UK reaffirms plans to bypass arms embargo on Syria

British Foreign Secretary William Hague has hinted that the UK could bypass the arms embargo on Syria to supply weapons to militants fighting against the Syrian government.


Speaking to Sky News' Murnaghan programme on Sunday, Hague said, “We could do that, we could lift the arms embargo without the arms embargo without the rest of the European Union, if we decided that in May.”

The arms embargo is considered as part of a package of European Union (EU) sanctions on Syria that currently rolls over every three months, with the latest extension, which came into effect on March 1, being unanimously agreed on by the 27-member bloc last month.

The foreign secretary said there would be a “strong case” for the embargo to be lifted or amended in the coming months, enabling the UK to send militants in Syria for “more assistance.”

He also admitted that UK-supplied weapons could fall into the hands of extremists and consequently add to the risk of "extreme humanitarian distress" in the Arab country.

Earlier this week, British Prime Minster David Cameron said the UK could go it alone to supply weapons to Syrian militants if other EU member states refuse to lift the measure in May.

Russian Foreign Minister Sergei Lavrov, however, warned that arming foreign-backed militants fighting against the Syrian government is in violation of international law.

The Syrian crisis began in mid-March 2011, and many people, including large numbers of army and security personnel, have been killed in the violence.

Damascus says the chaos is being orchestrated from outside the country, and there are reports that a large number of militants are foreign nationals.

Is it any wonder that newly leaked documents reveal that an al qaeda "brother" was put in charge of security at our embassy in Libya?
"Libyan Leaks: Secret Document reveals Al-Qaeda ‘brother’ put in control of U.S. Embassy in Tripoli" Walid Shoebat and Ben Barrack A treasure trove of secret documents has been obtained by a Libyan source who says that secularists in his country are increasingly wanting to see Mitt Romney defeat Barack Obama on November 6th. This charge is being made despite Muslim Brotherhood losses in Libyan elections last July which resulted in victory for the secularists. One of those documents may help explain this sentiment.
It shows that in supporting the removal of Gadhafi, the Obama administration seemed to sign on to an arrangement that left forces loyal to Al-Qaeda in charge of security at the U.S. embassy in Tripoli from 2011 through at least the spring of 2012.
The National Transitional Council, which represented the political apparatus that opposed Gadhafi in 2011 and served as the interim government after his removal, made an extremely curious appointment in August of 2011. That appointment was none other than Abdel Hakim Belhaj, an Al-Qaeda ally and ‘brother’. Here is a copy of that letter (translation beneath it):

As for Belhaj’s bonafides as an Al-Qaeda ally, consider the words of the notorious Ayman al-Zawahiri. In a report published one day prior to the date on the memo above, ABC News quoted the Al-Qaeda leader as saying the following – in 2007 – about the man the NTC put in control of Tripoli in 2011:
“Dear brothers… the amir of the mujahideen, the patient and steadfast Abu-Abdallah al-Sadiq (Belhaj); and the rest of the captives of the fighting Islamic group in Libya, here is good news for you,” Zawahiri said in a video, using Belhaj’s nom de guerre. “Your brothers are continuing your march after you… escalating their confrontation with the enemies of Islam: Gadhafi and his masters, the crusaders of Washington.”
The Libyan Islamic Fighting Group (LIFG) was founded by Belhaj.
In a BBC report from one month earlier – on July 4, 2011 – a man named Al-Amin Belhaj was identified as an NTC spokesman and said the following:
“Everyone knows who Abdel Hakim Belhadj is. He is a Libyan rebel and a moderate person who commands wide respect.”

