Commandant Of Marine Corps: Sequestration Will Impact Marines Readiness In Long & Short Term


marineBkg-144088_462x306Four-star General in the United States Marine Corps and the 35th and current Commandant of the Marine Corps James F. Amos has sent out a letter, dated March 2, 2013, to all Marines informing them of the Obama administration’s plan to use the sequester to cut roughly $1.4 billion dollars to the United States Marine Corps for the remainder of the fiscal year and roughly $2 billion each year following.
Amos testified before Congress last month and said that cuts of this magnitude, due to their timing and methodology, will significantly impact Marine Corps readiness, both short and long term.

Amos spoke of the “special role” the Marine Corps play in the protection of the United States and referred to them as “America’s Crisis Response Force” and the Nation’s “911 Force.” Hooah! Amos also stated, “We have a statutory responsibility to be the most ready when the Nation is least ready.”
The General then said that all would be done to “preserve the readiness of our Marines engaged in combat” and that they would continue “deploying units fully manned, trained and equipped.” Troops preparing to deploy will also have the “resources and training necessary for their next mission.”
However, this preparation will not come without sacrifices. In adjusting to the cuts from sequestration, Amos writes, “I am very concerned about the impact of such cutbacks on our active duty and reserve Marines, our civilian Marines, and our Marine families.”
He then encouraged Marines and their families writing:
“While we are working hard to balance our myriad requirements, I want each of you to know that keeping faith with you and your families is a top priority of mine – I consider this a sacred responsibility.”
“We are already a lean and frugal Service, thus every reduction that we make from this point forward will cut into bone – we are beyond muscle,” Amos writes.
In closing General Amos exhorts Marines to keep their focus on the mission as they work their way through a future filled with uncertainties. He thanked the troops and their families for the sacrifices they make everyday on behalf of the Nation and the Corps.
Indeed, it is a shame that there is not more of a reduction in welfare programs and wasteful spending in the Federal government rather than cutting out defense spending. I have let it be known that I don’t think we should be involved in unconstitutional wars or empire and nation building. However, to continue to feed the beast of the welfare state which takes the money and lives off the blood, sweat and tears of others, using it for porn, strippers, alcohol and all sorts of other non-essentials, as men and women in our military sacrifice, just doesn’t seem right, does it?
The Sequestration Transparency Act of 2012 (STA) (P.L. 112-155) requires the President to submit to Congress a report on the potential sequestration triggered by the failure of the Joint Select Committee on De cit Reduction to propose, and Congress to enact, a plan to reduce the de cit by $1.2 trillion, as required by the Budget Control Act of 2011 (BCA). Here’s the report with the reductions laid out specifically, all 394 pages for fiscal year 2013.
While the cuts are, again, cuts to projected spending, remember that in the end our debt will continue to increase by another $2.6 trillion over the next ten years and do you know who we have to thank for that? That’s right, Barack Obama, because he is the mastermind behind sequestration and the biggest part of spending by the Federal government over the next ten years and beyond will be due to the Affordable Care Act, aka Obamacare.

The Year in Hate and Extremism

Capping four years of explosive growth sparked by the election of America’s first black president and anger over the economy, the number of conspiracy-minded antigovernment “Patriot” groups reached an all-time high of 1,360 in 2012, while the number of hard-core hate groups remained above 1,000. As President Obama enters his second term with an agenda of gun control and immigration reform, the rage on the right is likely to intensify.
The furious reaction to the Obama administration’s gun control proposals is reminiscent of the anger that greeted the passage of the 1993 Brady Bill and the 1994 ban on assault weapons supported by another relatively liberal Democrat — Bill Clinton. The passage of those bills, along with what was seen by the right as the federal government’s violent suppression of political dissidents at Waco, Texas, and Ruby Ridge, Idaho, in the early 1990s, led to the first wave of the Patriot movement that burst into public consciousness with the 1995 Oklahoma City bombing. The number of Patriot groups in that era peaked in 1996 at 858, more than 500 groups fewer than the number active in 2012.
For many, the election of America’s first black president symbolizes the country’s changing demographics, with the loss of its white majority predicted by 2043. (In 2011, for the first time, non-white births outnumbered the births of white children.) But the backlash to that trend predates Obama’s presidency by many years. Between 2000 and 2010, the number of hate groups rose from 602 to more than 1,000, where the count remains today. Now that comprehensive immigration reform is poised to legitimize and potentially accelerate the country’s demographic change, the backlash to that change may accelerate as well.
