On December 6, 2000, Rauni-Leena Luukanen-Kilde, MD, Former Chief Medical Officer of Finland, published an article, "Microchip Implants, Mind Control, and Cybernetics," one of the first concise papers on the history of secretly forced brain implants. Much of the following history highlights are from Dr. Luukanen-Kilde's contribution in that artice while other parts reflect the struggle of one man representing an untold number of survivors struggling with secretly forced brain implants in them.
In 1948 Norbert Weiner published Cybernetics, a book defining a neurological communication and control theory already in use in small circles at that time.
Jose M. Delgado stated in 1960 in his publication, "Physical Control of the Mind: Toward a Psychocivilized Society, "We are advancing rapidly in the pattern recognition of electronic correlates of behavior and in the method for two-way radio communication between brain and computers.”
Yoneji Masuda, "Father of the Information Society," stated his concern in 1980 that our liberty is threatened Orwellian-style by cybernetic technology unknown to most people at the time: technology linking brains of people via implanted microchips to satellites controlled by ground-based supercomputers.
First brain implants were surgically inserted into humans in 1974 in Ohio, USA and in Stockholm, Sweden.
Brain electrodes were inserted into babies’ skulls in 1946, without knowledge of their parents.
In 1950s and 60s, electrical implants were inserted into brains of animals and humans, especially in U.S., during research into behavior modification, and brain and body functioning. Mind control (MC) methods were used to change human behavior and attitudes.
Influencing brain functions became an important goal of military and intelligence services.
Thirty years ago, brain implants showed up in X-rays the size of one centimeter.
Subsequent implants shrunk to the size of a grain of rice. They were made of silicon, later still of gallium arsenide.
Today brian implants are small enough to be inserted into the neck or back, and also intravenously in different parts of the body during surgical operations, with or without the subject’s consent.
"It is now almost impossible to detect or remove them," says Dr. Kilde.
Dr Kilde reports:

"It is technically possible for every newborn to be injected with a microchip, which could then function to identify the person for the rest of his or her life. Such plans are secretly being discussed in the U.S. without any public airing of the privacy issues involved.
In Sweden, Prime Minister Olof Palme gave permission in 1973 to implant prisoners, and Data Inspection's ex-Director General Jan Freese revealed that nursing-home patients were implanted in the mid-1980s.
The technology is revealed in the 1972:47 Swedish state report, Statens Officiella Utradninger."

On November 25, 2008, the court ordered the associated electronical stalking of Walbert to halt. Walbert then began suffering electric shock sensations and hearing electronically generated tones, including popping and ringing sounds. Since then, five foreign electronic devices have been located in his body, each inserted without his knowledge or consent. On December 30th, Court decided in favor of American inventor James Walbert, 40, issuing a first-of-its-kind order of protection, banning Redford from using “electronic means” to injure Walbert.

Ttwo days before Human Rights Day 2010, another inventor, Bob Boyce, successfully had a second secretly implanted RFID chip surgically removed, although the chip was embedded in a Verichip-induced cancerous tumor.
Hundreds of people have contacted this author with consistent reports about implants injected into them without their knowledge or consent, many with MRIs, indicating they have been violated by having secretly forced brain implants.
Today, few American doctors, psychologists and psychiatrists will break rank or brave the new world of high-tech electronic abuse some of their patients report. Evidence, however, mounts that increasing numbers of innocent citizens targeted for U.S. state-sponsored terror are being secretly brain implanted with U.S. RFID chips without knowledge or consent. They are then subjected to no-touch torture, mind control plus experimentation.
Walbert evidenced in court the use of torture on him, won his related case and now, after five devices have been implanted into him witouthis knowledge or consent, prepares for continuation in federal court.
