NYC Mayor Bloomberg endorses Fenty

New York Mayor Michael R. Bloomberg endorsed Mayor Adrian M. Fenty (D) in his reelection Tuesday, saying the District is "more accountable, more transparent, more effective" under the young mayor.
Bloomberg, who has had a major influence on Fenty over the past four years, appeared to base a brief endorsement speech from the talking points of Fenty's campaign.
Phrasing was familiar: Fenty has made "tough, smart decisions" and he "gets the job done."
"I think Washington, D.C., is really lucky to have him," Bloomberg said at a news conference at the cavernous Carmine's restaurant in Penn Quarter.
Fenty said the endorsement "brings my political career full circle." He said he turned to Bloomberg and New York for inspiration for the District's smoking ban, community policing and improved sanitation services.
"All of those were things that we talked about when we were running for mayor...and implemented," Fenty said. "We literally stole the whole 311 system from New York."
The endorsement comes 28 days before the Sept.14 primary, which pits Fenty against chief rival Council Chairman Vincent C. Gray. Political observers say Gray, the lesser known candidate months ago, has been gaining momentum.

Not to be naive, but this is actually confusing as to how a Bloomberg endorsement even matters. Say it on every news channel, and now in print. Bloomberg does not live in DC and the cities have no relationship as bordering jurisdictions to pass any form of judgement on the quality of leadership in DC. The only relationship is this alleged school reform approach that has no proof of working in either city. (this is yet another example of why the school reform program does not pass my smell test.)

It just means that Fenty is welcome in NYC when January rolls around and he's looking for a job. Maybe Gray will get the Count of Transylvania to endorse him since that's the only likely place for him after he loses.

@cbmuzik: Bloomberg doesn't have a vote in local politics much less a "passcard" for his protege' for another term in office.
Bloomberg isn't as popular in his own city these days.
What Bloomberg does have Fenty doesn't...A billion dollar personal bank account.
Money cannot buy you a mayoral election in the District. Ask Linda Cropp.

It seems that the fenty team has stolen a number of things during his rein. The education plan from north carolina, millions of dollars worth of contracts given to frat brothers courtesy of dc taxpayers, and former mayor williams development projects across the city.

I don't think any endorsement would make a difference with me. The 311 idea was taken from Bloomberg? If so, then we have Bloomberg to blame for the decline in the city's call center operations. With 727-1000, the operators picked up the phone on the first ring, were polite, and handled every problem without directing you to another agency. With 311, the phone is often asnwered by a machine, the call takers are often grumpy, and you get bounced around from city agency to city agency to get your problem solved. I can see a steep decline in customer service since the arrival of the Fenty administration.

I am sure there are more important matters in NYC for Mayor Bloomberg to deal with such as police corruption the Big Apple. As a native Washingtonian and lifetime democratic party member. This has been the worse mayor in the city history. The administration with numerous transparency and accountability issues. Drug dealers such as Moten etal running our city as well as recieving 400,000.00 grants. We can do much better. Mayor Bloomberg need to stay in NYC and out of the affairs of the District of Columbia.

Fenty said the endorsement "brings my political career full circle".
I guess a reall full circle would be when Fenty loses and becomes a private citizen again.
This is a nice one day plug for Fenty, and congrats to his PR team. But as Vincent Gray said, "I concede the Manhattan Vote to Fenty".
It will be nice if Fenty doesn't win a second term if Bloomberg invites him to vacation in one of his many homes and flys him there for free. Who knows maybe that has happened already with their both being so secretive about where they go.
Anyway I hope they at least all had a nice lunch at Carmines.

What does Fenty get out of a Bloomberg endorsement? Lets see.
How many people do you think Bloomberg can get to give 2K. A hundred. Two Hundred? If there was a hundred people that is 200K. SO somewhere between 100K and 400K depending on how long Bloomberg wanted to stay on the phone.
The mayor of Wall Street matters.
He can't get you votes. But he can help you get your votes to the polls. How many buses can you run with a budget of 200K?
Don't always follow the corny Gray campaign logic. No, they don't want the New York votes. But, they would have been happy as pie to collect that NY money.
Money can't buy you love. But it definately will fill the gas tank.