While the number of hate groups remained essentially unchanged last year — going from 1,018 in 2011 to 1,007 in 2012 — the Southern Poverty Law Center (SPLC) count of 1,360 Patriot groups in 2012 was up about 7% from the 1,274 active in 2011. And that was only the latest growth spurt in the Patriot movement, which generally believes that the federal government is conspiring to take Americans’ guns and destroy their liberties as it paves the way for a global “one-world government.” From a mere 149 organizations in 2008, the number of Patriot groups shot up to 512 in 2009, jumped again to 824 in 2010, and then skyrocketed to 1,274 in 2011 before hitting their all-time high last year.
Now, in the wake of the mass murder of 26 children and adults at a Connecticut school and the Obama-led gun control efforts that followed, it seems likely that that growth will pick up speed once again.
The Hysteria Mounts
Even before the Dec. 14 shootings at Sandy Hook Elementary School, gun and ammunition sales shot up in the wake of the re-election of the country’s first black president, the result of shrill conspiracy theories about Obama’s secret plans to confiscate Americans’ guns. When the killings actually did spark gun control efforts that clearly had not been in the Obama administration’s plans, the reaction on the political right was so harsh that it seemed to border on hysteria.
Sen. Rand Paul (R-Ky.) proposed a law that would nullify any executive gun control actions by Obama, accusing the president of having a “king complex.” U.S. Rep. Trey Radel (R-Fla.) said the president could be impeached for those actions. State lawmakers in Arizona, Mississippi, South Carolina and Tennessee proposed laws that sought to prevent federal gun control from applying to their states.
Richard Mack, a former Arizona sheriff who sued the Clinton administration over the Brady Bill’s imposition of background checks on gun buyers, claimed that of 200 sheriffs he’d met with, most “have said they would lay down their lives first rather than allow any more federal control.” Matt Barber of the anti-gay Liberty Counsel said he feared that the nation, which he described as already on the brink of civil unrest, was headed for “a second civil war.” “Freedom ends. Tyranny begins,” tweeted Fox News Radio host Todd Starnes. “Get ready,” TeaParty.org said. “Right now government gun grabbing plans are being covertly organized.”
“MARTIAL LAW IN THE UNITED STATES IS NOW A VERY REAL POSSIBILITY!” added the ConservativeDaily.com’s Tony Adkins, responding to Obama’s use of executive orders to further gun control with a doomsday prediction that could have come straight from the Patriot movement. “SUSPENSION OF THE U.S. CONSTITUTION IS A VERY REAL POSSIBILITY!” The Conservative Monster, a similar website, concluded that the president was conspiring with a variety of foreign enemies “to force Socialism on the American people.”
Even further to the right, the reaction was more intense yet (see also related story, p. 36). Chuck Baldwin, a Montana-based Patriot leader long associated with the Constitution Party, made the unusual claim that Christ had ordered his disciples to carry “their own personal arms” and vowed to refuse to register or surrender his firearms. The Oath Keepers, a conspiracy-oriented Patriot group of current and former military and law enforcement officials, issued a threat — “MESSAGE TO THE OATH BREAKERS AND TRAITORS: We will never disarm” — and added that gun control plans were “unconstitutional filth.” Judicial Watch founder Larry Klayman called the proposals “a declaration of war against the American people” and demanded “liberation” from the “evil clutches” of proponents.
The one sector of the radical right that shrank dramatically last year was the “nativist extremist” groups that go beyond advocating for immigration reduction and confront or physically harass suspected unauthorized immigrants. From a 2010 high of 319 groups, they fell over the following two years by about 90%, to 38 groups. The collapse was due to criminal scandals, internecine sniping within the movement, and the co-opting of their issue by state legislatures.
Progress and Backlashes
Even before serious talk of gun control began in Washington, the far right was already in something of a meltdown in the immediate aftermath of Obama’s re-election, which came to many who got their campaign news from right-wing sources as a jarring shock. Hundreds of thousands of Americans signed petitions seeking the secession of each of the 50 states. Right-wing outfits like TeaParty.org said a “Communist coup” was under way. The anti-gay Family Research Council charged Obama with “dismantling” the country.
