms.
"3. Codification of laws to begin the restricting and strict licensing of concealable firearms.
"4. Codification of laws to begin the restricting and strict licensing of hunting grade firearms.
"5. Codification of laws to restrict the sale of, and possession of ammunition and components to manufacture ammunition.
"6. Finally, codification of laws to completely makes (sic) any and all firearms illegal to own, possess or use outside of military and law enforcement usage.
"7. Creation of a United Nations Police Taskforce with the specific mission of assisting member nations with the collection of weaponry from civilian hands.
"The CWCSG will submit its findings and final recommendations once we have created the codification framework for member nations for a full review by the Office of the Secretary General."
The document is persuasive enough to have been picked up by pro-gun advocates on a few message boards and Facebook pages. But is it real?
When we checked with the United Nations, a spokesman declared it a fake.
"I checked the document number on our internal document system, and the reply I got back now was simply, ‘There is no document matching your request,’ said Farhan Haq, associate spokesperson for the Secretary-General. "The document number (A/CN.11/L.72) doesn't conform to our standard system, in any case."
In addition, Haq said, "there is no such body as a ‘Civilian Weapons Confiscation Study Group.’ Nor does the United Nations involve itself in confiscating weapons from member states."
Finally, Haq said, "the use of blue ink, some of the type font and the scanner icon in the bottom right-hand corner are not found in real U.N. documents. So, in several different ways, this document is fake."
Our ruling
A document found on the Internet and circulating via email and social media says that a United Nations working group has "adopted a proposed agenda" to enable member nations to "disarm civilians within their borders." If the document were real, it would confirm the worst fears of those who fear a mass confiscation of handguns, hunting rifles and ammunition in the U.S. -- but a United Nations spokesman cited several reasons for concluding that the document is a fake, including the fact that the study group referenced in the document does not exist. We rate the document Pants on Fire.

According to a Department of Homeland Security (DHS) informant “this administration is collecting names of sources, whistle blowers and their families, names of media sources and everybody they talk to and have talked to, and they already have a huge list. If you’re not working for MSNBC or CNN, you’re probably on that list. If you are a website owner with a brisk readership and a conservative bent, you’re on that list. It’s a political dissident list, not an enemy threat list.”
The hacktivist group Anonymous has released 13 documents related to PRISM that are classified from federal agencies like the Department of Defense (DoD).
The documents show that the DoD and the National Security Agency (NSA) have been collecting data on Americans for years.
Under the NetOps Strategic Vision , the federal government has been monitoring the internet through corporations such as Microsoft, Yahoo, Google and others.
According to Anonymous: “NetOps will transform along with the Global Information Grid to dynamically support new warfighting, intelligence, and business processes and enable users to access and share trusted information in a timely manner. The future Global Information Grid will result in a richer Net-Centric information environment comprised of shared services and capabilities based on advanced technologies.”
The document goes to say: “It will be heavily reliant on end-to-end virtual networks to interconnect anyone, anywhere, at any time with any type of information through voice, video, images, or text. It will also be faced with greater security threats that NetOps must help address.”
The DoD is expanding the control over a division referred to as the Global Information Grid (GiG).
GiG is tasked with providing “a supportive information environment wherein every user can obtain the information needed, when and where it is needed, even in unanticipated situations.”
Indeed, it is clear that the NSA has had direct access to Google, Facebook, Twitter, Apple and other internet giants for years; amassing a gigantic database of information on the American public.
The NSA describes GiG to the public as an apparatus that provides “the National Command Authority (NCA), warfighters, DoD personnel, Intelligence Community, business, policy-makers, and non-DoD users with information superiority, decision superiority, and full-spectrum dominance.”
The leaked document provides more detailed information about GiG’s purpose: “The GIG includes all owned and leased communications and computing systems and services, software (including applications), data, security services, and other associated services necessary to achieve Information Superiority. It also includes National Security Systems as defined in section 5142 of the Clinger-Cohen Act of 1996. The GIG supports all Department of Defense, National Security, and related Intelligence Community missions and functions (strategic, operational, tactical, and business), in war and in peace. The GIG provides capabilities from all operating locations (bases, posts, camps, stations, facilities, mobile platforms, and deployed sites). The GIG provides interfaces to coalition, allied, and non-DoD users and systems.”
