This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and the reference number is LGCAF-20130318. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and DFARS change notice 20130228. The offeror must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items. Award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106-2. Please include CAGE Code, DUNS, Tax Identification Number, FOB Point, Discount Terms and Delivery Date (see attachment, RFQ - Pre-Deployment Tactical Readiness Training). Quotes must be valid through 30 September 2013. This is a 100 percent small business set-aside. The NAICS Code is 611519 and the size standard in number of employees is $14,000,000.00.

STATEMENT OF WORK

Pre-Deployment Tactical Readiness Training Course

5 March 2013

1. COURSE DESCRIPTION. A 10 Day Course that gives up to 12 each Air Force Combat Camera Personnel training in advance rifle tactics, advance pistol tactics and basic weapons and tactics. The two week course shall cover the basic knowledge of proper use and wear of personnel protective equipment, rifle and pistol tactics, weapons safety, and basic weapons and tactics training. The course of instruction shall include group discussions, dry-fire walk through and live-fire drills that incorporate full personal protective equipment. In addition this Course of Instruction shall familiarize personnel with techniques used to engage and disengage the enemy. The list of personnel/trainee shall be provided to the contractor at the time of award.

2. SPECIFIC TASKS. Contractor shall provide course that covers M4 rifles/M9 handgun characteristics and zero weapons iron sight/optics. The training course shall include specific attention to shooter positioning, reloads, malfunctions, and corrective actions shall be required. The following subjects shall be required to be covered: Target identification/engagement, reactive shooting, weak hand/off hand shooting, re-enforcement of marksmanship fundamentals, combat/tactical reloads, small unit tactics positions, engaging multiple threats, multi directional threat engagement, shooting through and around barricades, on the move shooting, bounding and peels, close quarters combat, stress inoculation, the combat mindset and Post Traumatic Stress Disorder (PTSD) mitigation. The contractor shall provide a Range Safety Officer (RSO), Officer In-Charge (OIC), support personnel (medic/armorer), and the Operation Risk Assessment Worksheet (ORAW). The contractor shall provide 500/9mm and 1,500/M4. The Course may include a non-lethal training rounds portion to include but not limited to Ultimate Training Munitions (UTM). The government shall approve the recommended round counts per weapon system.

3. LOCATION: Joint Base San Antonio - Lackland, TX. The contractor shall coordinate facility use within 20 mile radius of Lackland AFB.

4. HAZARDOUS AND/OR TOXIC MATERIALS. All Training Ammunition 1,500/5.56mm and 500/9mm. Weapon cleaning material (provided by contractor).

5. COURSE SCHEDULE: Contractor shall provide course curriculum in both classroom and range environment, subject to approval by 3rd Combat Camera Squadron (3 CTCS). To include, as a minimum, cover requirements as stated in paragraph 2. Contractor shall provide class schedule 30 days prior to start of class, but NLT COB 5 July 2013.

6. ACCESSORIES AND INCIDENTALS: The contractor shall provide an instructor / student ratio of 1:6. The contractor shall provide all weapons to include M4 rifles, M4 single point sling with sling attachments, and M9 pistols.

3CTCS shall provide the following:
• 3rd Combat Camera Squadron point of contact (POC): TSgt Anthony Pounds, 210-671-2640.
• 3rd Combat Camera Squadron liaison for all training iterations
• M-4 Cleaning equipment
• M-4 Magazines (7 per student)
• M-9 holster and cleaning equipment
• M-9 Magazine (3 per student)
• Student tactical gear (PPE) (ear protection, body armor with plates, safety glasses, helmet, tactical vest, magazine pouches, pistol belt, holster, etc.)
• Transportation of students to and from training site
• Students responsible for:
o Hydration Gear
o Floppy Hat / Sunscreen / Insect repellant
o Rain Gear
o Knee Pads / Gloves
o Hearing protection
o Uniform conducive to training

7. HOURS OF OPERATION: Training shall be scheduled for the month of August 2013 with specifics dates to be determined. Course schedule shall be 0700 - 1800, Monday thru Friday for 2 weeks. An estimated 3 hours shall be adjusted accordingly for night fire training. Any scheduled training break due to unforeseen circumstances shall be reconciled the following duty day after the end of course. Contractor shall coordinate schedule to the 3 CTCS POC, TSgt Anthony Pounds, 210-671-2640.

8. SECURITY AND CLEAN UP: The Contractors shall be responsible for set up/clean up to include location scheduling/reservation, range clean up, and proper agency coordination. The Contractor shall have to consent to a possible search/inspection before base entry is authorized.