What it REALLY says to DC residents is simply this:
That a Republican Mayor, of a city four hours away, knows that Fenty has copied some of his style, and agrees with what he has heard.
Given that Bloomburg pays for his own travel, even when representing his City, pays for his own police whenever they travel, and is a finacial wizard, what I would REALLY be interested in hearing are his thoughts on how Fenty has handled his travel (Dubai trip/Dem Convention trip) and how he has passed out Millions of dollars to Ron Moten without invoices and feels that he doesnt need them to give out MORE money. Then he could tell us what he thinks about the contracts to Sinclair/Omar/Lomax and their qualifications to win those contracts.
Since we are supposed to be impressed with what Bloomberg thinks, why didn’t you all ask him about the issues the citizens of DC have with Fenty. Maybe he could have explained Fentys actions in a way that would change our minds about him. Other than that, he really didn’t help Fenty at all.

Even if President Obama (whom I fully support) endorsed Fenty, he still won't get my vote. Who in DC really cares what Bloomberg has to say?!

What exactly could Mr. Bloomberg say to me, a parent of an two African-American males when his states has the lowest graduation rate of any jurisdiction for African-American males. I would tell him to fix the hole in his gaping hole in his OWN sates educational practices before you can come stumping for anyone, especially Mr. Fenty, who by his own actions would much rather fill our young males head with empty go-go tunes of broken English and backwards grammar and phonetics.
More importantly for me is the fact that in Mayor Bloomberg's city his Public Education System’s graduation rate of only 25 percent for Black male students is the lowest of any state. New York City, the district with the nation’s highest enrollment of Black students and many accolades for reform, only graduates 28 percent of its Black male students on time.

so yes fenty copied some of bloombergs "style" if we can call it that bu t i wonder who else has fenty copied style from
fenty is a young man who cant do a mayors job by himself he probably has a whole rack of people tellin him what to do and he takes all the credit so he can make himself look good (shake my head)

What the Bloomberg endorsement says is that DC (especially the work of Fenty & Rhee) is respected nationally at being at the forefront of municipal government and education reform, even if many DC residents don't recognize or acknowledge it. There is precedent for this. People complained about Williams while the rest of the region & nation celebrated him as a leader. Not too long ago, DC had a mayor who was a joke and made the city a national laughing stock, but DC voters elected him anyway. One day my fellow citizens will recognize progress and not get caught up in the old rhetoric and political games.

First of all, Who cares who Bloomberg endorses?
Second of all, he thinks DC gov. is more transparent? He must be smoking the same stuff Fenty is if he really believes that.
Third, school reform in NYC--which Michelle Rhee has copied in DC--has FAILED MISERABLY as it is failing miserably here in DC. (Note decline in elementary test scores this spring. Elementary schools have historically RISEN, not declined.)
Give it up Fenty. This was not a feather in your cap. It was a move of desperation for a man who has a snowball's chance in hell of being re-elected mayor of DC.
I don't think Gray is a panacea but he's definitely better than what we currently have.

