State of the Union – President Obama’s Foreign Policy Strategy: Leading From Behind

State of the Union – President Obama’s Foreign Policy Strategy: Leading From Behind

As President Obama delivered the State of the Union, minds undoubtedly reflected on the state of America in the international community.  A partial review of the President’s foreign policy record reveals disturbing trends: naiveté; failure to appreciate and adapt to changing threats; lack of follow-through; and policies driven by public opinion, rather than a broad foreign policy strategy.  These trends stem from the President’s policy of “leading from behind”—an approach that has, instead, resulted in an absence of leadership.  America’s reputation abroad has suffered, influence has diminished, and relationships with key allies have been weakened.  Meanwhile, continuing conflict in the Middle East and increasing instability in the Asia-Pacific region strain U.S. resources and capabilities.
The President has failed to appreciate the changing face of terrorism.  In emphasizing a decline of al Qaeda in its previous form, he has failed to appreciate and respond to persistent and growing threats to the U.S. by terrorists and radical extremists.
The attacks on U.S. facilities in Benghazi evidenced this fact.  Investigations by House Republicans have revealed the Administration’s disturbing lack of preparedness.  A failure to recognize the danger presented on the anniversary of the 9/11 attacks caused the White House to be caught flat-footed, unable to protect Americans serving abroad.  Following the attacks, the Administration perpetuated a narrative that misled the American people about its mistakes.
The crisis in Syria revealed the Administration’s lack of understanding, strategy, and follow-through.  By carelessly drawing a red line, the President committed to American involvement that he later, understandably, could not deliver.  When seeking the use of military force, the President was unable to articulate a clear strategy or framework for assessing success.  The Administration’s failure to enforce its red line weakened America’s credibility in other critical developments.
Despite the President’s commitment to preventing the spread of dangerous weapons, decreased U.S. credibility has weakened our hand in carrying out this commitment.  This is especially critical in our efforts to prevent Iran from developing or obtaining a nuclear weapon.  The recent interim agreement further exacerbates the problem, providing sanctions relief to Iran—which reduces our negotiating leverage—while allowing Iran’s nuclear program to continue.
These dynamics have weakened America’s relationships with key allies.  The President promised to stand steadfast with Israel. Yet U.S. actions regarding Iran, an ambiguous posture in responding to the Arab Spring, has been detrimental to our relationship with the strongest ally in the region.

THE MUSLIM BROTHERHOOD'S "GENERAL STRATEGIC GOAL" FOR NORTH AMERICA

THE MUSLIM BROTHERHOOD'S "GENERAL STRATEGIC GOAL" FOR NORTH AMERICA

In July 2007, seven key leaders of an Islamic charity known as the Holy Land Foundation for Relief and Development (HLF) went on trial for charges that they had: (a) provided "material support and resources" to a foreign terrorist organization (namely Hamas); (b) engaged in money laundering; and (c) breached the International Emergency Economic Powers Act, which prohibits transactions that threaten American national security. Along with the seven named defendants, the U.S. government released a list of approximately 300 "unindicted co-conspirators" and "joint venturers." During the course of the HLF trial, many incriminating documents were entered into evidence. Perhaps the most significant of these was "An Explanatory Memorandum on the General Strategic Goal for the Group in North America," by the Muslim Brotherhood operative Mohamed Akram. Federal investigators found Akram's memo in the home of Ismael Elbarasse, a founder of the Dar Al-Hijrah mosque in Falls Church, Virginia, during a 2004 search. Elbarasse was a member of the Palestine Committee, which the Muslim Brotherhood had created to support Hamas in the United States.

Written sometime in 1987 but not formally published until May 22, 1991, Akram's 18-page document listed the Brotherhood’s 29 likeminded "organizations of our friends" that shared the common goal of dismantling American institutions and turning the U.S. into a Muslim nation. These "friends" were identified by Akram and the Brotherhood as groups that could help convince Muslims "that their work in America is a kind of grand Jihad in eliminating and destroying the Western civilization from within and 'sabotaging' its miserable house by their hands ... so that ... God's religion [Islam] is made victorious over all other religions."

