Washington, DC (LifeNews.com) – New information obtained by a member of Congress makes it appear the Obama administration has spent $10 million potentially illegally promoting a pro-abortion constitution in Kenya. Obama officials were thought to have spent $2 million but Rep. Chris Smith says that figure could exceed $10 million.
Lobbying for or against abortion is prohibited under a provision of federal law known as the Siljander Amendment annually included in the State, Foreign Operations Appropriations Act.
The amendment reads, “None of the funds made available under this Act may be used to lobby for or against abortion,” and violations are subject to civil and criminal penalties under the Antideficiency Act, 31 U.S.C. § 1341."
Smith, the leading Republican on the House Africa and Global Health Subcommittee, and two other members of Congress have called for a probe into the Obama administration’s spending in support of a campaign to get the pro-abortion constitution approved in Kenya in August.
The three sent a May 6 letter to the Inspectors General at the State Department and U.S. Agency for International Development seeking a probe.
Today, Smith’s office informed LifeNews.com that subsequent information uncovered by investigators has revealed that actual U.S. taxpayer expenditures in support of the pro-abortion constitution are estimated to exceed $10 million.
“This week I learned that U.S. taxpayer expenditures in support of the proposed constitution may exceed $10 million—five times the level we original suspected," Smith said.
“This massive spending will undoubtedly be directed to those entities that are pressing for ratification of the proposed constitution. Such support will further enable passage of a constitution that is opposed by many pro-life leaders in Kenya, because it enshrines new rights to abortion. As such, the funding is a clear violation of federal law against use of U.S. taxpayer funds to lobby for or against abortion,” Smith explained.
He added, “Learning of significant additional U.S. donations gives even more urgency to our request for thorough and objective investigations into all State Department and USAID funded activities related to Kenya’s proposed constitution. I hope that all investigative agencies will take our request seriously and act swiftly in this matter."
As LifeNews.com reported, US Ambassador to Kenya Michael Ranneberger called last month on the African nation’s political leaders to rally the people to pass the referendum.
Smith authored the May 6 letter with Rep. Ileana Ros-Lehtinen of Florida, the Ranking Republican on the House Foreign Affairs Committee and Rep. Darrell Issa, the top Republican on the House Oversight Committee.
Ranneberger issued a statement praising the Kenya parliament for passing the proposed constitution and urging President Mwai Kibaki and Prime Minister Raila Odinga to rally support for it.
He also suggested the Obama administration would fund a national campaign to persuade the people to adopt the document.
Although the draft contains language advocating the right to life for unborn children, it contains a section with a health exception that essentially opens the nation to unlimited abortions throughout pregnancy for any reason.
Before the revised constitution can come into force, it must be approved by popular vote — expected in July or August.
“Kenya’s current constitution includes no reference to abortion and abortion is not legally permitted in Kenya except to save the life of the mother," the pro-life Republican lawmakers said.
They added that “any expression of support for or opposition to the proposed new constitution (including by drafting, offering technical advice or providing foreign assistance of any kind that is designed to influence public approval in the upcoming plebiscite) unavoidably involves lobbying for or against abortion."
The letter went to Gene L. Dodaro, Acting Comptroller General of the U.S. Government Accountability Office; Harold W. Geisel, Acting Inspector General, U.S. Department of State, Office of Inspector General, and to; Donald A. Gambatesa, Inspector General of the U.S. Agency for International Development.

President Assad Orders Commanders to Target Israel, US Interests “If Assassinated”

President Assad’s remarks came after he attended several meetings with his senior commanders, and discussed the country’s security situation with them, the Algerian Al-Shorouq Oline newspaper quoted informed sources close to the Syrian government as saying on Monday.
In the meetings presided by President Assad, Syria’s top army commanders told him that “the foreign hostile states will strive to assassinate him instead of launching a military attack on Syria”.
According to the report, a Persian translation of which was released by the Iranian students news agency, the Syrian army commanders have told the President that the spy agencies of certain western states and Syria’s neighboring countries have smuggled hi-tech missiles into Syria to provide armed rebels and terrorist groups with a chance to target President Assad’s likely residence.
In response, President Assad has ordered his military commanders to target Israel and the US positions in the region, specially in the Red Sea and the Mediterranean Sea, if the western states succeed in assassinating him.
Earlier this month, President Assad voiced his readiness for dialogue with the opposition and political parties in Syria. The Syrian leader also proposed general elections, adoption of a new constitution as well as a national reconciliation conference.
Syria has been experiencing unrest since March 2011 with organized attacks by well-armed gangs against Syrian police forces and border guards being reported across the country.
Hundreds of people, including members of the security forces, have been killed, when some protest rallies turned into armed clashes.
The government blames outlaws, saboteurs, and armed terrorist groups for the deaths, stressing that the unrest is being orchestrated from abroad.
In October 2011, calm was eventually restored in the Arab state after President Assad started a reform initiative in the country, but Israel, the US and its Arab allies are seeking hard to bring the country into chaos through any possible means. Tel Aviv, Washington and some Arab capitals have been staging various plots in the hope of increasing unrests in Syria.
The US daily, Washington Post, reported in May that the Syrian rebels and terrorist groups battling the President Bashar al-Assad’s government have received significantly more and better weapons in recent weeks, a crime paid for by the Persian Gulf Arab states and coordinated by the United States.
The newspaper, quoting opposition activists and US and foreign officials, reported that Obama administration officials emphasized the administration has expanded contacts with opposition military forces to provide the Persian Gulf nations with assessments of rebel credibility and command-and-control infrastructure.
According to the report, material is being stockpiled in Damascus, in Idlib near the Turkish border and in Zabadani on the Lebanese border.
Opposition activists who several months ago said the rebels were running out of ammunition said in May that the flow of weapons – most bought on the black market in neighboring countries or from elements of the Syrian military in the past – has significantly increased after a decision by Saudi Arabia, Qatar and other Persian Gulf states to provide millions of dollars in funding each month.