Internet users have their every move on the internet traced. This includes search history, emails, file transfers, live chats, etc . . .
In 2007, PRISM began data mining. Some sources say that PRISM actually extends as far back as 2003.
Their first collaboration was with Microsoft and conducted surveillance operations under the guise of searching for terrorist activity or cyber espionage.
Using automated algorithms , the NSA or other federal agencies can search for clues as to the next possible terrorist plot.
The NSA and the Federal Bureau of Investigations (FBI) have been acquiring “extracting audio, video, photographs, emails, documents and connection logs that enable analysts to track a person’s movements and contacts over time.”
All of the tech corporations that have been used by the NSA, FBI and DoD in conjunction with sharing private user information to create the surveillance network grid are denying that they knew why the information was being requested of them.
Larry Page, co-founder of Google said that “we have not joined any program that would give the US government – or any other government – direct access to our servers. Indeed, the US government does not have direct access or a ‘back door’ to the information stored in our data centers. We had not heard of a program called Prism until yesterday.”
Page goes on to explain: “We provide user data to governments only in accordance with the law. Our legal team reviews each and every request, and frequently pushes back when requests are overly broad or don’t follow the correct process.”
Mark Zuckerberg replied: “Facebook is not and has never been part of any program to give the US or any other government direct access to our servers. We have never received a blanket request or court order from any government agency asking for information or metadata in bulk, like the one Verizon reportedly received. And if we did, we would fight it aggressively. We hadn’t even heard of Prism before yesterday.”
Interestingly, upon close inspection of the denials from tech corporations, it appears that they do not deny that it is possible that the information they provided to the federal government may have been used in surveillance programs or for such purposes.
Under PRISM, these same corporations that deny knowledge or involvement in surveillance operations on the American public are listed with their entry date into the program as outlined in the leaked documents.

In response to the leak, President Obama came out to publically endorse PRISM because it promotes public safety and protects of civil liberties.
Obama said that this “modest encroachment on privacy . . . helps us prevent terrorist attacks.”
According to the president Americans must accept this “trade-off” that creates balance between privacy and safety. He said: “Nobody is listening to your telephone calls. That’s not what this program is about. In the abstract you can complain about Big Brother and how this is a potential program run amok, but when you actually look at the details, I think we’ve struck the right balance. There are trade-offs involved.
In defense of unnecessary government surveillance on all Americans, Obama said: “You can’t have 100 percent security and also then have 100 percent privacy and zero inconvenience. We’re going to have to make some choices as a society.
Simply put, Obama explained that “if the intelligence community actually wants to listen to a phone call, they’ve got to go back to a federal judge.”

Was Obama’s CIA Chief Behind Journalist’s Murder?

According to a hacked email from Defense contractor Stratfor that was reported on by San Diego Channel 6’s Kimberly Dvorak, it was former counter terrorism czar and now CIA chief John Brennan—and not Eric Holder’s Department of Justice—who was behind the recently revealed media witch hunt. Per the email, written by none other than Fred Burton, the president of the huge military contractor Stratfor, “Brennan is behind the witch hunts of investigative journalists…”
Hundreds of phones were tapped and emails gone through at the Associated Press and Fox News, all in a witch hunt to find out who was leaking information that was making the Obama administration look bad. James Rosen, a seasoned reporter at Fox News for years, was even named as an enemy of the state, charged under the Espionage Act. It turned out to be a ploy to get a judge to okay tapping Rosen’s work and personal phone, along with the phones of friends and family members.
Brennan, then as now in charge of Obama’s drone assassination program, has targeted American citizens on foreign soil, specifically the murder of Anwar al-Awlaki and his 16-year-old son, Abdulrahman, in Yemen, along with five other Yemeni teenagers.
The question is, did Brennan take the witch hunt of journalists to the next level? That is, did Brennan order the assassination of an American journalist? It’s really not that far of a stretch, as deeming an American citizen an enemy of the state, guilty of violating the Espionage Act—as was done with Fox’s James Rosen—carries the death penalty.
According to the widow of Michael Hastings, the Rolling Stone reporter killed in a suspicious car crash, Hastings was working on an exposé of John Brennan. Given that the official story of Hastings’ death is falling apart, do we need to look at John Brennan for answers?
