I. General InformationThe Air Education and Training Command Contracting Squadron (AETC CONS) is seeking information concerning the availability of capable sources to provide Aircrew Instructors and Support Personnel Trainers in the Kingdom of Saudi Arabia in support of the Security Cooperation/Security Assistance acquisition program. This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the Government's requirements. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is NOT a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. It is also anticipated the type of contract will be Firm-Fixed-Price. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611519, Other Technical and Trade Schools, and the small business size standard is $14.0 Million in annual gross receipts. Training and technology transfer is required by the Royal Saudi Air Force (RSAF) to provide qualified aircrew instructors and support personnel trainers in various weapons systems in the Kingdom of Saudi Arabia, for the purpose of improving and modernizing the RSAF by strengthening interoperability with US and other friendly forces to further defense cooperation and regional stability in and around Saudi Arabia. All instruction and technical information shall be in the English language. Anticipated period of performance will be one (1) base year and up to three (3) option years. Contractor shall provide qualified personnel to perform as military instructors in various operational Royal Saudi Air Force units and other support functions. All instructors shall be a graduate of a military or civilian academic instructor course, such as the USAF Academic Instructor Course, or possess documented instructional or education experience. Personnel specialty requirements include, but are not limited to the following: • Operations Research Analyst • Courseware Technologists • Computer Programmers • Fighter Weapons School Electronic Warfare Instructor and Intelligence Officer Instructor • Air Battle Manager/Weapons Director Instructor • F-15S Instructor Pilots, Instructor Weapons Systems Officers, and Simulator Instructor • F-15C Instructor Pilots • E-3A Instructor Senior Director • Helicopter Augusta Bell AB-212 & Bell 412 EP Ground Instructor and Tactical Search & Rescue Instructor Pilot • C-130 Instructor Pilots, Instructor Loadmaster, and Instructor Flight Engineer II.