(Reuters) - Two rockets hit a Shi'ite Muslim district of Beirut on Sunday, driving home the risk of spillover from Syria's civil war, after the head of Lebanese Shi'ite militant Hezbollah said it would keep fighting on the Syrian government's side until victory.
It was the first attack to apparently target Hezbollah's stronghold in the south of the Lebanese capital since the outbreak of the two-year conflict in neighboring Syria, which has sharply heightened Lebanon's own sectarian tensions.
The United States and Russia have proposed an international peace conference to douse a civil war that has killed more than 80,000 people, driven 1.5 million Syrians as refugees abroad and raised the specter of sectarian bloodshed in the wider region.
Syria's government will "in principle" attend the talks tentatively set for June in Geneva and believes it will be an opportunity to resolve the crisis, Syrian Foreign Minister Walid al-Moualem said during a visit to Baghdad on Sunday.
 
 
But in an apparent rebuff of Western calls for Assad to cede power as part of any deal on a political transition, Moualem said: "No power on earth can decide on the future of Syria. Only the Syrian people have the right to do so."
The U.S. and Russian foreign ministers, striving to refloat a plan for a political transition in Syria, were due to meet in Paris on Monday to work out the details.
Whether the exiled Syrian civilian opposition will take part in the envisaged peace talks - and be able to negotiate effectively, given their internal divisions and shaky rapport with rebels inside Syria - remains in doubt.
The United States has been prodding opponents of Syrian President Bashar al-Assad to unite before the conference. But the Islamist-dominated coalition has been hamstrung by power struggles during talks going on in Istanbul aimed at broadening its representation and electing a cohesive leadership.
The talks stalled on Sunday in a factional dispute over proposals to dilute Qatar's influence on rebel forces, with Saudi Arabia angling to play a greater role now that Iranian-backed Hezbollah was openly fighting for Assad.
CONFLICT AFFLICTING LEBANON
Syria's conflagration has polarized tiny Lebanon, with Sunni Muslims supporting the mainly Sunni insurgency against Assad, and Shi'ite Hezbollah standing by the president, whose minority Alawite sect derives from Shi'ite Islam.
In Sunday's attack, one rocket landed in a car sales yard next to a busy road junction in south Beirut's Chiah neighborhood, and the other struck an apartment several hundred meters away, wounding five people, residents said.
There was no immediate claim of responsibility. Brigadier Selim Idris, head of Syria's Western-backed rebel military command, told Al-Arabiya Television that his forces had not carried out the attack.
He urged rebels to keep their conflict inside Syria.
But another Syrian rebel, Ammar al-Wawi, told Lebanon's LBC Television the attack was a warning to authorities in Beirut to restrain Hezbollah. "In coming days we will do more than this. This is a warning to Hezbollah and the Lebanese government to keep Hezbollah's hands off Syria," he said.
Hezbollah leader Sayyed Hassan Nasrallah had declared on Saturday night that his heavily armed fighters were committed to the conflict against what he called radical Sunni Islamist rebels in Syria, whatever the cost.
"We will continue to the end of the road. We accept this responsibility and will accept all sacrifices and expected consequences of this position," he said in a televised speech on Saturday evening. "We will be the ones who bring victory."
French Foreign Minister Laurent Fabius condemned the violent spillover into Lebanon. "The war in Syria must not become the war in Lebanon," he told reporters in Abu Dhabi on Sunday.
Until recently, Nasrallah insisted that Hezbollah had not sent guerrillas to fight alongside Assad's forces.
Syrian government forces reinforced by Hezbollah launched an onslaught last week on Qusair, a rebel-controlled town close to the Lebanese border that rebels have used as a crucial supply corridor for weapons coming into the country.
For Assad, taking Qusair would reconnect Damascus, the capital, with the Alawite heartland on Syria's seacoast and help sever links between the rebel-held north and south of Syria.
Lebanese authorities, haunted by Lebanon's own 1975-1990 civil war and torn by the same sectarian rifts as Syria, have pursued a policy of "dissociation" from the Syrian turmoil.
But they are unable to stem the flow into Syria of Sunni Muslim gunmen who support the rebels and Hezbollah fighters who back Assad, and have struggled to absorb nearly half a million refugees coming the other way to escape the fighting.
At least 25 people have been killed in Tripoli in the north of Lebanon over the last week in Sunni-Alawite street fighting triggered in part by the battle for Qusair across the frontier.
In Lebanon's Bekaa Valley, residents said three rockets landed on Sunday close to the mainly Shi'ite border town of Hermel, without causing injuries. Rebels have targeted Hermel from inside Syria several times in recent weeks.
Nasrallah's speech was condemned by former prime minister Saad al-Hariri, a Sunni who said that Hezbollah, set up by Iran in the 1980s to fight Israeli occupation forces in south Lebanon, had abandoned anti-Israeli "resistance" in favor of sectarian conflict in Syria.
"The resistance is ending by your hand and your will," Hariri said in a statement. "The resistance announced its political and military suicide in Qusair."
Hariri is backed by Saudi Arabia, which along with other Sunni Muslim Gulf Arab monarchies has strongly supported the uprising against the Iranian-backed Assad.