Akram was well aware that in the U.S., it would be extremely difficult to promote Islam by means of terror attacks. Thus the “grand jihad” that he and his Brotherhood comrades envisioned was not a violent one involving bombings and shootings, but rather a stealth (or “soft”) jihad aiming to impose Islamic law (Sharia) over every region of the earth by incremental, non-confrontational means, such as working to “expand the observant Muslim base”; to “unif[y] and direc[t] Muslims' efforts”; and to “present Islam as a civilization alternative.” At its heart, Akram's document details a plan to conquer and Islamize the United States – not as an ultimate objective, but merely as a stepping stone toward the larger goal of one day creating “the global Islamic state.”

In line with this objective, Akram and the Brotherhood resolved to "settle" Islam and the Islamic movement within the United States, so that the Muslim religion could be "enabled within the souls, minds and the lives of the people of the country.” Akram explained that this could be accomplished “through the establishment of firmly-rooted organizations on whose bases civilization, structure and testimony are built.” He urged Muslim leaders to make “a shift from the collision mentality to the absorption mentality,” meaning that they should abandon any tactics involving defiance or confrontation, and seek instead to implant into the larger society a host of seemingly benign Islamic groups with ostensibly unobjectionable motives; once those groups had gained a measure of public acceptance, they would be in a position to more effectively promote societal transformation by the old Communist technique of “boring from within.”

“The heart and the core” of this strategy, said Akram, was contingent upon these groups' ability to develop “a mastery of the art of 'coalitions.'” That is, by working synergistically they could complement, augment, and amplify one another's efforts. Added Akram: “The big challenge that is ahead of us is how to turn these seeds or 'scattered' elements into comprehensive, stable, 'settled' organizations that are connected with our Movement and which fly in our orbit and take orders from our guidance.” The ultimate objective was not only an enlarged Muslim presence, but also implementation of the Brotherhood objectives of transforming pluralistic societies, particularly America, into Islamic states, and sweeping away Western notions of legal equality, freedom of conscience, freedom of religion, and freedom of speech.
Akram and the Brotherhood understood that in order to succeed in this endeavor, they needed to appeal to different strata of the American population in different ways; that whereas some people could be influenced by messages delivered from a religious perspective, others would be more responsive to messages delivered by educators, or bankers, or political figures, or journalists, etc. Thus, Akram's blueprint for the advancement of the Islamic movement stressed the need to form a coalition of groups coming from the worlds of education; religious proselytization; political activism; audio and video production; print media; banking and finance; the physical sciences; the social sciences; professional and business networking; cultural affairs; the publishing and distribution of books; children and teenagers; women's rights; vocational concerns; and jurisprudence.

By promoting the Islamic movement on such a wide variety of fronts, the Brotherhood and its allies could multiply exponentially their influence. Toward that end, the Akram/Brotherhood “Explanatory Memorandum” named the following 29 groups as the organizations they believed could collaborate effectively to destroy America from within – “if they all march according to one plan”:

By setting up these many front groups, the Muslim Brotherhood was emulating the Communist Party tactic of creating interlocking front groups during the Cold War in order to confuse its enemies and make it more difficult to combat.

The Washington Post and ABC News this morning bring us an early look at the leader board for the 2016 presidential nominations. The fact that Hillary Clinton is the front-runner for the Democrats will surprise absolutely no one—but the sheer size of her lead is something to behold: 61 points.

The former secretary of state holds a staggering 6 to 1 lead over her nearest rival, Joe Biden, in the survey. To put that in perspective, as the Fix helpfully does, that makes Clinton the "single biggest frontrunner for a Democratic presidential nomination in the history of the poll." Her 73-12 lead over Biden will only add another data point to the Beltway consensus that the nomination is Clinton's to lose—even if few people know how fleeting an early primary lead can be like Hillary. (The same WaPo/ABC polling outfit found Clinton with a 22-point lead in early primary polling back in 2006, and we all know how that turned out.)
Still, it's hard to imagine a scenario where Biden—who as vice president isn't exactly lacking in name recognition—is able to significantly close the gap in time. The only other Democrat who earned a mention by pollsters, meanwhile, was Elizabeth Warren (8 percent), and she has already publicly ruled out a 2016 run. We're still two years out, of course, but in the meantime Clinton's unofficial campaign continues to rack up supporters and, perhaps more importantly, big-dollar contributors, making a dark-horse challenger that much less likely to pull off a stunner.