Polling after the election showed how broad antipathy toward President Obama remained in a deeply polarized America. A Public Policy Poll survey found that 49% of all Republicans believed that ACORN — a community organizing group that went belly up in 2010 after attacks from the far right — had stolen the election from Mitt Romney. A quarter of GOP members in the same poll favored secession. A January 2013 poll from Fairleigh Dickinson University’s PublicMind project found that 36% of all Americans still don’t believe Obama is a citizen, despite the 2011 release of the president’s “long-form” birth certificate.
As they did in 2008 and 2009, groups on the radical right clearly benefited from that antipathy. “Since Obama’s first term, our numbers have doubled and now we’re headed to a second term, it’s going to triple,” one Virginia Klansman told WTVR-TV in Richmond. Daniel Miller, president of the secessionist Texas National Movement, said that his membership shot up 400% after Obama’s re-election. White News Now, a website run by white supremacist Jamie Kelso, said that it had had “an incredible year” in the run-up to the vote, reaching more people than ever.
To the surprise of many prognosticators, anti-black racism in America — not just that limited to the far right — actually rose over the four years of Obama’s first term, according to a 2012 Associated Press poll. The poll found 51% of Americans expressed explicitly anti-black attitudes, compared to 48% in 2008, while 56% showed implicitly anti-black attitudes, up from 49% four years earlier. Another AP poll, in 2011, found that 52% of non-Latino whites expressed explicitly anti-Latino attitudes, a figure that rose to 59% when measured by an implicit attitudes test.
“We have this false idea that there is uniformity in progress and that things change in one big step. That is not the way history has worked,” Jelani Cobb, a history professor and director of the Institute for African-American Studies at the University of Connecticut, told the Huffington Post with regard to the AP poll findings. “When we’ve seen progress, we’ve also seen backlash.”
Some broad social progress that did occur last year — the rapidly increasing acceptance of LGBT people and same-sex marriage — fueled just such a backlash among anti-gay religious groups that saw themselves beginning to lose the issue. (A December USA Today poll found that 53% of Americans now support same-sex marriage, up dramatically from 1996, when 27% supported such unions.)
The American Family Association issued predictions for the future that included the claims that conservative Christians will be treated like African Americans before the civil rights movement, that the state will take charge of children at birth, and that cities with names like St. Petersburg will be forced to change their names. Peter LaBarbera of Americans for Truth About Homosexuality said the 2012 election of openly gay Tammy Baldwin to a Senate seat representing Wisconsin signaled that America is “falling apart.” The volume of these kinds of comments seemed higher than ever before.
Conspiracies and Terror
Another factor driving the expansion of the radical right over the last decade or so has been the mainstreaming of formerly marginal conspiracy theories. The latest and most dramatic example of that may be the completely baseless claim that Agenda 21 — a United Nations sustainability plan that was signed by President George H.W. Bush but has no mandatory provisions whatsoever — is part of a plan to impose socialism on America and strip away private property rights.
That claim has been pushed heavily by, among others, the John Birch Society, a conspiracist Patriot organization that was exiled from the conservative movement a half century ago after claiming President Dwight D. Eisenhower was a Communist agent (see story, p. 24)."Last year, the Republican National Committee passed a plank opposing Agenda 21 and describing it as a “destructive and insidious scheme” to impose “socialist/communist redistribution of wealth.” The state of Alabama passed a law barring any policies traceable to Agenda 21 without “due process.”
The radical right last year produced more than its fair share of political violence. Most dramatically, a neo-Nazi gunman stormed into a Sikh temple in Wisconsin, murdering six people before killing himself. In Georgia, meanwhile, officials arrested 10 people, most of them active-duty military, who were allegedly part of a plot to take over the Army’s Fort Stewart, among many other things. The group is accused of murdering two former members suspected of talking.
Then, this January, an Alabama high school student was arrested for allegedly plotting to attack his black and gay classmates and bomb his school. Former friends of the student said he and a group of up to 11 other students regularly shouted “white power” and gave stiff-arm Nazi salutes in the halls of their Seale, Ala., school but were ignored by school officials and security officers.
These were only the latest incidents of just over 100 domestic radical-right plots, conspiracies and racist rampages that the SPLC has counted since the Oklahoma City bombing left 168 men, women and children dead in 1995.