The outgoing director of the National Security Agency lashed out at media organizations reporting on Edward Snowden’s surveillance revelations, suggesting that British authorities were right to detain David Miranda on terrorism charges and that reporters lack the ability to properly analyze the NSA’s broad surveillance powers.
General Keith Alexander, who has furiously denounced the Snowden revelations, said at a Tuesday cybersecurity panel that unspecified “headway” on what he termed “media leaks” was forthcoming in the next several weeks, possibly to include “media leaks legislation.”
In perhaps his most expansive remarks to date since Miranda – the partner of former Guardian journalist Glenn Greenwald – was detained for nine hours at Heathrow airport last summer, Alexander noted that a panel of UK judges found Miranda’s detention to be legal.
“Recently, what came out with the justices in the United Kingdom … they looked at what happened on Miranda and other things, and they said it’s interesting: journalists have no standing when it comes to national security issues. They don’t know how to weigh the fact of what they’re giving out and saying, is it in the nation’s interest to divulge this,” Alexander said.
“And I just put that on the table because that’s a key issue that we as a nation [are] going to face. My personal opinion: these leaks have caused grave, significant and irreversible damage to our nation and to our allies. It will take us years to recover,” he said.
Miranda was held for the maximum amount of time allowable under schedule 7 of the UK’s Terrorism Act 2000. The Guardian paid for Miranda’s trip from his Rio de Janeiro home to Berlin, during which he met with filmmaker Laura Poitras, one of the recipients of Snowden’s leaks. Miranda carried with him encrypted files that included thousands of classified UK surveillance documents that came from Snowden, in order to facilitate journalism about the source material.
Although the statute cited to detain Miranda concerns terrorism – with which UK officials have never suspected Miranda of involvement – a panel of three UK judges last month quashed a legal challenge to his detention.
Lord Justice Laws, a member of the panel, found that the objective of Miranda’s detention “was not only legitimate but very pressing,” a decision criticized by press-freedom advocates in the UK and beyond.
Alexander said he would be at the White House on Tuesday to discuss proposed changes to the NSA’s mass collection of US phone records, less than a week after he seemed to soften his opposition to the NSA acquiring only metadata related to terrorism.
The general, who is due to retire in the next several weeks, said that the furore over Snowden’s surveillance revelations – which he referred to only as “media leaks” – was complicating his ability to get congressional support for a bill that would permit the NSA and the military Cyber Command he also helms to secretly communicate with private entities like banks about online data intrusions and attacks.
“We’ve got to handle media leaks first,” Alexander said.
“I think we are going to make headway over the next few weeks on media leaks. I am an optimist. I think if we make the right steps on the media leaks legislation, then cyber legislation will be a lot easier,” Alexander said.
The NSA’s public affairs office told the Guardian on Wednesday that Alexander was using “media leaks legislation” to mean the range of legislative options to restructure the bulk collection of domestic phone call data.
Alexander has previously mused about “stopping” journalism related to the Snowden revelations.
“We ought to come up with a way of stopping it. I don’t know how to do that. That’s more of the courts and the policymakers but, from my perspective, it’s wrong to allow this to go on,” he told an official Defense Department blog in October.
While Attorney General Eric Holder said last year that he had no plans to pursue charges against Greenwald, pro-NSA officials have recently taken to using loaded legal language when referring to the journalists reporting on the Snowden documents.
James Clapper, the director of national intelligence, called on Snowden and unnamed “accomplices” to return the surveillance documents cache during congressional testimony in January. The chairman of the House intelligence committee, Mike Rogers of Michigan, called Greenwald a “thief” last month.
Like other NSA officials and their allies over the past several months, Alexander has become more visible to the public, part of the NSA’s push to regain control of the public narrative as the Obama administration and members of Congress debate the future scope of the NSA’s powers.
In an October interview with the New York Times, Alexander said: “I do feel it’s important to have a public, transparent discussion on cyber so that the American people know what’s going on.”
But staff at Georgetown University, which sponsored the Tuesday cybersecurity forum, took the microphone away from a Guardian reporter who attempted to ask Alexander if the NSA had missed the signs of Russia’s invasion and occupation of Ukraine, which appeared to take Obama administration policymakers by surprise.
Although the event was open to reporters, journalists were abruptly told following the NSA director’s remarks that they were not permitted to ask questions of Alexander, who did not field the Ukraine question. Following the event, security staff closed a stairwell gate on journalists who attempted to ask Alexander questions on his way out.

An editorial from a great secular newspaper in 2010? No: It’s a speech of May 28, 1937, by Joseph Goebbels (1897-1945), Minister of Propaganda for the Third Reich. This speech, which had a large international echo, was the apex of a campaign launched by the Nazi regime to discredit the Catholic Church by involving it in a scandal of pedophile priests.

Two hundred and seventy-six religious and forty-nine diocesan priests were arrested in 1937. The arrests took place in all the German dioceses, in order to keep the scandals on the front pages of the newspapers.
On March 10, 1937, with the encyclical Mit brennender Sorge, Pope Pius XI (1857-1939) condemned the Nazi ideology. At the end of the same month, the Nazi Ministry of Propaganda headed by Goebbels launched a campaign against the sexual abuses of priests. The design and administration of this campaign are known to historians thanks to documents which tell a story worthy of the best spy novels.
In 1937, the head of the counter-espionage service of the German military was Admiral Wilhelm Canaris (1887-1945). He became gradually anti-Nazi, and at the time was maturing the convictions which led him to organize the failed assassination attempt against Hitler in 1944, following which he was hanged in 1945. Canaris disapproved of Goebbels’ maneuver against the Church, and instructed a Catholic lawyer named Josef Müller (1878-1979) to carry to Rome a series of highly secret documents on the subject.
In different phases, Müller – before he was arrested and sent to the Dachau extermination camp, where he survived, and later became the post-war Minister of Justice in Bavaria – carried the secret documents to Pius XII (1876-1958), who asked the Society of Jesus to study them.
With the approval of the Secretary of State, the study of the Nazi plot against the Church was entrusted to the German Jesuit Walter Mariaux (1894-1963), who had inspired an anti-Nazi organization in Germany called “Pauluskreis.”
He was later prudently sent as a missionary in Brazil and in Argentina. There, as leader of the Marian Congregation, he exercised his influence over an entire generation of lay Catholics, among whom was the noted Brazilian Catholic thinker Plinio Corrêa de Oliveira (1908-1995), who attended his group in São Paulo.

