The Destruction of US Special Operations

“Innovation has nothing to do with how many [research and development] dollars you have. When Apple came up with the Mac, IBM was spending at least 100 times more on [research and development]. It’s not about money. It’s about the people you have, how you’re led, and how much you get it.” -Steve Jobs
It’s clear to me that very few people in academia and the mainstream media understand the current issues facing the Special Operations community. The recent Council on Foreign Relations report on the future of SOF written by civilian Linda Robinson is a good document, but is missing some key elements. For example, how back-to-back combat deployments are affecting morale, family life, and readiness of force. The report includes some very valid data and conclusions, however, you can’t expect someone to complete the full puzzle if they don’t have the required experiential background to know what the overall picture looks like.
I do share the report’s observation that the demand put on U.S. SOF since 2001 has outpaced the strategic vision, and this is no doubt a major issue in itself.
U.S. Special Operations Command (US SOCOM) has become very large. And when large organizations experience fast growth they are at risk of becoming marginalized by smaller and more innovative competition. In SOCOM’s case, their competition is violent extremists who promote terror and a radical religious ideology that does not tolerate freedom of choice.
The terrorists only rules? That there are no rules, and this gives them a major advantage.
A Look at US SOCOM
U.S. Special Operations Command has become a massive organization, with 60,000 plus troops, a budget that has grown from $2.3 billion in 2001 to $10.4 billion in 2013. There’s an inherent inflexibility and bureaucracy that comes with an organization of this size. The question that begs to be asked is, “Are we moving towards conventionalizing SOF?” I believe that this is the elephant in the room nobody is talking about.
U.S. SOCOM was established in 1987 out of a necessity (the failed Iran hostage rescue) to create a central node of communication and cooperation among the different SOF service branches of armed forces. It didn’t come without regular military pushback, which was understandable. Up to this point, Special Operations had largely served as the bastard child of the military. But all this was about to change, especially after Sept. 11 2001. SOCOM initially included the Army, Navy, and Air Force - The U.S. Marine Corps initially declined but later realized the error in that decision (read more here), and now have a seat at the table.