Now, it seems likely that the radical right’s growth will continue. In 2012, before Obama’s re-election and the Newtown, Conn., massacre, the rate of Patriot growth had slackened somewhat, although it remained significant. Anger over the idea of four more years under a black, Democratic president — and, even more explosively, the same kinds of gun control efforts that fueled the militia movement of the 1990s — seems already to be fomenting another Patriot spurt.
Even before the election last year, self-described Patriots sounded ready for action. “Our Federal Government is just a tool of International Socialism now, operating under UN Agendas not our American agenda,” the United States Patriots Union wrote last year in a letter “sent to ALL conservative state legislators, all states.” “This means that freedom and liberty must be defended by the states under their Constitutional Balance of Power, or we are headed to Civil War wherein the people will have no choice but to take matters into their own hands.”

The Department of Homeland Security (DHS) is requiring that Predator B drones be equip with surveillance capabilities that can determine if a human target is armed or not.
Through a solicitation posted in 2005, DHS initiated the process of obtaining drones to be specially equipped to become encompassing surveillance tools to use against the American people.
These specific drones are used to monitor US southern and northern borders; yet are now being utilizes by the Federal Bureau of Investigations (FBI), the Secret Service (SS), the Texas Rangers, and local law enforcement to identify citizens carrying firearms and tracking them through cell phone use.
General Atomics Aeronautical Systems (GAAS) explain that DHS specified that these drones “shall be capable of identifying a standing human being at night as likely armed or not”; including “signals interception” technology that can syphon communications in frequency ranges used by cell phones, as well as “direction finding” technology that can pin-point the locations of mobile devices or two-way radios.
GAAS provide “tactical reconnaissance radars, and surveillance systems” to the US government. Their CLAW and LYNX technology collaborate “multi-mode radar” and “sensor payload control and image analysis software “to enhance surveillance and intelligence gathering that can be downloaded into “ultra-wideband data links for government applications.”
These drones are “capable of intercepting electronic communications . . . [and] the capacity to recognize and identify a person on the ground.”
Previously, DHS asserted that the use of drones in American skies were for assurance of public safety. In collaboration with corporations specializing in surveillance, DHS has made outward requests for drone manufacturers to have their products used for spying on Americans – and get paid for it.
The DHS has teamed up with the World Surveillance Group, Inc., to develop technologies specializing in “chemical, biological, radiological, nuclear, explosive (collectively, CBRNE), command, control, computers, communication, intelligence, surveillance and reconnaissance (C5ISR), and unmanned aerial systems (UAS).” The federal agency also put out a solicitation for “participation in the Robotic Aircraft for Public Safety (RAPS) project from the small unmanned aerial systems (SUAS) for transition to its customers” to use drones in American skies for more than the expressed purpose of spying on US citizens to secure their safety.
Drone testing are slated over head at Fort Sill Army Base in Oklahoma. According to the Borders and Maritime Security Division of the DHS, they “will conduct flight testing and evaluation of airborne sensors and small unmanned aerial systems,” the request reads, and now invites vendors to submit drones to be tested “under a wide variety of simulated but realistic and relevant real-world operation scenarios.”
The US Navy is in the midst of planning the Point Mugu UAV installation which will be a drone base. The Navy released an environmental impact report that outlined how the logistics of constructing the base would affect the environment.
The Northrop Grumman MQ-4C Triton, the elite of robotic surveillance, will be used to monitor the Pacific Ocean on daily missions for 24/7 eyes in the skies.
In July of 2012, Janet Napolitano, Secretary of DHS relayed to a House Committee meeting that drones would be useful for public safety or a disaster scenario. There is also the specific testing of a Robotic Aircraft for Public Safety that would be used for encompassing surveillance. Napolitano said: “With respect to Science and Technology, that directorate, we do have a funded project, I think it’s in California, looking at drones that could be utilized to give us situational awareness in a large public safety [matter] or disaster, such as a forest fire, and how they could give us better information.”
A leaked document from the Department of Justice (DoJ) revealed guidelines of the Obama administration’s legal reasoning for conducting targeted assassinations. The document asserts that the government may lawfully kill a United States citizen if “an informed, high-level official” decides that the target is a high-ranking Qaeda figure or affiliate who poses “an imminent threat of violent attack against the United States” and that capturing him is not feasible.
