Enable or disable video comments

To enable or disable comments on one of your videos, follow the steps below:

Sign into YouTube. Click the arrow next to Upload, and choose Video Manager from the expanded menu that appears.
Click the Edit button under the video you wish to edit.
On the Advanced Settings tab, check off Allow comments in the Comments and responses section.
Save your changes.