Unrest may spread across Europe, warns Red Cross chief

Rocketing unemployment and poverty in some areas of Europe could lead to rising civil unrest, unless governments take measures to address the humanitarian consequences of austerity measures, the secretary-general of the International Federation of Red Cross and Red Crescent Societies (IFRC) has warned.
Bekele Geleta’s caution comes as police battle with rioters in Stockholm, where high unemployment and social deprivation in migrant communities have been blamed for a week of violence.
As Europe continues to grapple with the financial crisis, the situation for many young people is dire. More than half of under-25s are out of work in Greece and Spain. In some areas of Greece, that figure has hit 75 per cent, while in Portugal youth unemployment soared from around 30 per cent two years ago to 43 per cent now.
“If the number does not start being affected and start coming down, the more uneasy people become,” Mr Geleta told The Independent. “I don’t rule out social exclusion, tensions, uneasiness and unrest, because if people don’t have anything to do, and if people don’t see anything in the future, there is mental agitation, there is political agitation.”
Europe is experiencing its biggest depression since the end of the Second World War, with the number of people receiving food aid from the IFRC nearly doubling from 2.3 million in 2009 to 4.1 million today. Twelve per cent of Europe’s workforce is out of a job, while EU figures show that 120 million people – nearly a quarter of the bloc’s population – are at risk of poverty and social exclusion.
“The figures are not going down, said Mr Geleta. “So we are worried, and we would like to warn governments this could be a serious concern.”
Mr Geleta’s comments come amid debate over the true cost of the austerity programmes foisted upon struggling nations by the European Union and International Monetary Fund, in exchange for bailout cash. While proponents argue that the cuts are the only way to get economies back on track, many politicians, activists and economists believe austerity is causing unacceptable levels of hardship while failing to kick-start growth.
In Greece, deep cuts to healthcare and social budgets have led to a resurgence of diseases such as malaria, while the number of suicides increased 26 per cent between 2011 and 2012. Homelessness in Spain is soaring, while in Bulgaria six people have self-immolated to protest against economic hardship.
While Mr Geleta said it was “important not to be divided on the best considered action” for hauling countries out of economic turmoil, he said governments must be willing to deal with the consequences of their policies. “We know that austerity measures will have humanitarian consequences: how we handle this is the issue, that is what worries us.”
He said he would like to see more government investment, as well as funding for the most vulnerable in society.
Asked whether events such as the riots in Sweden could be repeated elsewhere, Mr Gelata said it was impossible to predict. “You can’t rule out anything,” he said.

In another verbal assault on net neutrality, Obama is now warning that both recent and future acts of terrorism stem from the accessibility of information on the internet.

Warning that ‘internet materials’ are fueling domestic terror threats and actually causing people to go out and commit mass acts of terrorism, Obama is once again following in the footsteps of his fellow control freak associates in assaulting the openness of the internet that is now a hot spring for alternative news amid the frozen depths of the mainstream media.
In the speech, Obama said:
“Today, a person can consume hateful propaganda, commit themselves to a violent agenda and learn how to kill without leaving their home.”
The simple reality is that the internet is the largest threat to corrupt government officials. It’s how we managed to break open the entire IRS scandal that has blown up in Obama’s face and led to calls for criminal action against top officials responsible for targeting Constitution-based groups with phony financial assaults. It’s also how we know about the truth surrounding Benghazi and what went down there. An event that has also generated serious awareness and even calls for impeachment.

So it should come as no surprise to find that Obama and others want the internet to be not only monitored by the government, but regulated as well. By using the ever-looming threat of domestic terrorism, it is simple to trace back extremists to certain internet sites that can be used as catalysts to enact legislation that endangers and annihilates internet freedom. Specifically, people like myself and others can be targeted in these crackdowns in order to give alternative news sources a bad name.
Obama’s latest speech is similar to his previous, in which he warns against those who question what he calls our ‘brave’ new government and warn of tyranny and corruption within it. The bottom line is that Obama is setting the stage here, as he has been for quite a while along with others, for an informational crusade against websites and blogs that dare to criticize government. Already labeled as ‘conspiracy’ and ‘extremist’ websites for even asking the simplest questions of government, the fight against net neutrality and alternative news sources is about to be taken to a whole new level.