According to the official story, Hastings was traveling at 100 miles per hour when he hit a tree, causing his 2013 Mercedes Benz C250 to explode and burst into flames. San Diego Channel 6’s Kimberly Dvorak contacted a San Diego State University professor of Mechanics to analyze newly unearthed video of Hastings’ vehicle seconds before the so-called crash. The professor stated that Hastings was only traveling 35 miles per hour, not 100 miles per hour as investigators claim. Further, according to Dvorak, a witness states that the vehicle blew up before it hit the tree. The unearthed video seems to corroborate this, as multiple explosions occur prior to the vehicle coming to rest at the base of the tree, not to mention the fact that there was minimal damage to the tree. Further, the engine and drivetrain were ejected several hundred feet from the vehicle at a ninety degree angle to the direction of travel. According to the laws of physics, this is impossible. This proves the vehicle exploded before hitting the tree.
Adding further fuel to the conspiracy fire, Hastings sent out a frantic email hours before his death, stating that he was working on a big story and needed to go into hiding, adding that the FBI was investigating him. When the email became public, the FBI vociferously denied investigating Hastings; but friends of Hastings not only confirm that the FBI was investigating him, but that the FBI had visited Hastings’ home the day before his death!
The question is not was Michael Hastings murdered, but who did it?
Did the head of the CIA—John Brennan—order the assassination of an American citizen on American soil?
Did John Brennan call for Michael Hastings to be tried under the Espionage Act, and did that prove to be too inconvenient for the head spook? Sources close to Hastings state not only that Hastings was investigating Brennan and his rogue CIA agency, but the NSA as well.
Of course, the NSA is playing damage control right now, being caught with their hand in the cookie jar, vacuuming up virtually all electronic communications. Just-opened mega database facility the Utah Data Center is storing virtually all the world’s communications. As revealed by whistleblower Edward Snowden, under the two NSA programs—PRISM and XKeyscore—the NSA is gorging itself with virtually everything that travels over wire, fiber optic cables, or satellite: Phone calls, emails, Facebook posts and chats, Skype, financial transactions, travel arrangements, even online web browsing and Google searches.
Did Michael Hastings discover that John Brennan had his hand in this or that he was involved in some other nefarious activity, and this needed to be hushed up fast?
Perhaps this is all a conspiracy theory.
Or perhaps not.

If they ask you why the Citizens have been disarmed, you'll know.  If you want to know why, go to your local library, no matter where you live in the United States. Tell the librarian to show you where the 'United States Code books' are shelved. There are 25 books in the set. They are reddish-brown in color. They are printed by the Government Printing Office in Washington, DC. These hard-covered books are printed every 8-10 years. They are updated with annual soft-back supplements each year until a new hard cover issue comes out. At the present time, the 1988 hardbacks are on library shelves.
OPEN VOLUME 9. The page numbers are in the center near the middle binding. The section numbers are along the edges.
TURN TO PAGE 651. Here you will find Public Law 87-297 which calls for the United States to eliminate its armed forces. This law was signed for the United States in 1961. John F. Kennedy signed it and every president since has worked to enact its provisions.  The government knows you will not approve which is why they want to take away your firearms. (This is Title 22 USC section 2551)
TURN TO PAGE 652. Here you will find the definition of what the government means by "disarmament." The disarmament calls for the elimination of our armed forces. It also calls for the elimination of weapons of all kinds.
(This is Title 22 USC 2552 (a).
TURN TO PAGE 654. Here you will find it stated as item (a) "control, reduction and elimination of armed forces..." and as Item (d)" ...Elimination of armed forces...." What you need to know is that your armed forces are being eliminated and relinquished from national control which, in turn, wipes out our sovereignty as a nation. In two stages, we will have no more army, no more navy, no more air force. In the third stage, we shall have a "zero" military. Before Stage I closes, all citizen owned guns are to be banned.
Public Law 87-297 is further explained in the State Department Document called Publication 7277. Your librarian can also furnish you a copy. Also ask the librarian to get you a copy of "The Blue Print for the Peace Race." It is a 35-page booklet printed by the United States Arms Control and Disarmament Agency as Publication No. 4 - General Series 3 - Released May of 1962. Publication No. 4 is the unabridged version of State Department Document 7277.