“…about the most powerful man in Tripoli.
Abdel Hakim Belhaj is many things but moderate is not one of them.
Interestingly, according to a report by the Jamestown Foundation in 2005, the man who attributed the ‘moderate’ label to Abdel Hakim Belhaj was actually a leader with the Libyan Muslim Brotherhood:
This last week Al-Amin Belhadj, head of the Libyan Muslim Brotherhood, issued a press release on the Arabic language section of Libya-Watch, (Mu’assasat al-Raqib li-Huqquq al-Insan) calling for urgent action on behalf of 86 Brotherhood members imprisoned since 1998 at Tripoli’s Abu Salim prison and on hunger strike since October 7.
The nexus between Al-Qaeda and the Muslim Brotherhood comes into clearer focus when one looks at the Libyan Ambassador to the United States. His name is Ali Sulaiman Aujali. He had the following to say about Belhaj according to an ABC News report:
“(Belhaj) should be accept(ed) for the person that he is today and we should deal with him on that basis… people evolve and change.”
Really? How many times do westerners have to fall for this line before they trip over it?
In fact, about one month prior to Aujali’s vouching for Belhaj, he appeared at the Islamic Society of North America (ISNA) convention. ISNA is a Muslim Brotherhood front group in America.
Aujali represents one individual who is willing to bridge the gap between Al-Qaeda and the Muslim Brotherhood.
Now, fast forward to 9/13/12, two days after the attack in Benghazi. Secretary of State Hillary Clinton celebrated the Muslim Eid holiday in the Ben Franklin room in Washington, D.C. and shared a podium with none other than Ali Sulaiman Aujali and a woman named Farah Pandith, who is a prominent name inside the Muslim Brotherhood in America.
Another interesting alliance revealed itself in various cities across America in the days after the death of Ambassador Stevens. In at least both Los Angeles, CA and Columbus, OH the Libyan American Association aligned with CAIR to hold a vigil for Ambassador Stevens.
In 2009, Pandith was sworn in as a U.S. Representative to Muslim Communities by Hillary Clinton. Pandith followed the path of the first Muslim elected to the U.S. Congress and was sworn in on the Qur’an.
While in Jamaica in June of 2011, Hillary Clinton rhetorically asked:
…whose side are you on? Are you on Qadhafi’s side or are you on the side of the aspirations of the Libyan people…
At that very moment – and in light of the release of this secret document – the appropriate question would have been:
…whose side are you on? Are you on Qadhafi’s side or are you on the side of Al-Qaeda…
When put that way, Hillary’s position isn’t nearly as unassailable.

In a House Intelligence Committee hearing Thursday morning, Director of National Intelligence James Clapper refused to admit that the Muslim Brotherhood is an Islamist organization that supports violence, calling the group’s Egyptian branch “largely secular.”

The comments came in response to questioning from Rep. Sue Myrick (R-NC) about the threat posed by the group. Politico reports on the exchange:
“The term ‘Muslim Brotherhood’…is an umbrella term for a variety of movements, in the case of Egypt, a very heterogeneous group, largely secular, which has eschewed violence and has decried Al Qaeda as a perversion of Islam,” Clapper said. “They have pursued social ends, a betterment of the political order in Egypt, et cetera…..In other countries, there are also chapters or franchises of the Muslim Brotherhood, but there is no overarching agenda, particularly in pursuit of violence, at least internationally.”
The Brotherhood uses the slogan, “Islam is the answer,” and generally advocates for government in accordance with Islamic principles. The movement has as a broad goal unifying what it perceives as Muslim lands, from Spain to Indonesia, as a “caliphate.”
Myrick interrupted Clapper at one point, saying her concern isn’t simply with the violence but with the Brotherhood’s beliefs regarding government.
“The danger of the Muslim Brotherhood is not just encouraging terrorism through their ideology, but also trying to take over government, so everyone has to succumb and live under their ideology,” Myrick said.
Clapper said later in the hearing that the Brotherhood in Egypt runs 29 hospitals ”not under the guise of an extremist agenda.” He said the group fills a vacuum cause by the absence of government services, but added, “It is not necessarily with a view to promoting violence or overthrow of the state.
That contradicts what FBI Director Robert Mueller said in the same hearing. Mueller noted that “obviously, elements of the Muslim Brotherhood here and overseas have supported terrorism.”
Even Politico reports that Hamas, the terrorist organization in Gaza, grew out of the Brotherhood, and adds  some have connected the Brotherhood to other Islamic organizations. Politico also noted the group’s desire for a “caliphate.”
Just yesterday it was revealed that a 1995 book written by the Brotherhood’s fifth leader details the group’s objectives, including the “global conquest of Islam” and “reestablishing the Islamic Caliphate, the “public and private duties of jihad,” and the “struggles Muslims must wage against Israel.”