In 1940, in London in English and in Argentina in Spanish, Mariaux published two volumes on anti-Catholic persecution by the Third Reich under the pseudonym “Testis Fidelis.” They contained over seven hundred pages of documents with comments, which aroused great emotion in the entire world.
The expression “moral panic” was only coined by sociologists in the 1970s to identify a social alarm created as a kind of art, accomplished by amplifying real facts and exaggerating their numbers through statistical folklore, as well as “discovering” and presenting as “new” events which in reality are already known and which date to the past. There are real events at the base of the panic, but their number is systematically distorted.
Even without the benefit of modern sociology, Goebbels responded to the encyclical Mit brennender Sorge in 1937 with a textbook case of the creation of a moral panic.
As always in moral panics, the facts are not totally invented.
Prior to the encyclical there were some cases in Germany of abuse of minors.
Mariaux himself considered a religious in the school of Bad Reichenall guilty, as well as a lay teacher, a gardener and a janitor, who were condemned in 1936, although he believed that the sanction imposed by the Ministry of Public Instruction in Bavaria – revoking the authorization to run scholastic institutes of four religious orders – to be entirely disproportionate, and he linked it to the desire of the regime to undercut Catholic schools.
Also in the case of the Franciscans of Waldbreitbach, in Rhineland, Mariaux was open to the hypothesis that the accused were guilty, although later historians have not excluded the possibility that they were framed by the Nazis.
The cases, which were few, but real, produced a very strong reaction from the episcopate. On June 2, 1936, the Bishop of Münster – Blessed Clemens August von Galen (1878-1946), who was the soul of Catholic resistance to Nazism, and who was beatified in 2005 by Benedict XVI – had a declaration read at all the Sunday Masses in which he expressed “pain and sadness” for these “abominable crimes” that “cover our Holy Church with ignominy.”
On August 20, 1936, after the events at Waldbreitbach, the German episcopate published a joint pastoral letter in which they “several condemned” those responsible and underlined the cooperation of the Church with the tribunals of the state.
By the end of 1936, the severe measures taken by the German bishops in reaction to these very few cases, some of which were doubtful, seemed to have resolved the real problems. Submissively, the bishops also pointed out that among teachers in the state schools and in the very youth organization of the regime, the Hitler Youth, the cases of condemnations for sexual abuses were much more numerous than among the Catholic clergy.
It was the anti-Nazi encyclical of Pius XI that led to the great campaign of 1937. Mariaux proved it publishing highly detailed instructions sent by Goebbels to the Gestapo, the political police of the Third Reich, and above all to journalists, just a few days after the publication of Mit brennender Sorge, inviting them to “reopen” the cases from 1936 and also older cases, constantly recalling them to public opinion. Virtually all of them ended up in extermination camps, where many died.

Blythe Masters, a top JPMorgan Chase executive,  and known on Wall Street as a pioneer of a complicated financial product that played a starring role in the 2008 financial crisis, is leaving the bank, the latest prominent departure from the nation’s largest bank.
Ms. Masters, who headed JPMorgan’s commodities business and spent almost three decades at the bank, intends to take time off to mull “future opportunities,” according to an internal memo on Wednesday.
The announcement on Wednesday comes on the heels of another loss for JPMorgan. Last week, Michael Cavanagh, a top lieutenant to the bank’s chief executive, Jamie Dimon, said he would leave the bank for private equity firm, Carlyle.