Without the definitive threat of attack that could be construed as inevitable, the power of executive order is all that is needed to have a targeted assassination initiated.
The white paper includes redefinitions and expansions of self-defense and imminent attack with the ideology of a “broader concept of imminence” without the necessity of actual intelligence to support those assumptions. If the American is thought to be a threat to the US, they could become eligible of these targeted assassinations.
The document also states that Congress would be circumvented while Congressional committee’s intelligence could be considered classified legal advice which would justify the killing.
The Obama administration, through the DoJ, are attempting to create a legal explanation for their targeted assassinations of US citizens without proof of terroristic activities.
Armed with a secret kill-list and several US citizens already murdered by the US government.
John Brennan, Presidential nominee for director of the Central Intelligence Agency, was once affectionately called Assassination Czar for his role in targeted assassinations with the use of drones for the Obama administration, has defended the policy by saying that Americans misinterpret that the US government “take[s] strikes to punish terrorists for past transgressions. Nothing could be further from the truth. We only take such action as a last resort to save lives when there’s no other alternative” to avert a threat to the nation.”
Brennan assured the Committee that if a person were killed “by mistake” during a targeted assassination, the Obama administration would acknowledge that fact immediately and publically.
Claiming “optimize[d] transparency” with regard to targeted assassinations, Brennan claimed that it is always carried out in the name of national security.
During Obama’s first term as President, Brennan held the position of Chief Counter-Terrorism adviser. While 4 Americans have been murdered by the targeted assassination program (one intentional and three claimed to be accidental), Brennan failed to given transparency to the Committee about the program by neglecting to define by what criteria an individual is placed on the secret kill-list.
Brennan worked for the CIA in Saudi Arabia and has established “enormous sway over the intelligence community.” His work with the Saudi Arabian government for the approval of drones in their skies have led to the murder of many individuals that were “identified” as al-Qaeda operatives.

obama-boehner-cantorWell thanks to the GOP led House who voted 267-151 on Wednesday to approve a $982 billion continuing resolution (CR), H R 933, Obamacare will be fully funded for the remainder of fiscal year 2013, as Marines and other departments of national defense are seeing less of an increase in their projected spending.
CNS News reports,

The House Republican leaders turned aside requests from groups of conservative members to include language in the bill that would have withheld funding for implementation of all of Obamacare, or, alternatively, that would have withheld funding for the Obamacare regulation that requires health-plans to provide cost-free coverage for sterilizations, contraceptives and abortion-inducing drugs.
On Tuesday, the Republican-controlled Rules Committee rejected a request by Rep. Jim Bridenstine (R.-Okla.) to allow the full House to simply vote on an amendment to the CR sponsored by Bridenstine, Rep. Tim Huelskamp (R.-Kans.) and Rep. Ron DeSantis (R.-Fla.) that would have stripped funding from implementation of Obamacare.
Last week, Bridenstine and Huelskamp sent a letter to House Speaker John Boehner and House Majority Leader Eric Cantor asking them to include such language in the CR. The CR produced by the leadership did not include that language.
Bridenstine then asked the Rules Committee on Wednesday–when it approved the rule that would govern House floor proceeding on the CR–to allow a vote on his amendment. The Rules Committee, however, rejected Bridenstine’s request and refused to allow the rank and file members of the House to even vote on the proposition of defunding Obamacare.
Similarly, 14 Republican House members, led by Rep. Diane Black (R.-Tenn.) and Rep. John Fleming (R.-La.), wrote Boehner and Cantor last week asking them to include language in the CR that would reverse the sterilization-contraception-abortifacient regulation in order to protect the free exercise of religion, which is guaranteed by the First Amendment.
Though Speaker John Boehner said on the floor of the House on February 8, 2012 that the regulation was a clear violation of the Constitution, he and the other Republican leaders opted to not include language in the CR to reverse that legislation. Frankly, friends, that is a dereliction of their duty which is to support and defend the Constitution!
Now, the Republicans did not work to support the First Amendment with the Continuing Resolution, they did accomplish some other priorities in the funding:
For example, they prohibited the purchase of foreign-made ball bearings. The CR reads, “None of the funds appropriated by this Act may be used for the procurement of ball and roller bearings other than those produced by a domestic source and of domestic origin.” Well that’s important, don’t you think?