The six named people include: Arif Alikhan, assistant secretary of Homeland Security for policy development; Mohammed Elibiary, a member of the Homeland Security Advisory Council; Rashad Hussain, the U.S. special envoy to the Organization of the Islamic Conference; Salam al-Marayati, co-founder of the Muslim Public Affairs Council (MPAC); Imam Mohamed Magid, president of the Islamic Society of North America (ISNA); and Eboo Patel, a member of President Obama’s Advisory Council on Faith-Based Neighborhood Partnerships.
Alikhan is a founder of the World Islamic Organization, which the magazine identifies as a Brotherhood “subsidiary.” It suggests that Alikhan was responsible for the “file of Islamic states” in the White House and that he provides the direct link between the Obama administration and the Arab Spring revolutions of 2011.
Elibiary, who has endorsed the ideas of radical Muslim Brotherhood luminary Sayyid Qutb, may have leaked secret materials contained in Department of Homeland Security databases, according to the magazine. He, however, denies having any connection with the Brotherhood.
Elibiary also played a role in defining the Obama administration’s counterterrorism strategy, and the magazine asserts that Elibiary wrote the speech Obama gave when he told former Egyptian President Hosni Mubarak to leave power but offers no source or evidence for the claim.
According to Rose El-Youssef, Rashad Hussain maintained close ties with people and groups that it says comprise the Muslim Brotherhood network in America. This includes his participation in the June 2002 annual conference of the American Muslim Council, formerly headed by convicted terrorist financier Abdurahman Alamoudi.
He also participated in the organizing committee of the Critical Islamic Reflection along with important figures of the American Muslim Brotherhood such as Jamal Barzinji,Hisham al-Talib and Yaqub Mirza.
Regarding al-Marayati, who has been among the most influential Muslim American leaders in recent years, the magazine draws connections between MPAC in the international Muslim Brotherhood infrastructure.
Magid heads ISNA, which was founded by Brotherhood members, was appointed by Obama in 2011 as an adviser to the Department of Homeland Security. The magazine says that has also given speeches and conferences on American Middle East policy at the State Department and offered advice to the FBI.
Rose El-Youssef says Patel maintains a close relationship with Hani Ramadan, the grandson of Brotherhood founder Hasan al-Banna, and is a member of the Muslim Students Association, which it identifies as “a large Brotherhood organization.

Secretary Napolitano named the devout Muslim Mohamed Elibiary to the Homeland Security Advisory Council (Department of Homeland Security).
The Texas Department of Public Safety now says that Homeland Security Advisory Council member Mohamed Elibiary may have been given access to a sensitive database of state and local intelligence reports, and then allegedly shopped some of those materials to a media outlet. Who else is the devout Elibiary shopping sensitive intel to?
Mohamed Elibiary was one of the speakers at a December 2004 conference in Dallas entitled "A Tribute to the Great Islamic Visionary," the Ayatollah Khomeini, leader of Iran and the violent Muslim global revolution to install a universal caliphate. When Rod Dreher of the Dallas Morning News called him on this, he threatened Dreher, telling him: "Expect someone to put a banana in your exhaust pipe."