Before she leaves, Ms. Masters will spend the next few months assisting as JPMorgan completes the sale of its physical commodities business.
Wall Street banks have been seeking to exit from trading physical commodities in the wake of regulations that rein in banks’ abilities to trade for their own accounts.   Last month, JPMorgan announced that it had agreed to sell its physical commodities trading unit for $3.5 billion in cash to the Swiss trading firm Mercuria Energy Group.
Ms. Masters had faced  scrutiny from the nation’s top energy regulator, the Federal Energy Regulatory Commission, which accused JPMorgan last year of manipulating California energy markets. Investigators with the agency had pushed the commission to pursue an action against both JPMorgan and Ms. Masters, arguing that the executive made “false and misleading statements” under oath.
JPMorgan, which vociferously disputed that claim, struck a $410 million pact with the regulator in July. The bank did not admit or deny the accusations of market manipulation, and the regulator never charged Ms. Masters or JPMorgan.
In the 1990s, Ms. Masters was part of the JPMorgan team that developed credit default swaps, a derivative that played a role in the 2008 financial crisis.
In the memo announcing her departure, Daniel Pinto, who heads JPMorgan’s corporate and investment bank, along with Mr. Dimon, noted that Ms. Masters intended to “take some well-deserved time off.”
Ms. Masters, who grew up in Kent, England, and enjoyed horseback riding, seldom took a break, especially during her early years in the bank’s London’s office, where she would work through the summers.
Her toil paid off, though. Ms. Masters became a managing director at 28, which at the time made her the youngest woman in JPMorgan’s history to ascend to that spot.
During her tenure at JPMorgan, Ms. Masters was largely credited with helping to build the bank’s commodities business. Since joining the firm in 1991, she has held a number of roles, including chief financial officer of the investment bank from 2004 to 2007.
In her latest role as head of the bank’s commodities business, Ms. Masters has been working on the sale of the unit. Last summer, JPMorgan announced its intention to sell the business. At the time, the bank met with other potential buyers, including Macquarie.
Still, JPMorgan was in advanced discussions last month with Mercuria, which was founded by two former traders from Goldman Sachs. Within the bank, as the sale was progressing, it remained uncertain whether Ms. Masters would depart with her team.
That question was put to rest on Wednesday. In the memo announcing her departure, Mr. Pinto and Mr. Dimon applauded Ms. Masters, noting she “has been a role model to many within the firm as well, spending a significant amount of her time on issues related to diversity, inclusion and philanthropy.”

After a remarkable 27-year career at J.P. Morgan, Blythe Masters, head of the Global Commodities Group and CIB Regulatory Affairs, has informed us of her intention to leave the firm, take some well-deserved time off and consider future opportunities. Blythe began her career with J.P. Morgan in 1987, when she joined the firm as an intern. Since then, she has held a number of important positions within the firm, including head of North American ABS and Global Structured Credit Products, head of Global Credit Portfolio and Chief Financial Officer of the Investment Bank. In 2007, Blythe was appointed to global head of Commodities and built the business into the industry-leading franchise it is today. Along with her commodities business responsibilities, she has also led the CIB’s response to the changing regulatory environment, helping us plan for new requirements across our entities.
Blythe has been a role model to many within the firm as well, spending a significant amount of her time on issues related to diversity, inclusion and philanthropy. She has been an advocate for PRIDE, J.P. Morgan’s LGBT business resource group; the CIB’s Black Leadership Forum; the Susan G. Komen Race for the Cure and Breast Cancer Research Foundation; and has served as a mentor to many people throughout our organization. She has also been a visible leader for the financial industry, as chair of the Global Financial Markets Association (GFMA) and, earlier, chair of the Securities Industry Financial Markets Association (SIFMA).

Vitter, Sessions Question EPA Air Regulation Rule Over Human Testing

Senator David Vitter (R-La.), top Republican on the Environment and Public Works Committee, and fellow Committee member Senator Jeff Sessions (R-Ala.) in a letter today urged the Environmental Protection Agency (EPA) to review the science behind an economically significant new rule tightening the national ambient air quality standards for fine particulate matter (PM2.5) and to hold off on implementation and enforcement. "Maybe the biggest reason to slow down the new rule is that the EPA is talking out of both sides of their mouth. On one side exposure to it is deadly, and on the other they say human exposure studies are not harmful," said Vitter. "It's alarming how the EPA is purposefully and blatantly ignoring an ongoing investigation of the legality and therefore scientific legitimacy of the use of human testing. This is another example of the EPA continuing to pick and choose scientific ‘facts' to support their overreaching agenda."
The exposure of human test subjects to diesel exhaust emissions and concentrated airborne particles may have been done without using required protocols and proper consent. In the letter, the Senators noted their concern over EPA's finalizing the PM2.5 rule without the Agency using the "best available science," in addition to ignoring an ongoing EPA Office of Inspector General investigation into whether EPA properly followed applicable laws and procedures in its testing programs.