They also prohibited sending more than 50 government employees to a conference overseas. Again, the Act reads, “None of the funds made available in this Act may be used to send or otherwise pay for the attendance of more than 50 employees from a Federal department or agency that are stationed within the United States at any single conference occurring outside a state of the United States, except for employees of the Department of Veterans Affairs stationed in the Philippines, unless the relevant Secretary reports to the Committees on Appropriations of both Houses of Congress at least 5 days in advance that such attendance is important to the national interest.”
Additionally and ironically, since the GOP’s platform is supposed to be pro-life, they did not restrict funding for Planned Parenthood.
They also broke the vow they made to the American people in 2010 in their “A Pledge to America” to post bills online for at least 72 hours before voting on them. The CR was up less than 48 hours.
Those Republicans with backbone that voted against the Continuing Resolution, which is aiding and abetting the current traitor in office in violating your Constitutionally protected rights and undermining our country, are as follows:
Justin Amash (MI), Jim Bridenstine (OK), Broun (GA), Ron DeSantis (FL), Scott DesJarlais (TN), John J. Duncan Jr. (TN), Phil Gingrey (GA), Louie Gohmert (TX), Jack Kingston (GA), Tom McClintock (CA). Thomas Massie (KY), Bill Posey (FL), Matt Salmon (AZ), and Steve Stockman (TX.).

Working to Counter Online Radicalization to Violence in the United States

The American public increasingly relies on the Internet for socializing, business transactions, gathering information, entertainment, and creating and sharing content. The rapid growth of the Internet has brought opportunities but also risks, and the Federal Government is committed to empowering members of the public to protect themselves against the full range of online threats, including online radicalization to violence.
Violent extremist groups ─ like al-Qa’ida and its affiliates and adherents, violent supremacist groups, and violent “sovereign citizens” ─ are leveraging online tools and resources to propagate messages of violence and division. These groups use the Internet to disseminate propaganda, identify and groom potential recruits, and supplement their real-world recruitment efforts.  Some members and supporters of these groups visit mainstream fora to see whether individuals might be recruited or encouraged to commit acts of violence, look for opportunities to draw targets into private exchanges, and exploit popular media like music videos and online video games.  Although the Internet offers countless opportunities for Americans to connect, it has also provided violent extremists with access to new audiences and instruments for radicalization.
As a starting point to prevent online radicalization to violence in the homeland, the Federal Government initially will focus on raising awareness about the threat and providing communities with practical information and tools for staying safe online. In this process, we will work closely with the technology industry to consider policies, technologies, and tools that can help counter violent extremism online. Companies already have developed voluntary measures to promote Internet safety ─ such as fraud warnings, identity protection, and Internet safety tips ─ and we will collaborate with industry to explore how we might counter online violent extremism without interfering with lawful Internet use or the privacy and civil liberties of individual users.
This approach is consistent with Internet safety principles that have helped keep communities safe from a range of online threats, such as cyber bullies, scammers, gangs, and sexual predators. While each of these threats is unique, experience has shown that a well-informed public, armed with tools and resources to stay safe online, is critical to protecting communities. Pursuing such an approach is also consistent with the community-based framework we outlined in Empowering Local Partners to Prevent Violent Extremism in the United States and the Strategic Implementation Plan for Empowering Local Partners to Prevent Violent Extremism in the United States.
A New Interagency Working Group
To more effectively organize our efforts, the Administration is establishing a new Interagency Working Group to Counter Online Radicalization to Violence, chaired by the National Security Staff at the White House and involving specialists in countering violent extremism, Internet safety experts, and civil liberties and privacy practitioners from across the United States Government. This Working Group will be responsible for developing plans to implement an Internet safety approach to address online violent extremism, coordinating the Federal Government’s activities and assessing our progress against these plans, and identifying additional activities to pursue for countering online radicalization to violence.
Raising Awareness through Existing Initiatives
In the coming months, the Working Group will coordinate with Federal departments and agencies to raise awareness and disseminate tools for staying safe from online violent extremism primarily through three means.