As I’ve stated previously, there’s going to be growing pains and inconvenient inherent traits that come with being so big. The biggest setbacks to most large organizations (see The Innovator’s Dilemma) are lack of innovation and losing the ability to act quickly in the market place, and SOCOM has a global market to think about. These are the biggest challenges I see facing U.S. SOCOM in its current form.
Admiral William McRaven, the current commander of SOCOM, has done a great job managing Washington, D.C. politic. But, I wonder, has the Admiral set up the necessary framework, and culture within SOCOM to ensure that innovation and the ability to act fast are not being marginalized?  Are core SOF values of unconventional thinking, and innovation instilled in the soul of SOCOM?
Everything I’ve seen so far does not indicate that this is the case. I’ll only point to the current Rules of Engagement in Afghanistan to make my point. Conventional rules put SOF in a very vulnerable position when fighting an enemy with no borders or play book. I can’t help but think that it’s very similar to how the American revolutionaries defeated a much larger British force who expected “civilized” warfare, and got unconventional instead.
On the larger scale, we’ve become good at winning battles but terrible at winning wars in the 21st Century. One of the reasons for this, and what SOFREP contributor Peter Nealen has pointed out, is that we’ve adopted the philosophy of “Limited War,” and its a fools strategy at best.
Issues facing SOCOM
A. Becoming conventional by size, structure, and nature.
The main advantage of the SOF unit of the past was that it could act with autonomy. This methodology has been slowly eroded since 2001, and replaced with a large command structure and slow-moving decision tree.  Hell, a few of my friends had Judge Advocate General lawyers waiting to interrogate them after actions on the objective.
“Risk aversion was the greatest trend I saw. SOF, especially Army SF, were originally started to be able to be small, fluid, flexible, and able to make serious international diplomatic decisions on their feet. I had one instance in Iraq where a [concept of operations] for a counter-mortar [listening post/observation post] was disapproved because we “didn’t have enough team leadership on the operation,” even though it was two [staff sergeants] with four Iraqi Scouts.
The risk averse leadership is promoted from within because their [officer evaluation report] looks better, and the free-thinking, daring officers and [non-commissioned officers] tend to leave the force for the civilian world… sometimes for no other reason than getting away from the insanity.”  - Former Army Special Forces/Green Beret Blake Miles
B. Psychological issues that come with sustained combat operations and promoting a culture of “anything goes” at certain Tier 1 SOF units.
Broken families, post-traumatic stress disorder, domestic violence, non-disclosure agreement violations, and illicit drug addiction, to name a few. These are major issues, and something nobody wants to talk about outside of closed doors. SOFREP isn’t naming names but we’re calling it like we see it, and left unchecked by current leadership, this current culture will not end well when these violations come to light in the mainstream media. It’s a bad case of exemplary leadership that many should be ashamed of. To the men I know who’ve stood up and said something, and been punished for it, at least you can sleep with yourself at night knowing you were on the right side of things.
C. Lack of clear overarching strategic objective for the organization as a whole.
What is SOCOM’s Mission statement in two sentences? Most people I know in SOF cannot recite it. If it’s not clear from the bottom up, then it’s a problem. In football terms, you have players on the field who don’t know what it takes to win, or what direction to run in order to score a touchdown. This was also addressed in the current Council of Foreign Relations report on the future of SOF.
D. Tier One unit infrastructure and cultural issues.
Delta forces v. SEAL Teams. Delta is composed primarily of active duty support personnel, making it move faster but with some continuity issues. In comparison,  SEAL support units are mostly comprised of General Schedule employee or contractor support, slower moving but this maintains continuity. Most I’ve talked to prefer an active duty organization that rotates ideas, energy, and morale over a long-term civilian organization. Culturally, Delta has always been more of “the quiet professionals” when compared to my own community and that of SEAL Team 6. SEAL Team 6 has done a better job at the politics of war, and has traditionally been given more high-profile missions because of it. Delta could take a lesson in politics from the Navy, and on the flip side, SEAL teams could do a better job being the “quiet professionals.” Many in my community will disagree with this, but I only have to point to the book No Easy Day, active SEAL guys consulting for the video game Medal of Honor (Tactics, Techniques, Procesures?), and the recent Esquire article featuring one of the Osama Bin Laden team members to make this point.
“ need a massive intelligence and logistics infrastructure to accomplish complicated and technical Special Operations missions, but it also leads to a bloated bureaucracy filled with staff officers who have no real job other than to interject white noise into the decision making process.  However, I see the real problem in SOCOM being careerism and [cover your ass] risk aversion before the real obstacle  and not a simple matter of the numbers involved.  SOCOM is still way too top-heavy with officers, though.  It is so bad that it is to the point that entire new bureaucracies were created overseas just so that officers could have jobs.  One is the [Combined Joint Special Operations Task Force] which is not a doctrinal part of Special Forces operations.  [Operational detachment teams] do [missions] all over the world without a [Combined Joint Special Operations Task Force]  and seem to do just fine.  The [Combined Joint Special Operations Task Force]  may be required for some logistical resupply operations and unit deconfliction, but it has grown into a monster over time which has created this inverse relationship in which Officers now see the [Combined Joint Special Operations Task Force]  as the maneuver element, and [Operational detachment teams] as the supporting mechanism for this bureaucracy.” – Former Special Forces/75th Ranger Jack Murphy
What Next
McRaven should look to ensure that U.S. SOCOM gets off the path to conventionalization that is all about conventional rules, shiny boots, starched uniforms, online sensitivity training, and loss of cultural innovation. It’s ok to break the right rules every now and then but the wrong rules are being broken (failed drug tests, broken non-disclosure agreement, and violent crime etc.).  Unconventional warfare needs to remain the heart and soul of U.S. Special Operations Command, and component commands. Small unit autonomy, breaking the right rules, cultural influence, and relationship building has always been the heart Special Operations. Something must be done to ensure these are not lost to the big machine of SOCOM.
A clear mission plan written by operators (not consultants) needs to be implemented to get everyone on the same map. If we are going to engage in warfare in the modern century, then we should do it with clear, achievable, and measurable strategic goals that everyone can understand. We don’t have this now in Washington or Afghanistan; we have Warfighters busying themselves in a game of war with rules and objectives that are unclear. They are lions led by the lambs of political elites in Washington.
Lastly, we must include an important component that is missing in today’s modern Special Operations warfare: the strategy of prevention. We can’t kill our way to peace. How do we address, and reduce, not increase, the evil and hate in the world. Right now we are minting radical extremists and feeding the hate machine at a record pace.
One thing is clear: Special Operations and unconventional warfare is the way future wars will be fought on any scale. I only hope that the core values of SOF are not lost, and that US SOCOM takes a hard look in the mirror at what it’s become, and to steal a quote from Churchill, “However beautiful the strategy, you should occasionally look at the results.” Both at home, and abroad.

Obama’s Brother’s Non-Profit Tied
to Genocidal Muslim Dictator and Terrorists
By Daniel Greenfield @ Frontpage Mag

While the IRS was going crazy over anything with the words “Tea” and “Party” in it, leading to a crackdown on conservative groups and providers of tea, far more dubious non-profits which benefited from having the name Obama in them (and for once we’re not talking about Obama’s Organizing for America campaign/non-profit) were sailing through despite their dubious connections. (And by dubious connections we don’t mean being related to Obama. Though we probably should mean that.)

The dubious connections were of the genocidal kind. [...] - Continued at Frontpage Mag. - More on Malik Obama below...