Over on the GOP side of things, meanwhile, we find a much more crowded field. Here's the full breakdown of the Republican field:

  • Paul Ryan, 20 percent
  • Jeb Bush, 18 percent
  • Chris Christie, 13 percent
  • Ted Cruz, 12 percent
  • Marco Rubio, 10 percent
  • Rand Paul, 11 percent
  • No opinion, 9 percent
  • None of these, 4 percent
  • Other, 2 percent
  • Would not vote, 1 percent

I am amazed that the U.S. Congress, The State Houses, The Clergy, and Americans in general have no interest in educating themselves on The Muslim Brotherhood. This is a movement that boldly and openly warns non-muslims what their objective is and they are right on schedule.
Search 'Muslim Brotherhood Memorandum' on the Internet; a manifesto created in 1991 to encourage muslim participation to rule the planet, especially The United States and all non-muslim nations. It is 32 pages, 16 pages in Arabic, 16 pages in English. The Memorandum declares in plain talk how they will destroy America using The United States Constitution as their main weapon.
It should be required reading for those in high office that are ignorant of the plain truth if they dare to seek the truth. Meanwhile, the Muslim Brotherhood is dining with our political leaders and laughing all the way to the nation's demise . . . . . .

IPT Exclusive: Records Prove MB Delegates Skipped Airport Inspections

Newly released records confirm a 2012 Investigative Project on Terrorism (IPT) report that the State Department cleared the way for a visiting delegation of Muslim Brotherhood officials to enter the country without undergoing routine inspection by U.S. Customs and Border Protection agents.
The April 2012 visit came before the Muslim Brotherhood's candidate was elected Egypt's president, although the Brotherhood's Freedom and Justice Party (FJP) had won a plurality of seats in parliamentary elections. The expedited entry is known as a "port courtesy" normally reserved for high-ranking visiting government officials and dignitaries.
The records, marked "sensitive but unclassified," were obtained through a Freedom of Information Act request. They offer few details. The State Department released a one-page document labeled "Compiled References to MB Delegation Arrival and Departure" containing four separate communications between March 30 and April 16, 2012 about the Brotherhood delegation. It is not clear who wrote them or who received them.
"In the coming days, we're going to write down a list of procedures for dealing with MB visits to the United States," an April 16, 2012 entry says.
A March 30 communication offers help dealing with "FJP Delegation and POE [port of entry] Courtesies: Please let the desk know over the weekend if you'd like our help submitting to DHS the 'Special Alerts,' which are used to request that travelers not be pulled into secondary [inspection] upon arrival at a point of entry."
But one member of the Brotherhood delegation, which met with U.S. academic and senior government officials, had been linked to a child pornography investigation in the United States years earlier. Under normal circumstances, he likely would have been subjected to extra scrutiny.
The records released do not address that issue. They do, however, report that "The MB/FJP delegation's scheduler reported that their arrival at JFK on Saturday went very smoothly."
And the official in question, Abdul Mawgoud Dardery, traveled separately and was escorted through security checks in Minneapolis and New York's John F. Kennedy Airport "In response to a request from the MB ... We did not hear anything further from the MB so we assume to departure went smoothly," the records show.
In addition, the Muslim Brotherhood has open connections with Hamas, the Palestinian terrorist group which was created to be the Brotherhood's Palestinian jihadist wing. That fact would have made a secondary inspection for the delegation a natural, if not for the State Department's instructions.
A U.S. official familiar with immigration procedures told the IPT in 2012 that the exemption for the Brotherhood delegation was "extraordinary."
The Brotherhood quickly alienated Egyptian masses, who took to the streets in historic numbers demanding the removal of President Mohamed Morsi. Egypt's army forced Morsi from office after one year and arrested him in early July.
The records' release comes as the IPT has exclusively reported that at least two Syrian clerics have obtained visas to come to the United States for fundraising tours. For instance, Sheik Mohammad Rateb al-Nabulsi is in the middle of an 11-city tour across America co-sponsored by the Syrian American Council (SAC) and the Wylie, Texas-based Shaam Relief. He apparently obtained a visa despite his written edicts which cast all Jews as legitimate suicide bombing targets in Israel and his saying, "Homosexuality leads to the destruction of the homosexual. That's why homosexuality carries the death penalty."
Last spring, Sheik Osama al-Rifai raised $3.6 million during fundraisers in the United States. He later endorsed the Islamic Front, a coalition of groups fighting Syrian dictator Bashar al-Assad. Some of the Front's members have al-Qaida ties.
"Every single one of you who give any kind of effort to help his brothers in Syria is a jihadist for Allah," al-Rifai told an audience in Dallas. "Every single one of you who spread the word to raise the awareness among the others about what's happening in Syria is a jihadist for Allah."
The Muslim Brotherhood was founded in Egypt in 1928 with the goal of establishing a worldwide Islamic state. Just weeks before the delegation visited the United States, a Brotherhood spokesman said that goal remained at the forefront of the group's ambitions.
"Concerning the Islamic caliphate, this is our dream, and we hope to achieve it, even after centuries," Mahmoud Ghuzlan said in a February 2012 interview. "It is the right of the Brotherhood that this is one of the pillars of its strategy. We are not concerned about the renaissance of the group only. Rather our first goal is the renaissance of Egypt, then the Arab world and then the Islamic world. This will come gradually."