Both of these booklets explain how our military is to be reduced to 2.1 million men. China and the Soviets are to be reduced to that level also. At this point, we are at Stage I at which time we are to transfer (on a permanent basis) one-half of our armed forces to be merged with the Russian and Chinese armies. In Stage II, the remaining one-half of our armed forces is then turned over to this same Security Council of the United Nations. The person in charge of the merged armies must, by agreement, always be a Russian. The world's smaller nations turn 100% of their armies over to the same under-secretary of the Security, Council in Stage II. President George Bush and Admiral Wm. J. Crowe [have referred] to this process as being "in transition."

The directives there (written in 1963 to pacify objectors) are supposedly to restrain anyone from disarmament, reducing or limiting our armaments, or taking guns away from the people unless it is pursuant to the treaty-making power of the president, or if it is authorized by further legislation by the Congress. (This is title 22, Section 2573.)
Every couple of years the House of Representatives votes to appropriate funds for this on-going program. Since P.L. 87-297 was first passed into law in 961, there have been 18 updates to it - all bad - with no deletions of these issues I lay before you now. The Congress knows that the plan includes the policing of the United States by foreign troops. (The world army they are forming in Europe.) The Congress is allowing our military bases to be closed down, except for those that will be used by the world army. You will find that plan in Publication 7277 and in "The Blueprint for the Peace Race."
If the president and Congress can promote a "Constitutional Convention" you will find yourself with two new constitutions (communist in structure) which in one states in Article VIII, Section 12: "No person shall bear arms or possess lethal weapons except the police and members of the armed forces...."
The Congress has praised these documents and is on record in Senate hearings seeking ways to install these constitutions. Ask your librarian for "Revision of the United Nations Charter - Hearings Before a Subcommittee (Foreign Relations) Feb. 2-20, 1950 U.S.Government Printing Office." Nothing has changed since. They are still viable. The ultimate goal to be reached in Stage III of the disarmament process is to "proceed to a point where no state [nation] would have the military power to challenge the progressively strengthened U.N. Peace Force...."
Anyone who doubts the truthfulness of what has been presented here is free to go to the library and go through the steps which have been outlined above. While you are at it, look up Public Law 101-216.

(CNN) -- Ayman al-Zawahiri, the Egyptian-born leader of al Qaeda, has seen this movie before: An Islamist party does well at the polling booth only to be overthrown by a military coup that then plunges the country into chaos.
This is what happened in Algeria in 1991. Tens of thousands died in the subsequent Algerian civil war that ripped the nation apart during the 1990s.

The lesson that Zawahiri drew from the Algerian war was that participating in democratic elections was strictly for suckers; far better to seize power through violence and then impose Taliban-style sharia law because "the crusaders" and their allies in the Arab world would never allow the emergence of a true Islamist state.
In 1991, the same year that the Algerian civil war began, Zawahiri released his first book, "The Bitter Harvest." The book was a vicious diatribe against the Muslim Brotherhood and other similar Islamist parties for participating in "democracies, elections and parliaments."
Now Zawahiri gets to say "I told you so."  Earlier this month Zawahiri posted a 15-minute recording on militant websites. In the recording Zawahiri explained that the military coup that deposed Egypt's elected president, Muslim Brotherhood leader Mohamed Morsy, proved that democracy had failed.
Until recently Zawahiri has been largely overshadowed by his charismatic former boss Osama bin Laden who was killed in a U.S. Navy SEAL raid in Abbottabad, Pakistan, two years ago. 
Now the 62-year-old Zawahiri has dramatically stepped into the spotlight as the leader of al Qaeda and its several affiliated groups around the world.  
The message traffic during the past weeks between Zawahiri and the commander of al Qaeda's virulent Yemeni affiliate contained code words suggesting some kind of attack was potentially imminent.
Those messages were intercepted by American intelligence and led to the unprecedented closure last week of some two-dozen U.S. embassies and consulates across the Middle East, South Asia and Africa. Germany, France and Britain also closed their embassies in Yemen because of the threat.
