Document 1.  On January 17, 1951, Israeli Foreign Ministry employee and registered foreign agent Isaiah L. Kenen met with Nathan B. Lenvin at the US Department of Justice Foreign Agent Registration Act section.  Kenen helped establish and served as a director of the Israeli Ministry of Foreign Affair's "Israel Information Office" in New York City in 1948.  In 1951 Kenen negotiated with Israeli government officials alternatives for lobbying and launching public relations campaigns as a domestic US lobbyist, rather than as a foreign agent regulated under FARA.  The FARA office advised Kenen he should continue registering, but Kenen instead began lobbying for Israel from the American Zionist Council (AZC) and later the American Israel Public Affairs Committee, or AIPAC while still receiving funds from Israel via the Jewish Agency - American Section.