First, information about online violent extremism will be incorporated into existing Federal Government Internet safety initiatives.  Internet safety initiatives at the Department of Education, the Federal Bureau of Investigation, the Federal Trade Commission, the Department of Homeland Security, and other agencies provide platforms that already reach millions of Americans, and relevant departments and agencies will work to add materials related to online radicalization.
The primary government platform for raising awareness about Internet safety is OnGuard Online, managed by the Federal Trade Commission and involving 16 departments and agencies, including the Department of Homeland Security, the Department of Justice, and the Department of Education.  OnGuard Online─ in addition to other Federal Government Internet safety platforms like Stop.Think.Connect and Safe Online Surfing─ will begin including information about online violent extremism.  This information also will be posted on the Countering Violent Extremism homepage on the Department of Homeland Security’s website and updated to reflect new best practices and research.
Second, the Federal Government will work with local organizations throughout the country to disseminate information about the threat.  One reason for the success of Federal Government Internet safety awareness efforts is that they work closely with local organizations — such as school districts, Parent Teacher Associations, local government, and law enforcement — to communicate to communities.  Law enforcement is a particularly important partner in raising awareness about radicalization to violence and is already developing materials with support from the Department of Justice. Law enforcement departments and agencies have established Internet safety programs and relationships with community members and local organizations that can reach multiple audiences with critical information about the threat of online violent extremism and recruitment. Departments and agencies will provide the latest assessments of this threat to our local partners and encourage them to incorporate this information into their programs and initiatives.
Third, departments and agencies will use our preexisting engagement with communities to provide information about Internet safety and details about how violent extremists are using the Internet to target and exploit communities.  U.S. Attorneys throughout the country, who historically have engaged with communities on a range of public safety issues, are coordinating these Federal engagement efforts at the local level, with support from other departments and agencies, such as the Department of Homeland Security, the Department of Health and Human Services, and the Department of Education.  U.S. Attorneys and others involved in community engagement will seek to incorporate information about Internet radicalization to violence into their efforts, as appropriate.  At the same time, the Federal Government will engage with State, local, and tribal government and law enforcement officials to learn from their experiences in addressing online threats, including violent extremism.
Going Forward
As the Federal Government implements this effort in the coming months, we will continue to investigate and prosecute those who use the Internet to recruit others to plan or carry out acts of violence, while ensuring that we also continue to uphold individual privacy and civil liberties.  Preventing online radicalization to violence requires both proactive solutions to reduce the likelihood that violent extremists affect their target audiences as well as ensuring that laws are rigorously enforced.

The US House of Representatives have approved HR 933 , the appropriations bill for Fiscal Year 2013 to allocate $982 billion to the Department of Defense (DoD), Military Construction (MC), the Department of Veterans Affairs (VA) and Planned Parenthood.
The passage of this legislation “provides[s] necessary funding flexibility to ensure that our military is well-equipped, our veterans receive the care they have earned, and tax dollars are used wisely and where they are most needed.”
Hal Rogers, chairman of the House Appropriations Committee, said: “The House did the right thing today by passing this legislation. As we try to get our fiscal house in order, it’s important to come together on issues where we can agree – avoiding a government shutdown, providing our people with essential services, and supporting our troops and veterans. This bill sets the stage for a meaningful – and needed – discussion on how we can best address our nation’s finances. Now, I urge the Senate to pass H.R. 933 quickly and send it to the President for his signature. Congress must do its duty to ensure that our national defense remains sound at all times, and our economy continues on the path to growth and recovery.”
Inside the bill a provision that the DoD divulge information about the classified drone surveillance program and is seeking answers to questions from the Defense Secretary Chuck Hagel.
In the text of the bill cites that Hagel must provide reports on active policies and procedures with regard to surveillance drone missions within the domestic US that are conducted by the Pentagon.
The bill reads: “The conferees understand that the Air Force has policies and procedures in place governing the disposition of UAV collections that may inadvertently capture matters of concern to law enforcement agencies. These policies and procedures are designed to ensure constitutional protections and proper separation between the military and law enforcement,” begins the measure. “However, it is unclear if other Services and Defense agencies have similar policies and procedures in place, or if these policies and procedures need to be revised or standardized. Therefore, the conferees direct the Secretary of Defense to report to the congressional defense committees on the policies and procedures in place across the Services and Defense agencies governing the use of such collections and to identify any additional steps that need to be taken to ensure that such policies and procedures are adequate and consistent across the Department of Defense.”
