Suspended account - repeat reactivate agreements

Hi
I'm posting this for a friend.
Their account got suspended and they applied to have the suspension lifted and went through the process of the agreeing to not do whatever it was again etc. Twitter support said that they'd lift the ban....nothing happened.
My friend has asked 3/4 times now and gone through the same process each time....gets the email template about you did this, promise not to do it again etc, which he replies to, then he gets one back saying ok suspension lifted etc. He then tries to log in a few hours later to be greated with the account suspended message.
He cant tweet to @support as he cant send any messages etc. how does he contact someone to actually get this sorted?