Zawahiri's success or failure as the head of al Qaeda will be crucial to how the terror network moves forward as it marks its first 25 years of existence this weekend.
A recent Harvard Kennedy School study of 131 terrorist groups that have gone out of business found that they averaged 14 years of existence.

Al Qaeda has already shown an ability to survive well beyond the life of an average terrorist group. The big question is whether Zawahiri can successfully lead the al Qaeda network so it can thrive in today's chaotic conditions in the Middle East and can last another 25 years.
Zawahiri is a humorless religious fanatic whose forehead is marked with a prominent black scar known in Arabic as a zabiba or "raisin," the result of the many decades he has spent touching his head repeatedly to the floor as he prostrated himself in prayer. 
Despite his dour personality, Zawahiri has proven to be more capable as the leader of al Qaeda than many analysts -- including myself — had initially thought.
In the past year Zawahiri has brought two new official affiliates into the al Qaeda network: Somalia's militant al-Shabaab group and Syria's Jabhat al-Nusra, which is widely regarded as the most effective force fighting the Assad regime.

Zawahiri also had no problem transferring already existing al Qaeda affiliates' allegiances from bin Laden to himself. In the three months following bin Laden's death, the leaders of al Qaeda in Iraq, the Yemeni-based al Qaeda in the Arabian Peninsula and the North African al Qaeda in the Islamic Maghreb all pledged their allegiance to Zawahiri as their new overall commander.
Zawahiri has been preparing for this moment all his life, first setting up a jihadist cell in his native Cairo when he was only 15. Like many revolutionaries before him Zawahiri is the son of privilege -- he's from a prominent Egyptian family of ambassadors, lawyers and clerics.
As a teenager Zawahiri believed that the Egyptian government led by Anwar Sadat had abandoned Islam and therefore had to be overthrown. Sadat signed Egypt's ceasefire agreement with Israel in 1979, effectively signing his own death warrant. 
In 1981, now trained as a surgeon, Zawahiri was arrested along with hundreds of others for his alleged role in Sadat's assassination and was imprisoned and tortured by Egyptian authorities, an experience that further radicalized him. 
Once he was out of jail in the mid-1980s, Zawahiri made his way to Peshawar, Pakistan, where thousands of militant Arabs were then gathering to support the Afghan jihad against the Soviet Union. 
It was there in 1986 that Zawahiri first met bin Laden, at that time the shy, monosyllabic son of a Saudi billionaire. For bin Laden the slightly older, cerebral Zawahiri presented an intriguing figure, someone far more experienced politically than himself. For Zawahiri, bin Laden also presented an interesting opportunity: someone who was on his way to becoming a genuine war hero in the jihad against the Soviets and whose deep pockets were well known. They would go on to embark on a marriage of convenience that would have hellish consequences.
During the late 1980s Zawahiri gradually won over bin Laden to his more expansionist view of jihad. Faraj Ismail, an Egyptian journalist who covered the Afghan war against the Soviets, recalls that it was Zawahiri "who got Osama to focus not only on the Afghan jihad, but regime change in the Arab world." 
Bin Laden then took the next step, urging Zawahiri to see that the root of the problem was not simply the Arab "near enemy" regimes, but the "far enemy," the United States, which propped up the status quo in the Middle East, a shift in strategy that took place when al Qaeda was based in Sudan in the early 1990s. Bin Laden lectured to his followers there about the necessity of attacking the United States without which the "near enemy" regimes could not survive. Noman Benotman, a Libyan militant who was then close to bin Laden and Zawahiri, recalled that, "Osama influenced Zawahiri with his idea: Forget about the 'near enemy;' the main enemy is the Americans."
When Zawahiri first arrived in Taliban-controlled Afghanistan in 1997, following a six-month spell in a Russian jail, his relations with bin Laden were on a quite different footing than they had been a decade earlier. Bin Laden was now the head of a fast-expanding terrorist organization while Zawahiri was the penniless leader of an obscure Egyptian terrorist group.
It was now bin Laden who took Zawahiri under his wing. And even then bin Laden kept Zawahiri at some distance. It was only in the summer of 2001 that al Qaeda's leader told Zawahiri the details of the coming attacks on New York and Washington, and that was only after Zawahiri's Egyptian Jihad Group had formally merged with al Qaeda in June.
