This got WAY too much hype today, touted everywhere as some sort of revelation that Obama had already agreed to certain conditions by which U.S. troops would begin participating directly in combat operations against ISIS . Dempsey merely said it was course possible that under certain circumstances he might recommend to Obama that our ground troops get actively in combat, but that doesn’t mean anything especially in light of the fact that Obama’s top general in the middle east and other generals have ALREADY advised him to put our ground troops into combat against ISIS and Obama has rejected their recommendations. Obama has a greater history of NOT following the military’s advice than following it, so even if Dempsey DID change his recommendation, Obama is more likely to reject it than not.

(CNSNews.com) – “If we reach the point where I believe our advisers should accompany Iraqi troops on attacks against specific ISIL targets, I’ll recommend that to the president,” Joint Chiefs Chairman Martin Dempsey told the Senate Armed Services Committee on Tuesday.
Asked to clarify, Dempsey said that all U.S. troops are trained to be combat-capable, but “that’s different than how we use them.”
“And in the case of our contributions in Iraq right now, the airmen… are very much in a combat role. The folks on the ground are very much in a combat advisory role. They are not participating in direct combat. There is no intention for them to do so.