Texas Department of Public Safety officials are asking questions following a report that Department of Homeland Security Advisory Council member Mohamed Elibiary may have been given access to a sensitive database of state and local intelligence reports, and then allegedly shopped some of those materials to a media outlet. He allegedly used the documents to claim the department was promoting “Islamophobia” — claims that the media outlet ultimately rejected. They declined to do the story.
Earlier today, I received confirmation from a left-leaning media outlet that Elibiary had recently approached them asking to do a story attacking Texas DPS:
Yes, he approached us and gave us some reports marked FOUO [For Official Use Only] that he said showed a pattern of Islamophobia at the department. He emphasized that some of the regional fusion centers were shut down a few years ago after the ACLU complained that they were targeting Muslim civil rights groups and said that this was being directed by [Texas Gov.] Rick Perry.
We looked at the reports and they weren’t as he had billed them to us. They seem to be pretty straightforward, nothing remotely resembling Islamophobia that we saw. I think he was hoping we would bite and not give it too much of a look in light of the other media outfits jumping on the Islamophobia bandwagon.
I asked if there was any sense of his possible motivation:
Oh, self-promotion definitely. It was clear up front that he wanted to be a quoted source in the story. We’ve used him as an unnamed source in previous stories. There’s nothing unusual or unseemly about that because officials do it all the time, but this was the first time he approached us with documents. Honestly, if they had been what he represented them as we would have probably run with the story. But we looked at them and saw this was a partisan hatchet job that could blow back on us so we passed on it.
In light of these allegations, I spoke today with Texas DPS Director Steve McCraw. He confirmed that Elibiary has access to the Homeland Security State and Local Intelligence Community of Interest (HS SLIC) database, which contains hundreds of thousands of intelligence reports and products that are intended for intelligence sharing between law enforcement agencies.
(Full disclosure: I gave a briefing in April 2010 to the TX DPS on historical terror incidents and terror connections to Texas. I’ve also been critical of Elibiary’s involvement with DHS considering his past extremist statements and activities.)
UPDATE: Elibiary  serves on the "Freedom and Justice" board with Lady Al Qaeda's (Aafia Siddiqui) lawyer Farha Ahmed, along with a number of Muslim Brotherhood-connected co-conspirators.

The Dec. 22 story published in Egypt’s Rose El-Youssef magazine suggests the six turned the White House “from a position hostile to Islamic groups and organizations in the world to the largest and most important supporter of the Muslim Brotherhood.”
The six named people include: Arif Alikhan, assistant secretary of Homeland Security for policy development; Mohammed Elibiary, a member of the Homeland Security Advisory Council; Rashad Hussain, the U.S. special envoy to the Organization of the Islamic Conference; Salam al-Marayati, co-founder of the Muslim Public Affairs Council (MPAC); Imam Mohamed Magid, president of the Islamic Society of North America (ISNA); and Eboo Patel, a member of President Obama’s Advisory Council on Faith-Based Neighborhood Partnerships.
Elibiary, who has endorsed the ideas of radical Muslim Brotherhood luminary Sayyid Qutb, may have leaked secret materials contained in Department of Homeland Security databases, according to the magazine. He, however, denies having any connection with the Brotherhood.
Elibiary also played a role in defining the Obama administration’s counterterrorism strategy, and the magazine asserts that Elibiary wrote the speech Obama gave when he told former Egyptian President Hosni Mubarak to leave power but offers no source or evidence for the claim.
So before the Muslim Brotherhood overthrew the Egyptian government, they overthrew the American government.