In 2005 Department of Homeland Security (DHS) initiated the process of obtaining drones to be specially equipped to become encompassing surveillance tools to use against the American people.
These specific drones are used to monitor US southern and northern borders; yet are now being utilizes by the Federal Bureau of Investigations (FBI), the Secret Service (SS), the Texas Rangers, and local law enforcement to identify citizens carrying firearms and tracking them through cell phone use.
The very same day of the approval by House, Senator Rand Paul preformed a theatrical filibuster of John Brennan’s nomination for director of the Central Intelligence Agency (CIA), demanding that Attorney General Eric Holder and President Obama clarify whether or not they believed Americans could be murdered by the US government using “lethal force” i.e. drones.
After the 13 hour spectacle, Paul was informed during an interview with Megan Kelly on FoxNews that Holder had written a second letter addressed to Paul. Convienently it was delivered to the FoxNews station and not Paul himself.
The letter stated that Obama does not have the right to kill unarmed and non-combative Americans on American soil.
Paul claimed a victory with this “answer”; however it is glossed over in the mainstream media that the response from Holder did not clarify who is a combatant. Based on the National Defense Authorization Act, anyone can be suspected of being a combatant by having alleged ties to a terrorist group.
Without further inquiry, Paul was suffice with Holder’s answer, yet the public is now wondering what the federal government’s definition of combatant is? Yet over the last year, and certainly most recently, it is becoming clear that enemy combatants of the federal government are Constitutionalists, Patriots, conspiracy-minded people who are anti-government and according to Holder’s letter to Paul, those persons would still be subject to targeted asssassinations using “lethal force” such as drones.
Last week the Southern Poverty Law Center published propaganda document entitled, “The Year in Hate and Extremism” was recently published by the Southern Poverty Law Center (SPLC). This report criticizes Patriots are a viable threat to the US government and places them in the same category as other right-wing extremists.
The report reads: “Capping four years of explosive growth sparked by the election of America’s first black president and anger over the economy, the number of conspiracy-minded antigovernment “Patriot” groups reached an all-time high of 1,360 in 2012, while the number of hard-core hate groups remained above 1,000. As President Obama enters his second term with an agenda of gun control and immigration reform, the rage on the right is likely to intensify.”
SPLC states that Patriots are convinced of a movement toward One World Government which causes them to act out in an extreme manner, organize against the current administration and recruit more citizens at an all-time high.
SPLC has redefined extremism to include the Patriot Movement as groups of Americans that believe conspiratorially that the US government will confiscate the guns, redact their 2nd Amendment rights and impose tyrannical regime controls.
According to a White House Blog website, the Obama administration is working to “counter online radicalization” by “violent extremist groups” such as “al-Qaeda and its affiliates and adherents, violent supremacist groups, and violent ‘sovereign citizens’.”
The White House claims that “these groups use the Internet to disseminate propaganda, identify and groom potential recruits, and supplement their real-world recruitment” with “resources to propagate messages of violence and division.” Through the exploitation of “popular media, music videos and online video games”, allegedly there are “countless opportunities “to draw targets into private exchanges” and provide “violent extremists with access to new audiences and instruments for radicalization.”
The US government stated they will combat these extremist groups by “raising awareness about the threat and providing communities with practical information and tools for staying safe online.” They are solidifying their relationships with private sector corporations involved in technology to implement “policies, technologies, and tools that can help counter violent extremism online.”
In early 2012, the Department of Homeland Security (DHS) released a report entitled “Homeland Security and Intelligence: Next Steps in Evolving the Mission” which outlined in part on how to redirect efforts of the federal government from international terrorism toward home-grown terrorists and build a DHS-controlled police force agency that would control all cities and towns through the use of local police departments.
DHS maintains that “the threat grows more localized” which necessitates the militarization of local police in major cities in the US and the training of staff from local agencies to make sure that oversight is restricted to the federal government.
Countering online extremism is a task allocated to the DHS who have identified “behaviors, tactics, and other indicators that could point to potential terrorist activity.” DHS will host conferences for local police departments and federal partners to attend that will provide education on countering extremism.
Other “training initiatives” include “hundreds of thousands of front line officers” who are the ground-force infantry needed by DHS to “prevent” extremist activities.