Bin Laden exercised near-total control over al Qaeda, whose members had to swear a religious oath personally to bin Laden, so ensuring blind loyalty to him. Bin Laden's son Omar recalls that the men who worked for al Qaeda had a habit of requesting permission before they spoke with their leader, saying, "Dear prince: May I speak?" Even Zawahiri would ask bin Laden to be permitted to speak.
But now that he is the new boss of al Qaeda, Zawahiri has shown that he no longer feels bound by bin Laden's previous decisions. In 2010 bin Laden instructed the Somali militant group al-Shabaab to keep its association with al Qaeda a secret, fearing that openly linking the two organizations would hinder Shabaab's fundraising efforts. Zawahiri, who had petitioned bin Laden to reconsider his views about the proposed merger between al-Shabaab and al Qaeda, announced formal ties between the two groups in early 2012.
Zawahiri, however, has also had some problems keeping control over the far-flung al Qaeda network. During the spring of 2013 Zawahiri personally intervened to settle a dispute between the Syrian militant group Jabhat al-Nusra and al Qaeda in Iraq. Zawahiri rejected al Qaeda in Iraq's assertion of control over al-Nusra and declared the Syrian group to be under his direction.
However, in June 2013, Abu Bakr al-Baghdadi, the leader of al Qaeda in Iraq (AQI), posted an audio recording online rejecting the order from Zawahiri. This shows that AQI is willing to go public to dismiss the directives of al Qaeda's leader, something that would have been unimaginable when bin Laden was in charge.
After 9/11, Zawahiri acknowledged in his autobiography "Knights Under the Banner of the Prophet" that the most important strategic goal of al Qaeda was to seize control of a state, or part of a state, somewhere in the Muslim world, explaining that, "without achieving this goal our actions will mean nothing."  
Indeed, the yardstick by which Zawahiri will be judged as an effective leader of al Qaeda by his fellow militants is the extent to which he can take advantage of the chaotic post-Arab spring conditions in countries such as Egypt, Yemen, Syria, Iraq and Libya to establish safe havens for al Qaeda and its affiliated groups and use those havens to then launch effective attacks against Western targets.  
In Pakistan where Zawahiri is generally believed to be hiding and also in Yemen, CIA drone shrikes have eliminated dozens of al Qaeda's leaders over the past three years and establishing a viable safe haven in either country seems quite unlikely. However, a long-term safe haven for Jabhat al-Nusra, al Qaeda's affiliate in Syria, in the heart of the Arab world could create an organization with the intent and capacity to attack the West. 
Jabhat al-Nusra  ("the Victory Front") has been able to garner considerable support from Syria's Sunni population, because it is the premier fighting force in the campaign to topple Assad, and because it is providing critical services, such as food, hospitals and sharia courts to the embattled population. For the moment, however, Jabhat al-Nusra is entirely focused on overthrowing the Assad regime, a project that may take years to achieve.
Al Qaeda was founded 25 years ago between August 18 and August 20, 1988 during the course of a series of meetings that took place over the course of three days in the sweltering heat of Pakistan's summer in bin Laden's house in the city of Peshawar. 
According to the minutes of those meetings, bin Laden presided over discussions involving eight other men who deliberated about how best to establish a new organization that would take holy war to other countries. The minutes noted that "al Qaeda is basically an organized Islamic faction; its goal will be to lift the word of God, to make His religion victorious."
Zawahiri was not at that founding meeting of al Qaeda and for much of the early history of the group he was not a central player in the organization. Today Zawahiri is al Qaeda's overall boss, and he now has the difficult task of turning around an organization whose last successful attacks in the West were the multiple suicide bombings on London's transportation system on July 7, 2005.  
If he is to succeed, Zawahiri will have to come up with something more significant than just getting U.S. embassies and consulates to close for a week. 
Wherever Zawahiri is right now he is surely watching the unrest unfolding in Egypt with considerable relish and as a real opportunity to exploit. Al Qaeda aligned groups already have footholds in the remote desert regions of Sinai in eastern Egypt and organizations such as Zawahiri's own Jihad Group, which formally merged with al Qaeda in the summer of 2001, have a long history in Egypt.