Turkish Charity Still Not on Terror List Despite Numerous Calls

It has been implicated in the Millennium bomb plot targeting Los Angeles International Airport. It openly led a campaign to break Israel's blockade on Gaza – meant to block supplies and weapons from reaching Hamas terrorists. It has also been implicated in a Libyan gunrunning operation aimed at supplying Syrian rebels that allegedly involved an al-Qaida linked figure.
And now, six of its offices were raided Jan. 14 by Turkish authorities in connection with an investigation of al-Qaida.
The Turkey-based IHH Humanitarian Relief Foundation has been designated as a terrorist group by U.S. allies Israel, Germany and the Netherlands.
But three years after a super-majority of U.S. senators asked the Obama administration to designate IHH, nothing has happened. The letter, signed by 87 senators from both parties, came weeks after IHH organized a flotilla in conjunction with the group Viva Palestina, headed by British parliamentarian George Galloway, tried to break Israel's blockade of Gaza in support of Hamas.
The flotilla ended in violence when the ship ignored orders to turn away from the blockaded area. Ship passengers then attacked Israeli commandos with gunfire, knives and clubs. The Israelis noted that they were prepared for a fight. Nine IHH activists were killed.
The flotilla stemmed from the "Istanbul declaration" issued in February 2009 under the title of "Gaza victory" that the "Islamic nation" should aid Hamas in its jihad against Israel with "money, clothing, food, medicine, weapons and other essentials so that they are able to live and perform the jihad in the way of Allah Almighty." This jihad should continue until "the liberation of all Palestine" is achieved.
The declaration also said that Muslims should fight the blockade of Gaza in every way possible.
In the latest investigation, Turkish authorities accuse IHH of recruiting terrorists to fight alongside the al-Qaida brigades in Syria; evacuating the wounded terrorists in ambulances while simultaneously transporting new ones to the battlefield; and smuggling arms under the guise of providing aid.
The Turkish army stopped a truck purportedly owned by the charity on Jan. 1 under suspicion it was carrying weapons into Syria.
Germany, the Netherlands and Israel already list IHH as a terrorist organization. But the United States has taken no action.
The 2010 Senate letter to President Obama expressed deep concern "about the IHH's role in this incident and have additional questions about Turkey and any connections to Hamas. The IHH is a member of a group of Muslim charities, the Union of Good, which was designated by the U.S. Treasury Department as a terrorist organization. The Union of Good was created by, and strongly supports Hamas, which has been designated as a foreign terrorist organization by the US State Department. We recommend that your administration consider whether the IHH should be put on the list of foreign terrorist organizations, after an examination by the intelligence community, the State Department, and the Treasury Department."
A year later, five senators who signed the original letter sent the president a follow-up urging "your formal designation of IHH without delay." They pointed to a February 2009 Hamas rally in which they said IHH's leadership aimed to "overthrow governments and replace them with Islamist dictatorships." They also noted that Hamas's political leader Khaled Meshaal praised IHH head Bülent Yildirim for his support during a January 2009 meeting the two had in Damascus.
No reply was ever received, said Donelle Harder, press secretary to Sen. James Inhofe, who was among the senators who signed the letter.
Other efforts met with similar silence.
Rep. Gus Bilirakis, R-Fla., introduced legislation in 2011 that would have asked then-Secretary of State Hillary Clinton to report whether groups supporting the flotilla should be designated as terrorist organizations, classified the IHH as a terrorist organization, but it went nowhere. Israeli Foreign Minister Avigdor Lieberman asked former U.S. Secretary of Homeland Security Janet Napolitano "to examine the possibility" of classifying IHH as a terrorist group in January 2011.
The State Department declined to comment for this story about the lack of an IHH terror designation.
But in 2010, spokesman P.J. Crowley said the administration knew "that IHH representatives have met with senior Hamas officials in Turkey, Syria and Gaza over the past three years. That is obviously of great concern to us." A year earlier, U.S. Treasury officials raised similar concerns about IHH to Turkish officials, a leaked State Department cable shows.