Dear Administrator Jackson:
On December 14, 2012, the Environmental Protection Agency (EPA) announced a new rule tightening the national ambient air quality standards (NAAQS) for fine particulate matter (PM2.5). This is an economically significant regulation, and it is imperative that all federal rules and resulting costs are based on the best science, particularly during this time of slow economic recovery.
We believe there are serious questions that must be addressed before the new PM2.5 NAAQS should be implemented. For instance, we are concerned that EPA proceeded with finalization of these standards notwithstanding an ongoing federal investigation into the underlying science. As you are aware, on October 22, 2012, the EPA Office of Inspector General (OIG) announced that an investigation was underway to determine "whether EPA, as part of its research, followed applicable laws, regulations, policies, procedures, and guidance when it exposed human subjects to diesel exhaust emissions or concentrated airborne particles." EPA apparently conducted or oversaw (or contracted with other entities that have engaged in) human testing programs in an effort to study the impacts of PM2.5 on humans. As part of these experiments, the human subjects were required to sign a waiver that expressly stated that PM2.5 does not pose a serious health risk, even though EPA now contends in its final rule that PM2.5 exposure is deadly.
It is our understanding that the ongoing OIG investigation relates to data relied upon by EPA in its final PM2.5 rule. On page 69 of the final rule, EPA states, "As was true in the last two reviews, evidence from epidemiological, controlled human exposure and animal toxicological studies played a key role in the Integrated Science Assessment's evaluation of the scientific evidence." In other words, it appears that the human clinical studies being investigated by the OIG played a role in the analysis supporting EPA's determination.
Indeed, EPA's own standards for human testing require "the most up-to-date science and the highest ethical standards."[1] To the extent the relevant human exposure studies are determined by the OIG to have deviated from EPA protocol or were otherwise conducted in an improper or unlawful manner, the data cannot be relied upon for regulatory purposes as the "best available science," and it would seem equally clear that the PM2.5 rulemaking would need to be revisited. Notwithstanding the ongoing OIG investigation, EPA and the White House Office of Management & Budget rushed to finalize the new PM2.5 rule after the election without awaiting the OIG's determination.
It is a concern that EPA would assert in the rulemaking process that PM2.5 exposure is deadly while simultaneously asserting in the waivers signed by participants in EPA human exposure studies that these exposures are not harmful. Furthermore, there are valid questions about the quality or usefulness of the exposure studies actually relied upon by EPA. For instance, EPA states on page 282 of the final rule that "the most useful evidence for ... evaluating the distribution of health event data and the corresponding long-term mean PM2.5 concentrations" are short-term exposure studies like Zanobetti and Schwartz (2009) and Bell et al. (2008). However, neither of these studies uses mortality and air quality data more recent than 2005. Moreover, both studies rely upon a limited set of cities and counties, which were selected for unknown reasons. It appears that EPA has so far refused to use more contemporaneous and exhaustive data. For instance, we have recently learned that the California Department of Health has prepared death certificate data for the entire state for the period 1999-2010, and the 2011 mortality data is expected to be available very soon. EPA could, if it desired a comprehensive analysis of recent air quality data for PM2.5, evaluate this California data to determine what relationship, if any, exists between PM2.5 and short-term mortality.
In light of these concerns, we respectfully request a written response from EPA detailing the agency's position with respect to the issues discussed above. We would also urge EPA to hold in abeyance implementation and enforcement of the new PM2.5 NAAQS until:
1. Completion of the OIG investigation and verification by the OIG that these studies complied fully with all applicable laws, regulations, and standards; and
2. Completion of a review of available data current through 2011, including a statistically- and scientifically-sound analysis of recent PM2.5 data for California in comparison to California death certificate analysis.
Air quality is significantly improving in the United States without this costly new regulation; in fact, PM2.5 levels have dropped dramatically over the past decade and good data suggests that this favorable trend will continue without EPA's new PM2.5 standard. Accordingly, we believe there would be no detrimental impact to public health and the environment as a result of granting this request.