CONFIRMED: IRS Gave Preferential Treatment to Malik
Obama’s Charity – Now Found Linked to Genocidal Regime
By Jim Hoft @ Gateway Pundit

In light of the recent revelations that the IRS has been unfairly targeting conservative groups, President Obama’s half-brother “got a sweetheart deal” from the IRS. According to the Daily Caller, Lois Lerner, the senior IRS official at the center of the decision to target tea party groups for burdensome tax scrutiny, signed paperwork granting tax-exempt status to the Barack H. Obama Foundation, a shady charity headed by the president’s half-brother that operated illegally for years. Lerner approved the foundation’s tax status within a month of filing.

But now there is evidence that the Barack H. Obama Foundation is linked to terrorism and genocide.

«FBI» arrested two leaders of the lobby Kashmiri in Washington
used money sent from the Pakistani military intelligence and Washington: Mohammed Ali Saleh was arrested yesterday police «FBI» two leaders of the lobby Kashmiri in Washington, which has been trying to beat the lobby India's strong Congress to resolve the Kashmir problem shared by both India and Pakistan. Police said the lobby Kashmiri relied on funds from the Embassy of Pakistan in Washington, by the Pakistani military intelligence, and his boss, Mr. Ghulam Nabi Fi, refused many times to record the Kashmiri Pakistani clubby foreigner, and denied that he received any money from Pakistan. In addition to fi (62 years old), police arrested Zuhair Ahmed (63). The couple resides in the state of Virginia, in the suburbs of Washington. The second is that he fled to Pakistan, and is being searched. They are carrying a U.S. citizen for more than twenty years. , the Justice Department said in a statement that the two men 'were trying to influence public opinion and the U.S. Congress illegally. Observers said in Washington that such charges, if proven, lead to five years in prison. He added: «Act prohibits registered foreign agents of foreign governments from using agents to influence American politics, or law, without disclosing their identity completely, and any other information associated with them». however, said a spokesman for the Pakistani Embassy in Washington: «Fi is not a Pakistani national. And the government and embassy Allbeckstanatan not aware of two of the case involving ». Observers said in Washington that the indictment document shows that witnesses and spies who provided information to the police about the activity of American Kashmiris. Egyptian Official ties Obama’s Brother to Brotherhood

Egyptian government and mainstream media has reported a major development regarding the role of Barack Obama’s brother (presumably, his half-brother Malik Obama) with the Muslim Brotherhood. As we have reported before, Malik is a member of the Islamic Da’wa Organization (IDO), an arm of the Sudanese government, which is led by President Omar al-Bashir, who is himself a member of the Muslim Brotherhood.
These facts would lend credibility to the following claims from Egypt. It is also important to note that August 25th is a very key date in Egypt; it is when imprisoned Muslim Brotherhood leaders go on trial there.
The former Chancellor of the Constitutional Court of Egypt and current adviser, Tahani Al-Jebali stated that the reason the United States cannot fight the international organization of the Muslim Brotherhood is because the brother of U.S. President Barack Obama is the architect of the investments for the international organization of the Muslim Brotherhood.
Tahani Al-Jebali: Obama's brother a Muslim Brotherhood investment architect
Tahani Al-Jebali: Obama’s brother a Muslim Brotherhood investment architect
Jebali stated she would like…
“…to inform the American people that their president’s brother Obama is one of the architects of the major investments of the international organization of the Muslim Brotherhood.”
She added…
“We will carry out the law and the Americans will not stop us. We need to open the files and begin court sessions. The Obama administration cannot stop us; they know that they supported terrorism. We will open the files so these nations are exposed, to show how they collaborated with them [the terrorists]. It is for this reason why the American administration fights us.”
Here is video of Jebali explaining this, via Youm 7:
Jebali also appeared on Egyptian television to explain how important this news is to Americans who are concerned about their President’s actions, saying it “is a gift to the American people”, implying there is much more to come:
She noted that the cost to Egypt has been great and that her country will not allow any conspiracy against its people, the Egyptian state or any one of the members of the Security Council. Leading Egypt to Chapter 7 is unacceptable and would plunge her country into a dire state similar to that which exists in Iraq and Libya.
If these reports are correct, Turkey appears to play a central role in the conspiratorial nature of this activity and that Egypt has asserted to the international community that it will not tolerate such activity.
This information is reported by three very credible Arabic sources. [1] [2] [3]
Again, based on what we already know about Malik Obama’s affiliations, that he is a key player relative to international Muslim Brotherhood investments isn’t a shock at all.
See for yourself (again, our calls to Obama sycophant George Clooney have gone unanswered):
One person who may want to give very serious thought to singing like a canary is Lois Lerner. Her signature is at the bottom of Malik Obama’s tax-exempt approval letter. Lerner illegally granted Malik’s foundation retroactive tax exempt status, backdating it 38 months when the law prohibits doing so further back than 27 months.
On top of that, Malik may be tied to international Muslim Brotherhood investments?!
For more on Malik Obama, click here.
**UPDATE on August 19, 2013 at 8:30pm EST**
Al-Wafd, another prominent Arabic source is reporting similar news. Under the title, “Obama’s Brother is Muslim Brotherhood” and on Egypt’s National Television, (Tahani Al-Jebali) stated:
“There are many reasons why the United States does not take a strong stand against the Muslim Brotherhood.”
One such reason, which she says is a gift to the American people, is that Obama’s brother is a major operative with the Muslim Brotherhood in that he is the conduit for funneling monies for the organization.
She also added…
“Documents from the Egyptian national security must be brought into the light in order to confirm that this international organization (Muslim Brotherhood) shows exchanges with the CIA so as to reach the power center of (Egypt).”
Our work has unequivocally demonstrated that Malik Obama works with Muslim Brotherhood leaders.