    Why the hesitancy?
Turkish Prime Minister Recep Tayyip Erdogan enjoys close relations with IHH. He actively supported IHH's flotilla campaign, an Israeli think-tank reported, "and without their help he could not have been elected."
President Obama, in turn, has identified Erdogan among the five global leaders with whom he enjoys the warmest relations. The two reportedly engaged in frequent telephone calls.
The influential Center for American Progress (CAP) came out strongly against the idea of adding IHH to the State Department terror list. CAP criticized the senators who promoted the idea, saying that it would not be in the U.S.'s "long-term interest" to do so. Doing so would blur the distinction between groups that have members supportive of Hamas or other terrorist organizations and organizations that actively fund terror groups.
"Including IHH on the FTO list without stronger evidence that it is directly involved as an organization in providing financial and other types of support to violent terrorist groups such as Hamas and al-Qaeda only serves to lower the political and moral standards for such designations," the CAP report said.
The left-leaning magazine, The Nation, describes CAP as "the most influential of all think tanks during the Obama era."
But the evidence against IHH does tie it to violent terrorists, and Hamas officials worked closely with IHH on the flotilla.
Hamas leaders repaired Gaza's port and dredged its harbor to allow mid-sized ships to navigate its waters. IHH helped oversee repairs to the port.
An IHH chartered ship, the al-Entisar, was involved in the shipment of arms to the Free Syrian Army (FSA) in June 2012. Libyan journalist Areesh Saeed, who was on the al-Entisar when it smuggled the weapons from Libya to Syria, told the Investigative Project on Terrorism (IPT) in an exclusive interview that Belhaj may have been involved with the collection of the weapons that went to Syria.
"It was clear from that second what was happening. The Muslim Brotherhood, through its ties in Turkey, was seizing control of this ship and the cargo," Samar Srewel, an FSA activist who had helped to ship the arms, told the Times of London in September 2012. "This is what they do. They buy influence with their money and guns."
Two IHH aid workers were arrested in 2011 by Somali authorities after they met with al-Shabaab – al-Qaida's Somali affiliate.
IHH's reported al-Qaida ties go back further. Court documents entered in Abdurrahman Alamoudi's 2003 terrorism finance trial suggest that IHH "[a]n important role" in al-Qaida's Millennium bomb plot. The plot involved a failed effort to bomb Los Angeles International Airport (LAX) in December 1999.
"The IHH is an NGO, but it was kind of a type of cover-up in order to obtain forged documents to obtain different forms of infiltration for Mujahadeen in combat … And finally, one of the responsibilities that they had was also to be implicated in weapons trafficking," French counter-terrorism magistrate Judge Jean-Louis Bruguiere testified in the case of would-be Millennium bomber Ahmed Ressam.
The Danish Institute for International Studies issued a report in 2006 stating that Turkish authorities investigated IHH in December 1997. Turkish authorities found that the charity's leaders had been purchased automatic weapons from Islamic extremist groups, according to the report. A raid of IHH's offices in Istanbul turned up weapons, explosives, instructions for manufacturing IEDs and a "jihad flag."
The IHH members detained by Turkish authorities at the time were found to be planning to go to fight in Bosnia, Chechnya or Afghanistan.
The Danish report cited Brugiere also having said that Yildirim had attempted to recruit soldiers for a coming jihad. IHH phone records from 1996 found that repeated phone calls had been placed to an al-Qaida safe house in Milan as well as to various Algerian terrorists.
The Washington Post placed blame for the flotilla violence squarely on Erdogan's shoulders in a June 2010 editorial. It condemned Erdogan, saying he had "shown a sympathy toward Islamic militants and a penchant for grotesque demagoguery toward Israel."
A penchant for demagoguery toward a key U.S. ally. A close political alliance with a group that put its belief in jihad and Hamas in writing. If the Obama administration is not willing to risk Erdogan's anger and designate IHH, it at least should explain why. A letter responding to a stunningly deep bipartisan group of senators would be a good start.