VENEZUELA ISSUES ID CARDS TO CURTAIL FOOD HOARDING

CARACAS, Venezuela (AP) — Battling food shortages, the government is rolling out a new ID system that is either a grocery loyalty card with extra muscle or the most dramatic step yet toward rationing in Venezuela, depending on who is describing it.
President Nicolas Maduro's administration says the cards to track families' purchases will foil people who stock up on groceries at subsidized prices and then illegally resell them for several times the amount. Critics say it's another sign the oil-rich Venezuelan economy is headed toward Cuba-style dysfunction.
Registration began Tuesday at more than 100 government-run supermarkets across the country. Working-class shoppers who sometimes endure hours-long lines at government-run stores to buy groceries at steeply reduced prices are welcoming the plan.
"The rich people have things all hoarded away, and they pull the strings," said Juan Rodriguez, who waited two hours to enter the government-run Abastos Bicentenario supermarket near downtown Caracas on Monday, and then waited another three hours to check out.
Rigid currency controls and a shortage of U.S. dollars make it increasingly difficult for Venezuelans to find imported basic products like milk, flour, toilet paper and cooking oil. Price controls don't help either, with producers complaining that some goods are priced too low to make a profit and justify production.
As of January, more than a quarter of basic staples were out of stock in Venezuelan stores, according to the central bank's scarcity index. The shortages are among the problems cited by Maduro's opponents who have been staging protests since mid-February.
Checkout workers at Abastos Bicentenario were taking down customers' cellphone numbers Monday, to ensure they couldn't return for eight days. Shoppers said employees also banned purchases by minors, to stop parents from using their children to engage in hoarding, which the government calls "nervous buying."
Rodriguez supports both measures.
"People who go shopping every day hurt us all," he said, drawing approving nods from the friends he made over the course of his afternoon slowly snaking through the aisles with his oversized cart.
Reflecting Maduro's increasingly militarized discourse against opponents he accuses of waging "economic war," the government is calling the new program the "system of secure supply."
Patrons will register with their fingerprints, and the new ID card will be linked to a computer system that monitors purchases. On Tuesday, Food Minister Felix Osorio said the process was off to a smooth start. He says the system will sound an alarm when it detects suspicious purchasing patterns, barring people from buying the same goods every day. But he also says the cards will be voluntary, with incentives like discounts and entry into raffles for homes and cars.
Expressionless men with rifles patrolled the warehouse-size supermarket Monday as shoppers hurried by, focusing on grabbing meat and pantry items before they were gone. Long shelves that should have been heaped with rice and coffee instead displayed six brands of ketchup. There was plenty of frozen beef selling for 22.64 bolivars a kilogram — $3.59 at the official exchange rate, or 32 cents at the black market rate increasingly used in pricing goods.
A local consumer watchdog, the National User and Consumer Alliance, invokes the specter of Cuba's struggling economy and calls the ID program rationing by another name. It predicts all Venezuelans without cards will soon be barred from shopping at state supermarkets.
After five decades of rationing basic goods for Cubans, President Raul Castro's communist government is phasing out subsidized foodstuffs as it opens the island's economy to private enterprise. Cubans most dependent on the rationed goods say that in recent years their monthly quotas provided only enough food for a couple of weeks.
Until now, Venezuela's restrictions on purchases have been toughest in its cities on the border with Colombia. Venezuelans can make a killing by buying goods at below-market prices and smuggling them into Colombia for sale at much higher prices.
Defenders of Venezuela's socialist government say price controls imposed by the late President Hugo Chavez help poor people lead more dignified lives, and the United Nations has recognized Venezuela's success in eradicating hunger.
Complaints aren't heard in the long lines at government supermarkets. One young mother shielded her eyes against the afternoon sun as she approached a cashier with sugar, flour and Frosted Flakes cereal. She arrived at 10 a.m., but didn't blame the government or its opponents for the long wait.
"I don't know if it's worth it, but when my children are crying what else can you do," said the woman, who declined to provide her name as an armed National Guardsmen watched her at the checkout line.
She planned another five-hour run to another supermarket Tuesday to get everything out of stock at the downtown store.