Israel Says It Arrested An Iranian Spy Carrying Photos Of The US Embassy In Tel Aviv Read more:

Israel's Shin Bet security service on Sunday announced the arrest on September 11 of an Iranian "spy" carrying photographs of the US embassy in Tel Aviv.
News of the arrest was released just hours after Prime Minister Benjamin Netanyahu left for Washington and New York, determined to expose what he described as "sweet talk" by Israel's arch-foe Iran.
The suspect, holding a Belgian passport, was sent to Israel by Iran's elite Republican Guards and arrested at Tel Aviv's Ben Gurion international airport, Shin Bet charged in a statement.
The domestic intelligence service identified him as Ali Mansouri, 58, and said he had enrolled in a "special operations unit of the Revolutionary Guards responsible for numerous terrorist attacks around the world."
He had been using the fake identity Alex Mans after being recruited last year, the agency said, naming his four alleged handlers as senior Iranian officials.
The Shin Bet said that under questioning, the suspect had said he had been promised $1 million to use his position as a businessman to set up companies in Israel on behalf of the Iranian intelligence services to "harm Israeli and Western interests."
He had previously visited Israel in July 2012 and last January. An Iranian national, the suspect had in 2006 married a Belgian woman whom he had since divorced.
On the diplomatic front, Netanyahu has been dismissive in his response to the drive by Iran's new President Hassan Rouhani to mend fences with the international community, which culminated in a historic 15-minute telephone conversation with US President Barack Obama on Friday.
Israel, the Middle East's sole if undeclared nuclear-armed power, remains adamant that Iran is bent on developing a nuclear weapons capability, something it regards as a threat to its existence.
Israeli leaders have repeatedly vowed to take military action rather than see Iran develop a bomb and have called on its US ally to take tougher action against Tehran, saying they see no real change of policy under Rouhani.

CNET Editors' review

All it takes it a single visit to a compromised Web site to snare a nasty piece of malware or to pick up cookies that track your every browsing move. And there's nothing worse than a computer that is bogged down so much that it impedes your ability to work or play games. Advanced Systemcare aims to remedy whatever ails your computer by not only cleaning up junk files, malware, and invalid registry entries, but by giving your computer a boost to optimize your PC experience.
Advanced Systemcare's interface is broken down into four maintenance categories so as to not overwhelm you: Quick Care, Deep Care, Toolbox, and Turbo Boost. We started with Quick Care and with the Quick Malware Removal feature. We clicked Scan and the program quickly went to work and came back with no issues. (In all fairness, we regularly run full PC scans using our own security software, so we didn't expect the program to find anything here.) Next up to bat was the Registry Fix, which came back with a whopping 597 problems. We found this a little fishy since we had just tested a very reputable registry cleaner that had found and fixed all of our registry issues. Still, we went through the process of checking and unchecking which files we wanted the program to fix. Once we clicked the Repair Now option, the program went to work and the problem registry entries were remedied in a matter of seconds. The Deep Care feature takes it all a step further by offering deeper scans, as well as a Registry Defrag option, which we successfully used to tidy up our registry. We were a little miffed that the program didn't ask us if we wanted to back up our registry before making any changes. However, we'll give it a slight pass because the program does include a Rescue feature that lets you undo any registry changes, and offers the ability to create a restore point, which we recommend you do before you touch your registry. Our final stop on the tour was the Turbo Boost feature. From there, we selected Work Mode, which let us manually disable unnecessary services and background applications. We were skeptical of it actually doing anything to speed up our computer, but we have to admit that we did notice a slight difference in our computer's speed, and for the better. The program does include an online help guide, though we don't think you'll need it for handling basic cleaning tasks.
Pay close attention while installing Advanced Systemcare because it'll install an IObit toolbar if you don't decline. The program also leaves a folder behind after uninstallation. Still, we recommend it as a worthwhile program for keeping your system running on all cylinders.