We will, however, relentlessly confront violent extremists who pose a grave threat to our security — because we reject the same thing that people of all faiths reject: the killing of innocent men, women, and children. And it is my first duty as president to protect the American people.”  – President Barack Obama, Cairo, June 2009
“The United States is now experiencing the beginning of its end, and is heading towards its demise. … Resistance is the only solution. [Today the United States] is withdrawing from Iraq, defeated and wounded, and it is also on the verge of withdrawing from Afghanistan. [All] its warplanes, missiles, and modern military technology were defeated by the will of the peoples, as long as [these peoples] insisted on resistance.”  – Muslim Brotherhood leader Muhammad al-Badri, Cairo, September 2010
What did the president know, and when did he know it? That’s a question made classic by the Watergate scandal. Now, it is possible to trace precisely what Obama knew and when he knew it. And it proves that the installment of power of the Muslim Brotherhood was a conscious and deliberate strategy of the Obama administration, developed before the “Arab Spring” began.
In February 2011, the New York Times ran an extremely complimentary article on President Obama by Mark Landler, who some observers say is the biggest apologist for Obama on the newspaper. That’s quite an achievement. Landler praised Obama for having tremendous foresight, in effect predicting the “Arab Spring.” According to Landler:  
President Obama ordered his advisers last August [2010] to produce a secret report on unrest in the Arab world, which concluded that without sweeping political changes, countries from Bahrain to Yemen were ripe for popular revolt, administration officials said Wednesday.
Which advisors? The then counter-terrorism advisor and now designated CIA chief John Brennan? National Security Council senior staffer Samantha Power? If it was done by Obama’s own staff, rather than State and Defense, it’s likely that these people were the key authors. Or at least one of them was.
So should U.S. policy help allies avoid such sweeping change by standing firm or by helping them make adjustments? No, explained the report, it should get on the side of history and wield a broom to do the sweeping. The article continued:
Mr. Obama’s order, known as a Presidential Study Directive, identified likely flashpoints, most notably Egypt, and solicited proposals for how the administration could push for political change in countries with autocratic rulers who are also valuable allies of the United States, [emphasis added] these officials said.
The 18-page classified report, they said, grapples with a problem that has bedeviled the White House’s approach toward Egypt and other countries in recent days: how to balance American strategic interests and the desire to avert broader instability against the democratic demands of the protesters.
As I noted, the article was quite explicitly complimentary (and that’s an understatement) about how Obama knew what was likely to happen and was well prepared for it.
But that’s precisely the problem. It wasn’t trying to deal with change, but was pushing for it; it wasn’t asserting U.S. interests but balancing them off against other factors. In the process, U.S. interests were forgotten.
If Landler was right, then Obama did have a sense of what was going to happen, and prepared. It cannot be said that he was caught unaware. This view would suggest, then, that he thought American strategic interests could be protected, and broader instability avoided by overthrowing U.S. allies as fast as possible and by showing the oppositions that he was on their side. Presumably the paper pointed out the strength of Islamist forces and the Muslim Brotherhood factor, and then discounted any dangers from this quarter.
One could have imagined how other U.S. governments would have dealt with this situation. Here is my imagined passage from a high-level government document:
In light of the likelihood of sweeping political changes, with countries from Bahrain to Yemen ripe for popular revolt, U.S. policy should either help friendly governments retain control or encourage them to make reforms that would increase the scope of freedom in a way that would satisfy popular desires without endangering U.S. interests and long-term stability. In the event that the fall of any given regime seemed likely, U.S. policy should work both publicly and behind the scenes to try to ensure the triumph of moderate, pro-democratic forces that would be able to prevent the formation of radical Islamist dictatorships inimical to U.S. interests, regional peace, and the well-being of the local population.
(Note: again, that is my reconstruction and not a quote from the document.)
Such an approach would have been easy, and in line with historic U.S. policy. We have every reason to believe that the State Department and the Defense Department favored such an approach.
But let’s look at precisely how the White House described the U.S. policy it wanted:
… how the administration could push for political change in countries with autocratic rulers who are also valuable allies of the United States.
In other words, a popular revolt was going to happen (I’ve seen the cables from the U.S. embassy in Tunisia that accurately predicted an upheaval), but would it succeed or fail? The Obama administration concluded that the revolt should succeed and set out to help make sure that it did so. As for who won, it favored not just moderate Islamic forces — which hardly existed as such — but moderate Islamist forces.
Which didn’t exist at all.

Leaked security documents reveal the Obama Administration hired a top al-Qaeda brother to run security at the US embassy in Tripoli.

A treasure trove of secret documents has been obtained by a Libyan source who says that secularists in his country are increasingly wanting to see Mitt Romney defeat Barack Obama on November 6th. This charge is being made despite Muslim Brotherhood losses in Libyan elections last July which resulted in victory for the secularists. One of those documents may help explain this sentiment.
It shows that in supporting the removal of Gadhafi, the Obama administration seemed to sign on to an arrangement that left forces loyal to Al-Qaeda in charge of security at the U.S. embassy in Tripoli from 2011 through at least the spring of 2012.
The National Transitional Council, which represented the political apparatus that opposed Gadhafi in 2011 and served as the interim government after his removal, made an extremely curious appointment in August of 2011. That appointment was none other than Abdel Hakim Belhaj, an Al-Qaeda ally and ‘brother’. Here is a translation of the letter:

As for Belhaj’s bonafides as an Al-Qaeda ally, consider the words of the notorious Ayman al-Zawahiri. In a report published one day prior to the date on the memo above, ABC News quoted the Al-Qaeda leader as saying the following – in 2007 – about the man the NTC put in control of Tripoli in 2011:
“Dear brothers… the amir of the mujahideen, the patient and steadfast Abu-Abdallah al-Sadiq (Belhaj); and the rest of the captives of the fighting Islamic group in Libya, here is good news for you,” Zawahiri said in a video, using Belhaj’s nom de guerre. “Your brothers are continuing your march after you… escalating their confrontation with the enemies of Islam: Gadhafi and his masters, the crusaders of Washington.”

UPDATE: Abdel Hakim Belhaj is still active in Tripoli and leader of the Al-Watan party. He’s also writing opinion pieces at The Guardian warning Westerners to stay away from Libya.

The Libyan Islamic Fighting Group (LIFG) was founded by Belhaj.
In a BBC report from one month earlier – on July 4, 2011 – a man named Al-Amin Belhaj was identified as an NTC spokesman and said the following:
“Everyone knows who Abdel Hakim Belhadj is. He is a Libyan rebel and a moderate person who commands wide respect.”
Abdel Hakim Belhaj had been identified in a video report embedded in the the BBC article as…
“…about the most powerful man in Tripoli.
Abdel Hakim Belhaj is many things but moderate is not one of them.
Interestingly, according to a report by the Jamestown Foundation in 2005, the man who attributed the ‘moderate’ label to Abdel Hakim Belhaj was actually a leader with the Libyan Muslim Brotherhood:
This last week Al-Amin Belhadj, head of the Libyan Muslim Brotherhood, issued a press release on the Arabic language section of Libya-Watch, (Mu’assasat al-Raqib li-Huqquq al-Insan) calling for urgent action on behalf of 86 Brotherhood members imprisoned since 1998 at Tripoli’s Abu Salim prison and on hunger strike since October 7.
The nexus between Al-Qaeda and the Muslim Brotherhood comes into clearer focus when one looks at the Libyan Ambassador to the United States. His name is Ali Sulaiman Aujali. He had the following to say about Belhaj according to an ABC News report:
“(Belhaj) should be accept(ed) for the person that he is today and we should deal with him on that basis… people evolve and change.”
Really? How many times do westerners have to fall for this line before they trip over it?
In fact, about one month prior to Aujali’s vouching for Belhaj, he appeared at the Islamic Society of North America (ISNA) convention. ISNA is a Muslim Brotherhood front group in America.
Aujali represents one individual who is willing to bridge the gap between Al-Qaeda and the Muslim Brotherhood.
Now, fast forward to 9/13/12, two days after the attack in Benghazi. Secretary of State Hillary Clinton celebrated the Muslim Eid holiday in the Ben Franklin room in Washington, D.C. and shared a podium with none other than Ali Sulaiman Aujali and a woman named Farah Pandith, who is a prominent name inside the Muslim Brotherhood in America.
In 2009, Pandith was sworn in as a U.S. Representative to Muslim Communities by Hillary Clinton. Pandith followed the path of the first Muslim elected to the U.S. Congress and was sworn in on the Qur’an.
Another interesting alliance revealed itself in various cities across America in the days after the death of Ambassador Stevens. In at least both Los Angeles, CA and Columbus, OH the Libyan American Association aligned with CAIR to hold a vigil for Ambassador Stevens.
While in Jamaica in June of 2011, Hillary Clinton rhetorically asked:
…whose side are you on? Are you on Qadhafi’s side or are you on the side of the aspirations of the Libyan people…
At that very moment – and in light of the release of this secret document – the appropriate question would have been:
…whose side are you on? Are you on Qadhafi’s side or are you on the side of Al-Qaeda…
When put that way, Hillary’s position isn’t nearly as unassailable.
